About this file
This is a Master Specifications document for the replacement of steam boilers at the Northern Arizona VA Healthcare System (NAVAHCS) in Prescott, Arizona, under Project No. 649-22-104. The specifications provide comprehensive technical requirements across 33 divisions covering the complete scope of work required to replace three 50-year-old facility boilers with new steam boilers and associated systems.
The work encompasses general construction, mechanical and electrical installations, utility systems, and demolition activities. Key requirements include replacement of boilers, DA tank and system, condensate tank, controls, associated pumps, generator tank, piping and valves, electrical feeds, fire suppression system with control room modifications, additional emergency egress stairs, roof replacement, lockout/tagout capabilities, VA communications closet upgrades with mechanical and electrical power support, asbestos abatement, and temporary steam supply to the boiler building and campus during construction. The contractor must conduct x-ray inspection of welds on steam and feedwater lines during construction. Specifications detail requirements for shop drawings, product data, samples, safety, infection control, demolition procedures, asbestos and lead-based paint abatement, mechanical and HVAC systems, electrical installations, communications infrastructure, fire protection systems, and boiler plant commissioning. The contract mandates compliance with numerous standards including NFPA codes, OSHA regulations, FGI healthcare facility guidelines, and VA-specific requirements. Critical administrative requirements include developing an Accident Prevention Plan with Activity Hazard Analyses, maintaining OSHA 300 logs, conducting daily safety inspections, obtaining VA security approval for personnel and vehicles, scheduling utility service interruptions with seven to 15 days advance notice, phasing work to maintain 24/7 medical center operations, providing as-built drawings and warranty management documentation, and delivering operation and maintenance manuals with factory-trained instructional support upon project completion.
