Pacific Northwest National Laboratory will test products from awardees to verify conformance with ISO 18000-7:2008 standards and other interoperability and functionality requirements. Vendors must provide active RFID transponders, interrogators, printers, and application software for testing. Products must ship within five days of award to PNNL for a four day, on-site testing period. Vendors are responsible for shipping and setup costs and must send a maximum five person team including a project manager. Testing will evaluate products for pass/fail criteria in conformance, interoperability, and functionality. The Army will notify vendors of results and issue notices to proceed for successful awardees.

Post Award Product Testing Process Version 5.0 15 June 2018
Introduction
The Post Award Product Testing Process is a structured product testing effort for awardees of RFID-V. Certified, ISO 18000-7:2008 compliant products from each of the awardees, are evaluated by PD AMIS to verify and validate form, fit and function. Detailed testing scripts developed by PD AMIS to verify adherence to published requirements will be executed by Pacific Northwest National Laboratories (PNNL) at Richland, WA, with the support of the participating vendor. Each vendor will be responsible for operating the products provided for testing. During testing PNNL and PD AMIS support personnel will observe and direct certain testing objectives. Calibrated test instrumentation will be utilized to confirm compliance with the published requirements. Standardized forms will be utilized to collect test data and document each product’s performance. A report will be assembled at the completion of a vendor's product(s) testing. The report will summarize pass/fail for each product. The report will also identify any areas of failure and document the non-compliance with supporting test data. Upon completion of the testing process of all vendor equipment, the U.S Army RFID-V contracting office shall inform each vendor of the testing results of their offered products. The high level roles and responsibilities are outlined below.

Testing Objectives
The testing will be a limited scope survey intended to verify that vendor’s self certified compliant equipment meets conformance, interoperability and functionality requirements. Specifically the survey will cover:
Conformance – Verify equipment conforms to the relevant portions of ISO/IEC 18000-7:2008 standard and also to the DoD-specific clarifications, extensions, and interoperability guidelines.
Interoperability – Verify equipment interoperates with RFID-V reference equipment developed by PD AMIS, and does not exhibit issues and artifacts which will interfere with in-transit visibility processes and equipment.
Functionality – Verify that provided equipment meets basic functional requirements identified in the Statement of Work.
Testing Results
The testing results will be a Pass/Fail assessment of the vendor equipment, and will be provided to the contracting office who in turn is responsible for vendor notification. When all awardees have completed the Post Award Product Testing Process the Contracting Officer will notify all awardees of their testing results simultaneously. Awardees who have successfully completed the Post Award Product Testing Process will be issued a Notice to Proceed. When a vendor’s equipment is assessed a Fail, the contracting office will advise the vendor of an opportunity for re-testing.
