About this file
This document provides guidelines for routing code formats to be used for radio frequency identification-compliant active transponders under a Department of Defense contract. The routing code must be exactly 6 bytes in length and include an issuing agency code, two-character country code, and three-digit sub-code. All transponders purchased on the identified RFID-V contract for Department of Defense use must be programmed with the routing code KUS000 prior to delivery.
The related federal contract opportunity is a solicitation from the Army Contracting Command-Rock Island for active radio frequency identification hardware, software, documentation, and incidental technical engineering services. This acquisition named "aRFID-V" is a follow-on to an expiring contract and is a non-competitive procurement issued solely to Savi Technology, Inc.; however, all responsible sources may submit a capability statement, proposal, or quotation for consideration. The requiring agency is the Department of the Army Materiel Command Joint Munitions Command.

DoD Routing Code Guidelines Version 5.0 15 June 2018 Introduction This addendum describes the routing code data format to be used for RFID-V Compliant Active Transponders in the Radio Frequency In-Transit Visibility (RF-ITV) system.
Normative references The following documents are applicable to this document
ISO/IEC 18000-7:2008 Information technology — Radio frequency identification for item management — Part 7: Parameters for active air interface communications at 433 MHz
ISO/IEC 3166-1:2006, Codes for the representation of names of countries and their subdivisions -- Part 1: Country codes
ISO/IEC 15459-2:2006, Information technology — Unique identifiers —Part 2: Registration procedures
ISO/IEC 8859-1:1998, Information technology – 8-bit single-byte coded graphic character sets – Part 1: Latin alphabet No. 1 Routing Code Format Routing codes for RFID-V Compliant Active Transponders shall be exactly 6 bytes in length, representing a six character alpha-numeric string as defined in Table 1.
Alphanumeric characters shall be encoded as eight bit (byte) values as defined in ISO/IEC 8859-1.
Table 1 — Routing Code Format
Issuing Agency Code
Country Code
Sub-code
1 byte
2 bytes
3 bytes
0x4B (the character ‘K’)
2 alpha character country code
3 decimal digit character sub-code
An example routing code is “KUS000”, which is encoded in hexadecimal as the six bytes 4B 55 53 30 30 30.
Issuing Agency Code The Issuing Agency Code (IAC) identifies the entity responsible for assigning the format and interpretation of the routing code. IACs are defined in ISO/IEC 15459-2. The Issuing Agency Code ‘K’ is defined for governmental administration; each country administers its own sub-codes. The IAC ‘K’ is encoded as the byte value 0x4B.
Country Code The Country Code is a two alpha character code indicating country, as defined in ISO/IEC 3166-1. The Country Code shall be represented as two sequential byte values in left to right text order. The two character Country Code for the United States is ‘US’ which is encoded as 0x55 0x53
Sub-code The Sub-code is a three digit code indicating a location or source, defined by the country identified by the Country Code; an IAC and Country code of ‘KUS’ indicates the sub-code is assigned by the US Government. The Sub-code consists of three decimal digits, with leading zeros, representing the valid numeric range of 000 (zero) through 999. The digits are represented as three byte values in left to right order. The Sub-code ‘000’ is encoded as 0x30 0x30 0x30.
Routing Code Usage The routing code format defined in this addendum shall be used by RFID-V Compliant Active Transponders for RFID-V Compliant Active Transponder Protocol Routing Code Read (command code 0x09) and Routing Code Write (command code 0x89) messages.
Required Transponder Routing Code All ISO 18000-7 transponders purchased on the RFID-V contract for DoD use will have the Routing Code KUS000 written to them prior to delivery.
