About this file
This document provides details of a federal solicitation for an active radio frequency identification (aRFID) hardware, software, documentation, and incidental technical engineering services contract. The Army Contracting Command-Rock Island has requirements to follow on an expiring aRFID-IV contract and is issuing a non-competitive solicitation to Savi Technology, Inc. The new aRFID-V contract supports the Department of the Army Materiel Command Joint Munitions Command and requires aRFID hardware, software, documentation, and incidental technical engineering services. All responsible sources may submit capability statements, proposals, or quotations in response.

DOD RFID Common Abstraction Interface
See: Description
DOD RFID Common Abstraction Interface
DOD Active RFID Common Abstraction Interface 05/16/2013
Overview The DOD Active RFID Common Abstraction Interface (CAI) is a well-defined set of software interfaces (written in Java) that standardizes communications between Government developed PC applications (GOTS software) and vendor provided RFID hardware (readers and tags).
The benefits of using the CAI are as follows:
It allows GOTS software developers to write a single application that works with every vendor’s hardware (as long as the minimum required functionality is used).
This includes the existing DOD RFID Active hardware infrastructure.
It defines the minimum required functionality that vendor provided hardware must satisfy.
It provides an extendable framework that does not hinder innovation and allows a vendor to provide additional functionality outside of the minimum requirements.
Assumptions It has been assumed that all of the following are true in order to support the use of the CAI:
All over-air RF communications between non-legacy hardware will be defined by the ISO 18000-7 standard.
For any given PC read / write station, all connected readers shall be from a single vendor.
Communications between a PC and a non-legacy tag will use a standard

Responsibilities RFID hardware vendors will be responsible for creating an implementation of the CAI to support their hardware. In addition, they will also be required to provide any configuration utilities needed to customize the operation of their readers (e.g. adjusting transmit power levels).
GOTS software developers will be responsible for writing their applications such that all RFID hardware related operations will be accessed through the CAI (unless a vendor specific function is required).
