About this file
This document contains an attachment outlining oversight and metrics for the operation of Maritime Prepositioning Force vessels, as well as information on a related solicitation. The attachment describes performance requirements and metrics that will be used to evaluate contractors, including keeping vessels ready for assigned missions, performing missions as directed, managing costs within budgets, maintaining readiness status, completing planned maintenance, and fully staffing vessels with trained mariners. The related solicitation is number N32205-21-R-4117, issued by the Department of the Navy Military Sealift Command, seeking operation and maintenance of six Maritime Prepositioning Force vessels worldwide. Responses are due as indicated in the attached RFP. Evaluation will consider cost, performance against established metrics, and other factors.

ATTACHMENT O - OVERSIGHT AND METRICS
In successfully providing these services to the Fleets, there are two basic performance requirements for MSC’s ships: 1) keep the vessel in a readiness state that allows it to perform any mission assigned to it by the Fleet
Commander, and 2) perform assigned missions.
Accordingly, in measuring the extent to which a contractor meets the Performance Work Statement (PWS), MSC monitors and measures both the condition/readiness of the vessel, and the performance of specific missions/tasks.
MSC will routinely conduct Onboard Condition Inspections (OCI) (normally conducted annually) to monitor performance elements through ship visits and site audits as outlined in the Performance Work Statement.
On an annual basis, the contractor’s performance will be evaluated for its Contractor Performance Assessment
Reporting System (CPARS) rating. This evaluation will use, primarily, the metrics below. The results of these metrics will be communicated to the contractor as part of contract administration and any discrepancies or issues will be addressed using the contract remedies available.
Requirements Metric
Cost: The metric will be used to manage reimbursable expenses within established ship operating budgets.
Differences between expected/budgeted and actual costs.
Schedule/Performance: This metric will be used to determine MSC primary output of Ships Ready for Tasking (RFT), the key indicator of MSC readiness. COMSC is responsible to deliver MSC ships
RFT and to maintain this readiness during operational fleet time.
The RFT metric is a cumulative total of calendar days that a ship is deemed RFT or
Not Ready for Tasking (NRFT) in the preceding rolling 12 month period compared to an accepted baseline established by MSC.
Inspection: This metric will track planned maintenance against performed maintenance, supplemented by periodic inspections of actual vessel condition.
The difference between Shipboard
Automated Maintenance Module (SAMM)
System planned maintenance completion levels for ships and actual completion levels.
The COMSC Class Manager will track findings of annual vessel condition inspections to identify degraded or poor vessel condition and the operating contractor’s corrective action.
Manning & Training: This metric will be used to ensure fully trained mariners are aboard ship in accordance with the PWS.
Difference between offered/required civilian mariner shipboard billets versus those that are currently emcumbered.
