II. Task Order Basis of Award
The Government will evaluate each proposal as a whole on the basis of price and technical merit and award to the offeror whose proposal represents the best value to the Government using a Best Value, Trade-Off methodology. Best Value, Trade-Off allows the government to award to the responsible offeror whose offer conforming to the solicitation is technically acceptable with lowest reasonable price.
This approach allows the Government to award to the responsible offeror, whose offer conforms to the solicitation as determined by the Task Order Contracting Officer, and is the best value to the
FTA Tenant Improvement Floor 31st JFB Solicitation Number: 47PL0120R0064
Government (not necessarily the highest rated or lowest prided offer). All proposals that conformed to the Solicitation requirements, and that were evaluated with ratings of “Satisfactory” or above will be ranked against the following factors for this Task Order award:
FACTOR 1 Project Management and Planning FACTOR 2 Schedule and Phasing Plan FACTOR 3 Experience on Comparable Projects
FACTOR 4 Price
Factor 1 is more important to Factor 2, Factor 1 is more important than Factor 3, Factor 2 is more important than Factor 3, Factor 2 and Factor 3 combined is approximately equal to Factor 1. Factor 1, when combined with Factor 2 and Factor 3 is significantly more important to Factor 4 Price.
NOTE: The importance of price will increase if the non-price (technical) factors of two or more proposals are considered essentially equal in terms of quality (e.g. a tie for the highest rated quote) or if the price of one of those proposal is so high or so low as to significantly diminish the value of a proposal’s technical superiority to the Government.
The Government reserves the right to award on initial offers without discussions. Therefore, Offerors are encouraged to submit their most favorable proposal packages. Offerors are cautioned that proposals containing qualifications, conditions, or expressing unilateral interpretations of the RFP/Task order requirements may be rejected by the Task Order Contracting Officer. In the case where most if not all proposals are rated at “Marginal” or “Unsatisfactory” or there is adverse past performance information, the Government may choose to enter into communications/clarifications/negotiations to address said information. In the case where it is determined that negotiations will be held, notification will be provided to Offerors individually. The Government reserves the right to reject any or all proposals if such action is deemed in the Government’s best interest. The Government may accept minor irregularities in the proposals received if the irregularities are determined to be insignificant or inconsequential to the overall evaluation.

The Offeror shall identify and describe the critical path schedule and coordination for this project to meet the design, abatement, demolition, construction, inspection/testing and Closeout phase requirements including, but not limited to, key initial submittals, field survey, charrettes/design and other meeting, key submittals and reviews, Notices to proceed, abatement and demolition activities, ordering of materials, construction, inspections (internal and external), key testing, substantial completion, final completion/closeout, and other anticipated work elements which clearly defines the Offeror’s understanding of the project and ability to meet the project required delivery date.
c. Ensure that the schedule network logic shall be linked (e.g. project milestones and activities, etc.), and the logic shall show the general management approach for constructing, performing testing, and any associated work related to the Project.
d. Float time between activities should be calculated and identified.
FTA Tenant Improvement Floor 31st JFB Solicitation Number: 47PL0120R0064
e. The Critical Path shall be clearly identified. The schedule shall be a fully developed master project schedule (Gantt with Critical Path Method) in Microsoft Project (version10 (.mpp)), as well as in Portable Document Format (.pdf) that will allow the Government to evaluate activity relationships.
2. Project Schedule Narrative: Offerors shall provide a Preliminary Project Schedule narrative that both correlates with the preliminary project schedule submitted and that discusses the various milestones and important activities and challenges associated with the project. Offerors should include discussions of how the schedule for the project will be met while, at the same time, managing any changes that may occur. The Preliminary Project Schedule narrative submitted shall be one (1) or more pages and be comprehensive enough to leave no doubt that the Offeror is fully aware of the requirements of the project and has planned out a sound and fully developed Critical Path Method (CPM) project schedule in the form noted above under the Submittal Requirements for the Preliminary Schedule.
Preliminary Schedule and Schedule Narrative submitted specifically for this project. Failure to meet all Submittal Requirements for this Factor will result in the proposal not meeting the Standard of Evaluation for this Factor. If the all the Submittal Requirements are met, then the Standard of Evaluation is met when the proposal demonstrates that the Offeror understands the project requirements and has:
a. presented a well thought out, sound and realistic Preliminary Schedule that is achievable, with evidence adequate planning for proper phasing of the project, that includes evidence of review and compliance with Base Contract, Task Order Agreement, Statement of Work, P100, and other requirements; and
b. presented a Schedule Narrative that correlates with the Preliminary Schedule, with amplification and discuss of the projects phases, milestone events, important activities and tasks required to start and complete the project.

The proposal may contain one or more weaknesses and no deficiencies. The overall quality of the proposal in relation to the evaluation criteria is good and there is a reasonable probability of success.
Marginal The proposal meets most the minimum requirements of the solicitation for this Factor and the offeror has addressed the required items. The proposal contains one or more significant weaknesses, but no deficiencies. The overall quality of the Proposal in relation to the evaluation criteria is fair and there is a limited probability of success. Several minor revisions to the proposal may be necessary.
Unsatisfactory The proposal does not clearly meet the minimum requirements of the solicitation for this Factor and the offeror did not address the required items. The proposal contains one or more deficiencies or a combination of significant weaknesses in the proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
FACTOR 3: Experience on Comparable Projects
Description: This factor considers the extent of the Offeror’s relevant experience for the several work elements necessary to ensure successfully completion of the project, from design through construction and closeout.
Submittal Requirements:
The offeror shall submit a minimum of two, with a maximum of four, project examples demonstrating relevant experience. “Relevant” is defined as projects similar to the project described in this RFP in scope, magnitude and complexity and have a logical connection with the requirements of this RFP.
Examples of relevant experience include similar construction projects in office buildings.
Examples shall include Offeror’s ability to effectively coordinate A-E disciplines, Construction trades, and the ability to complete projects within the approved schedule, and critical phasing of work.
Examples of relevant experience include the Prime Contractor leading similar design-build projects in occupied Federal Office spaces, in Federal leased spaces/facilities, Federal owned buildings or Federal leased or owned Courthouses... Narrative should demonstrate offerors’ ability to ensure delivery of quality product and service; effectively control costs, manage contract changes; complete projects within the approved schedule; and management of resources/subcontractors.
Offerors shall submit a current Point of Contact (POC) for each project. The POC information shall include the name, phone number, and email address for each project submitted. The Government reserves the right to contact the point of contact provided by the offeror to verify the offeror’s experience on comparable projects. All projects submitted must be at least 75% complete or must have been completed within the last three (3) years from the date proposals are due (for this RFP).
a. Include Narrative summaries of the submitted projects that demonstrate the Offeror’s capabilities, technical expertise, and experience managing complex projects with reference to considerations of timeliness and technical success.
b. Include for each project how the project relates to this Solicitation project as well as how the project pertains to the noted area of experience. Also identify whether your firm was the prime or subcontractor for the project listed. If experience is based upon the experience of the PM, Superintendent or trades personnel, ensure to identify those individuals and their relevant experience.
c. For each project presented in relation to this factor, the Offeror shall explain how the characteristics of the project relate to the characteristics of this project. The similarity to this project is more important than the quantity of projects presented. Ensure that valid information is provided for verification purposes for each project presented. Also the Offeror
