(1) Accounting classification Net increase $

1. The purpose of this amendment is to provide answers to pre-proposal inquiries/questions submitted and update the Construction Wage Determination.

2. A virtual Pre-proposal conference was held on October 15th, 2020, with representatives of the GSA/PBS R10 Construction IDIQ MATOC holders, subcontractors/ subconsultants, and the Government (GSA/PBS and FTA).

3. Site walks were conducted on October 16th, 2020 at the Henry M. Jackson Federal

Building, located at 915 Second Ave, Seattle, WA for the GSA/PBS R10 Construction

IDIQ MATOC holders in one hour block increments as per arrangements made during the virtual Pre-proposal conference. The Contractor teams were taken on a guided tour of the following areas, as shown on the Sitewalk Summary Report, dated October

22th, 2020 which is incorporated as part of this amendment:

a. Area 1 – FTA East Office: Plan Room #s 31097, 31103, 31102, 31006, 31015, 31016, 31014, 31018, 31019, 31022.

b. Area 2 – NHTSA Space: Plan Room #s 31013, 31007

c. Area 3 – Isolated Storage Room # 31047

d. Area 4 – New FTA Space: Vestibule and Plan Room #s 31063, 31043, 31053, 31051, 31050, 31049, 31073, 31046, 31070, 31068, 31066, 31071, 31090, 31075, 31064, 31077, 31080, 31079, 31078, 31074, 31085, 31072.

Property Manager John Cortez at john.cortez@gsa.gov

It is noted that the FTA representative that participated in the sitewalk had identified several items that they desired that are not currently in the scope of this project (See

Item 4 of Sitewalk Summary Report, dated October 22th, 2020). Please ensure that your firm and subcontractor disregard those items until such time that the scope revised and a solicitation amendment issued. If the changes are later approved and funded for incorporation into the task order after award, appropriate notice and an approved justification for exception to fair opportunity will be provided to all GSA/PBS R10

Construction IDIQ MATOC holders if the change is considered significant or a cardinal change. In the case where the changes are found to be insignificant and the costs minor, no notice or justification will be issued to the MATOC holders.
