About this file

This document is a Single Source Justification (Simplified Acquisition) for a federal contract action.

The contracting activity is 90 CONS/PKAA seeking to replace 1,665 fire sprinkler heads at MAFS (Macdill Air Force Station). The project involves replacing 111 dry system fire suppression Victaulic sprinkler heads or pendants and sprinklers at each MAF location. The contractor must conduct a field survey to verify pendant length and complete pressure leak tests before installing proposed sprinklers and pendants, then service existing fire suppression alarm controls with the most recent manufacturer updates. Additionally, the contractor shall service fire alarm system controls in the Launch Control Capsule (LCC) and Launch Control Equipment Building (LCEB) by updating software to current version for Consilium CFD 500, calibrating gas detectors, replacing batteries, and testing fire system operability at the Launch Control Center. Finally, the contractor must service the existing fire alarm system topside at all MAFs by updating the Honeywell Notifier alarm system to current software.

The single source justification identifies three brand name requirements: Victaulic, Consilium, and Honeywell. These brands were approved by Nuclear Hardness for specific technical reasons, including exact hydraulic specifications for system performance, proprietary software requirements, and nuclear hardness certifications. Market research was conducted through internet searches, phone calls, subject matter experts, vendor outreach, and a sources sought notice that yielded six vendor responses, with four identified as small businesses in SAM.gov. The contracting officer determined that only a single source is reasonably available under FAR 13.106-1(b)(1). The document was signed by contracting officer Andrea McCurry, GS-12, on April 15, 2026.

Market research (MR) was conducted utilizing several avenues: Internet searches, phone calls, subject matter experts, vendor outreach, and a sources sought. Sources sought yielded 6 vendor responses, with 4 showing as a SB in SAM.gov. All SBs provided information about similar scope projects they had done, comparable to the government's acquisition. MR also showed that these products and this service are commercially available.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Customer informed CONS that the document that controls nuclear hardness processes and approvals is due for an update next year.

This may provide room for other brands. Additionally, when the computer systems/fire systems need to be fully replaced, this will allow for other brands to be included, once tested.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
