SECTION C- STATEMENT OF WORK/SPECIFICATIONS/DESCRIPTION
C.1 SCOPE OF CONTRACT
1.0 Scope of Work
An asset of the Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands (PSICC) South Platte Ranger District (RD), the Buffalo Creek Work Center was built in 1938 by the Works Projects Administration and is located at 18046 County Road 126, Buffalo Creek, CO 80425. The Work Center of roughly 3½ acres hosts several structures, including, but not limited to, the Office, Garage/Shop, and Dwelling constructed in 1938, and the Barracks and Engine Storage constructed in 2002, as well as several other miscellaneous structures and utility features. Like many historical buildings of this age, the office is very inefficient in terms of energy consumption and space utilization. Under this contract new office space and an additional engine bay space will be constructed as an addition to the existing Engine Storage building.
Work in the base items includes mobilization; quality control; construction staking and layout;
construction of site utilities for water, sewer, natural gas, power and telecommunications; final site grading; parking area construction; demolition of existing site features and utilities; and foundation, building, and mechanical/electrical/plumbing systems construction.
Incidental work includes submittals for quality control; submittals for safety and accident prevention; coordination with local utility companies; submittals for products and shop drawings; the construction schedule; construction waste management; operation and maintenance manuals, as well as system demonstration and training.
2.0 Background
The proposed Office and Engine Storage Additions project is located in Buffalo Creek, Colorado.
Meals and lodging may be commercially available in the nearby towns of Pine, Bailey, and Conifer, Colorado and surrounding communities.
The site elevation varies from a high point of approximately 6675 at County Road 126 to a low point of approximately 6650 feet at the northerly end of the property. The climate is temperate with average temperature ranging from the mid-80s in the summer to the low-20s in the winter.
Extremes from these averages can be expected annually. Snowfall in the winter can be abundant during an average winter.
3.0 Contractor Technical Requirements / Tasks
Generally work will consist of the following tasks:
• Mobilization;
• Quality Control, Survey and Staking;
• Construction and upgrading of utilities including water, sewer, natural gas, electrical, and telephone/data systems;
• Site demolition, improvements, grading, temporary erosion control, and identification signs;
• Construction of new office space and engine bay space as a building addition to an existing structure;
• Demolition of existing features and utilities on the site designated in the drawings for removal or replacement;
Construction includes furnishing all labor, materials, equipment, tools, transportation, supplies, storage, other incidentals and all work required to complete the proposed addition, remodel and associated items in accordance with the approved final drawings, specifications and provisions of the contract.
Construction quality control includes supplying all the personnel, equipment, special inspections, tests, and reports necessary to ensure that construction is completed in compliance with the drawings, specifications, and provisions of the contract.
The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work.
A trash abatement program shall be initiated during pre-construction phases of the project and shall continue through the duration of the project. All construction refuse shall be removed from the site and disposed of properly on a weekly basis and upon project completion.
Observation of excavation activities by Forest Service Heritage staff is required during foundation and utility excavation activities.
4.0 Government Furnished
• Water and electricity are available at the site for construction purposes.
5.0 Period of Performance
The awarded Base Items constituting the work of this RFP shall be provided from approximately September 30, 2025, to September 30, 2026.

7.0 Travel
All costs associated with travel to and from the job site, including mobilization of all equipment and materials shall be included in the Contractor’s cost proposal.
8.0 Contractor’s Key Personnel
Project Manager – individual designated by the General Contractor, serves as primary points of contact and shall have overall responsibility for managing and coordinating the performance of the Contractor’s obligations under this contract, including performance of all Subcontractors, and be authorized to act for and bind Contractor and Subcontractors in connection with all aspects of this contract.
Project Superintendent – onsite representative of the General Contractor, responsible for overall management of the project and capable of discussing technical aspects of the project.
9.0 Site Visit – See the solicitation for POC, date, time and location of the site visit.
C.2 PROJECT LOCATON
The project is located at the Buffalo Creek Work Center at 18046 County Road 126, Pine, Colorado 80470.
C.3 MAGNITUDE OF CONSTRUCTION PROJECT
Government Cost Estimate, per FAR 36.204, is between $1,000,000 and $5,000,000.
