A. Certain information relating to existing surface and subsurface conditions and structures is available to bidders but will not be part of Contract Documents, as follows:

B. Site and Utility Survey: Entitled IMPROVEMENT SURVEY PLAT , dated 02/17/2023 .

2. This survey identifies grade elevations prepared primarily for the use of Architect in establishing new grades and identifying natural water shed.

C. Geotechnical Report: Entitled Geotechnical Investigation Report , dated February 28, 2024.

2. This report identifies properties of below grade conditions and offers recommendations for the design of foundations, prepared primarily for the use of Architect.

3. The recommendations described shall not be construed as a requirement of this Contract, unless specifically referenced in Contract Documents.

4. This report, by its nature, cannot reveal all conditions that exist on the site. Should subsurface conditions be found to vary substantially from this report, changes in the design and construction of foundations will be made, with resulting credits or expenditures to the Contract Price accruing to Contracting Officer (CO).

CONTRACTING DEFINITIONS

PART 1 GENERAL

1.1 APPLICABILITY: These definitions are integral to the Agreement.

1.2 DEFINITIONS - DESIGN-BUILD DOCUMENTS

A. Contract Documents: As defined in the Agreement.

1. At the time of execution of the Agreement, Contract Documents consist of the following:

a. The Agreement and Conditions of the Contract, and other documents listed on the Table of Contents under the heading Contracting Requirements.

2. From time to time after execution of the Agreement, upon approval by the Contracting Officer (CO), the following types of documents will be incorporated into Contract Documents:

a. Drawings and other documents documenting the design.

b. Construction drawings and specifications detailing the execution of the design.

B. Project Program: The Contracting Officer (CO)'s requirements for size, arrangement, organization, and location of functional spaces , description of space functions , identification of fittings, equipment, and furnishings , description of the physical and environmental requirements for each space , together with a description of the image, goals, or "mission" of the project.

1.3 DEFINITIONS - TIME PERIODS AND MILESTONE DATES

A. Proposal: The time period during which prospective Proposers prepare their Proposals.

B. Preliminary Design: The time period during which the design criteria are finalized and preliminary drawings and written descriptions are prepared to illustrate the proposed design of the work or a portion of the work to the Contracting Officer (CO), as described in the Conditions of the Contract.

C. Design Development: The time period during which the form, arrangement, size, and materials of the work or a portion of the work are determined , as described in the Conditions of the Contract .

D. Construction Documents: The time period during which process working drawings, specifications, and other documents describing the work or a portion of the work are prepared in sufficient detail to allow accurate and complete construction.

E. Construction: The time period from the beginning of work on the project site until final payment as defined by the Conditions of the Contract .

F. Substantial Completion: The date as defined in the Conditions of the Contract. Date of Substantial Completion is the due date for the following:

1. Design-Builder's complete punchlist of items to be completed.

2. Contracting Officer (CO)'s complete punchlist of items to be completed.

3. Compliance with requirements of governing authorities, for submittals, inspections, and permits.

MEASUREMENT AND PAYMENT

PART 1 - GENERAL

3.1 SUMMARY

A. The intent of this section is to explain, in general; what is and what is not included in a contract item; the limits or cut-off points where one item ends and another begins; and method of measurements and basis of payment for work items listed in the Schedule of Items.

B. Work: Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.

C. Payment: For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications and as shown on the drawings.

D. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown

E. DETERMINATION OF QUANTITIES

1. Quantity Measurements:

a. Make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ) or Lump Sum Quantity

(LSQ).

b. Compute the quantities for periodic progress payments. The Contracting Officer shall compute the quantities for the final payment based on measurements taken by the Contractor.

c. Contractor measurements are subject to verification.

d. Submit all field notes, calculation sheets, and other data used to determine quantities.

e. Certify in writing as to the accuracy of the measurements and computations submitted.

2. Use the following measurements and calculations to determine contract quantities.

a. For individual construction items:

1) Longitudinal and lateral measurements for area computations: Make horizontally or corrected to horizontal measurement unless otherwise specified.

2) Measurements for geotextiles, netting and erosion control blankets: Make along slope lines.

b. Use the average end area method to compute volumes of excavation or embankment. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, make measurement by volume in hauling vehicles or by other three dimensional methods.

c. Structures: Measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.

d. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and underdrains: Make measurements parallel to the base or foundation upon which the structures are placed. Measure pipes along center of invert.

e. For aggregates weighed for payment: Don not adjust tonnage for moisture content, unless otherwise specified or indicated.

f. For standard manufactured items--such as fence, wire, plates, rolled shapes, pipe conduits--identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.

F. UNITS OF MEASUREMENT

1. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

2. Lump Sum: Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

3. Square Feet: Longitudinal and transverse measurements for area computations will be made horizontally. Do not make deductions from the area computation for individual items having an area of 1 square foot or less.

4. Acre: 43,560 square feet. Make longitudinal and transverse measurements for area computations horizontally. Do not make deductions from the area computation for individual exclusions having an area of 500 square feet or less.

5. Cubic Yard: A measurement computed by one of the following methods:

a. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

b. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.

c. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

6. Each: One complete unit, which may consist of one or more parts.

7. Linear Foot: Linear feet measured horizontally.

8. Square Yard: 9 square feet. Longitudinal and transverse measurements for area computations will be made horizontally. Do not make deductions from the area computation for individual fixtures having an area of 9 square feet or less.

9. Ton: 2000 pounds. No adjustment in contract price will be made for variations in quantity due to differences in the specific gravity or moisture content. Use net certified scale weights, or weights based on certified volumes.

G. EARTHWORK TOLERANCES

1. Where tolerances are shown in the contract, they are intended to define reasonably close conformity. Adjustments of horizontal or vertical alignment, within the tolerances

specified in this contract, or shifts of balance points up to 100 feet shall be made by the contractor as necessary to produce the designed roadway sections and to balance earthwork. Such adjustments shall not be considered as "Changes".

PART 2 - METHOD OF MEASUREMENT

4.1 GENERAL

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

B. ACTUAL QUANTITIES (AQ)

1. These estimated quantities which are determined from actual measurements of completed work.

C. DESIGNED QUANTITIES (DQ)

1. These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

a. As a result of changes in the work authorized by the CO.

b. As a result of the CO determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.

c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

D. LUMP SUM QUANTITIES (LSQ)

1. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall be measured complete and in-place.

PART 3 – DEFINITION OF CONTRACT ITEMS

5.2 DEFINITION OF BASE ITEMS

A. Base Items:

1. Base Item No. 1 – General Requirements, including Mobilization, Bonding, Insurance

a. Measurement: This item is measured as a Lump Sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site, and other work that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

2. Base Item No. 2 – Facility Construction (Divisions 2 – 19)

a. Measurement: This item is measured as a Lump Sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary for the following:

1) Division. 2 – Existing Conditions

a) The removal of the existing roof, exterior and interior walls, exterior and interior doors, wood siding, gypsum board, ceiling finishes, casework, concrete sidewalks, propane tank and service lines, septic tanks, lift station, domestic water service and shut-off valve, and fence, as well as the relocation of the lift station electrical feeds, overhead power lines, storage of exercise equipment, and the abandonment of heating water piping.

2) Division 3 – Concrete

a) The installation and construction of various strip footings, spread footings, interior bearing walls, stem walls, concrete pads for rooftop mechanical equipment , a vapor retarder, concrete slabs-on-grade, a depressed slab-on-grade for the shower area, a mechanical equipment pad, and a cement-based polymer self-leveling underlayment infill.

3) Division 4 – Masonry

a) The installation of stone veneer for the building.

4) Division 5 – Metals

a) The provision and installation of interior miscellaneous metals, reinforced concrete ledges at exterior walls with stone cladding, temporary shoring and bracing of the existing roof structure, metal roof panels, miscellaneous metals for hold-down posts at engine storage walls, and the infill of an existing opening at the engine storage exterior wall.

5) Division 6 – Woods and Plastics

a) The provision and installation of interior rough carpentry and blocking, wood-framed shear walls, various wood hold-downs, rough carpentry at exterior walls, wood columns, sub fascia, soffit framing, a wood-framed roof system with plywood sheathing, pre-engineered wood trusses, TJI hangers, gable-end trusses, a roof valley with posts at the entryway, double trusses supporting a folding partition wall, and framing for the roof overhang at the south entrance.

6) Division 7 – Thermal and Moisture Protection

a) The installation of insulation to perimeter stem walls, spray foam insulation, interior caulking and sealants, fire-treated plywood at an IT room, dampproofing and protection board for perimeter stem

walls, application of painted metal siding to match existing conditions, laminated asphalt shingles matching the existing roof system, installation of gutters and downspouts, snow guards, sheet metal and flashings for the roof, roof protection, replacement of existing roof shingles with new ones and spray foam insulation, metal fascia, and full-vented aluminum soffit.

7) Division 8 – Doors and Windows

a) The installation of an insulated coiling door, exterior insulated metal door with HM frame, and exterior wood doors with HM frames, including hardware and finish, along with exterior windows, interior wood doors with HM frame, including hardware and finish, interior glazed wood door with HM frame, including hardware and finish.

8) Division 9 – Finishes

a) The provision and installation of interior gypsum board for wall and ceiling assemblies, non-structural metal framing, tile for wall, backsplash and floor locations, acoustical ceiling assemblies, resilient vinyl flooring, resilient base, athletic rubber floor tile, carpet tile, stain, interior and exterior paint, and associated components required by the aforementioned products/systems.

9) Division 10 – Specialties

a) The provision and installation of ADA and standard toilet partitions, urinal partitions, toilet roll holders, toilet seat cover dispensers, sanitary napkin disposals, grab bars, shower grab bars, soap dispensers, frameless mirrors, shower curtains and rods, folding shower seats, paper towel dispensers, robe hooks, wall-mounted hooks, lockers, a mop rack and shelf, mirrors at the exercise area, tackboards and whiteboards, fittings for fire prevention, corner guards and wall protection, wayfinding and code-required signage, and an operable partition at the meeting area.

10) Division 12 – Furnishings

a) The installation of floating locker room vanities with backsplash, upper and base cabinets for breakroom and copy/print areas, countertops with backsplashes, and various equipment such as a dishwasher, microwave, refrigerator, range/hood, washer, dryer, ice maker, and mop sink, with exclusion of exercise equipment.

3. Base Item No. 3 – Facility Services (Divisions 20 – 29)

a. Measurement: This item is measured as a Lump Sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary for the following:

1) Division 22 – Plumbing

a) The rough-in and installation of plumbing fixtures such as gas water heater, circulator pump, garbage disposal, floor drains, floor cleanout, sanitary waste/vent piping of various sizes, lavatories, urinals, ADA-compliant water closets, breakroom sink, showers, electric water cooler, mop sink basin, heat tracing for gutters, downspouts, and water piping, along with pipe insulation and wall washer boxes.

2) Division 23 – Heating Ventilating and Air Conditioning

a) The controls, testing and balancing, commissioning, miscellaneous demolition, subcontractor fees including bonds and insurances, indoor

AC split system unit, various exhaust fans and oscillating fans, grilles, refrigerant piping, electric cabinet and unit heaters, radiant heaters and panels, high-performance fans, outdoor condensing unit, electric heating coil, ductwork with insulation, gas piping of different sizes, ventilation and intake louvers.

3) Division 26 – Electrical

a) For allowances for electrical distribution, site lighting and wiring, miscellaneous electrical demolition, lightning protection, utility meter upgrades, surge protective devices (SPD), panelboards of various amperages, specialized receptacles, junction boxes, feeders, mechanical connections, branch power wiring, light fixtures with controls as per MH Lighting's material quote, the installing various light fixtures including gasketed linear fixtures, downlights, shower downlights, LED strip lights, troffers, linear vanities, architectural wall packs, exterior wall sconces, LED exit signs, and lighting controls such as wall switches, vacancy sensors, and occupancy sensors, along with wiring to light fixtures and controls.

4) Division 27 – Communications

a) The installation of communication and security ductbank, data outlets of various configurations including floor-mounted options, wireless access points, ceiling-mounted speakers, wiring for communications and audio-visual systems, AV floor boxes, volume control/source selection units, and an allowance for AV equipment.

5) Division 28 – Electronic Safety and Security

a) The installation of fire alarm systems including strobe lights, combination fire horn/strobe lights, manual pull stations, photoelectric detectors, a fire alarm control panel (FACP), smoke detectors, and wiring. It also includes security systems components such as door position switches, motion detectors, keypads, operation panels, cameras, and associated wiring.

4. Base Item No. 4 – Site and Infrastructure (Divisions 30 – 39)

a. Measurement: This item is measured as a Lump Sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary for the following:

1) Division 31 – Earthwork

a) The site mobilization, clearing and grubbing, fine grading of the same area, an allowance for minimal cut and fill or grading improvements, stripping existing topsoil, the installation of a perimeter drain, aggregate basecourse at slabs on grade, the installation of silt fences, and the construction of a concrete washout area, a stabilized staging area, sediment control logs, and the excavation for standard foundations, backfilling with on-site soils, and the removal of surplus standard foundation soils off-site.

2) Division 32 – Exterior Improvements

a) The work associated with the construction of the concrete sidewalks and heavy-duty pavements over prepared subgrades, aggregate basecourse pavements, sidewalk chase drains, concrete curbs, riprap, guardrails, bollards with foundations, concrete equipment pads, flag

poles with bases, the reinstallation of salvaged fences, and the relocation of antenna pads.

3) Division 33 – Utilities

a) The installation with trenching and backfill of the storm sewer, water main piping system, along with domestic water service components such as a shutoff valve, backflow preventer, water meter, copper piping, sanitary wastewater piping for a gravity sewer line, an onsite wastewater treatment system (OWTS) with a mounted treatment bed, a three-compartment septic tank with filter and pump, a two-compartment septic tank, insulation board for the sanitary main, the propane service line, the electric services, telephone and communication services, and the site drainage.

5.3 OPTIONAL ITEMS

A. The following are option items for consideration in a price proposal and included at contract award only if found to be in the Government best interest and if funds are available. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interest, the Government will evaluate offers for award Purpose by adding the total price for all options to the total price for the Requirements. Evaluation of options will not obligate the Government to exercise the options. The Contracting Officer may exercise an option by written notice to the contractor within 180 calendar days after award. Any reference to optional bid items in the specifications or project plans are a reference to optional items in the Schedule of Items.

1. Optional Item No. 1 – REPLACE EXISTING SIDING TO MATCH NEW

a. Measurement: This item is measured as a lump sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary to replace the existing siding with new siding.

2. Optional Item No. 2 – TWO TIER CAGE STYLE EQUIPMENT STORAGE LOCKER

SYSTEM

a. Measurement: This item is measured as a lump sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary to install new two tier cage system style equipment storage lockers in demolish the existing lockers.

3. Optional Item No. 3 – HEAVY DUTY CONCRETE PAVING APRON

a. Measurement: This item is measured as a lump sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary to provide heavy duty concreate paving apron in lieu of the aggregate base course (ABC) section.

4. Optional Item No. 4 – EXISTING OFFICE DEMOLITION

a. Measurement: This item is measured as a lump sum quantity.

b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary to complete demolition and site clearing of the existing office building.

PART 1 GENERAL

1.1 PROJECT

A. Project Name: BUFFALO CREEK WORK CENTER -OFFICE AND ENGINE STORAGE

ADDITIONS

B. Architect's Name: The Abo Group, Inc..

C. Additional Project contact information is specified in Section 000103 - Project Directory.

D. The Project consists of the construction of ADDITIONS TO EXISTING ENGINE GARAGE

TO ACCOMODATE RELOCATION OF FITNESS FACILITIES AND OFFICE SPACE.

NEW ENGINE BAY WILL ALSO BE ADDED. .

1.2 CONTRACT DESCRIPTION

A. Contract Type: A single prime contract based on a Stipulated Price as described in Document 005200 - Agreement Form.

1.3 DESCRIPTION OF ALTERATIONS WORK

A. Scope of demolition and removal work is indicated on drawings and specified in Section 024119.

B. Scope of alterations work is indicated on drawings.

C. Plumbing: Alter existing system and add new construction, keeping existing in operation.

D. HVAC: Alter existing system and add new construction, keeping existing in operation.

E. Electrical Power and Lighting: Alter existing system and add new construction, keeping existing in operation.

F. Fire Alarm: Alter existing system and add new construction, keeping existing in operation.

G. Telephone: Alter existing system and add new construction, keeping existing in operation.

H. Security System: Alter existing system and add new construction, keeping existing in operation.

1.4 OWNER OCCUPANCY

A. Contracting Officer (CO) intends to continue to occupy adjacent portions of the existing building during the entire construction period.

B. Contracting Officer (CO) intends to occupy the Project upon Substantial Completion.

C. Cooperate with Contracting Officer (CO) to minimize conflict and to facilitate Contracting Officer (CO)'s operations.

D. Schedule the Work to accommodate Contracting Officer (CO) occupancy.

1.5 CONTRACTOR USE OF SITE AND PREMISES

A. Construction Operations: Limited to areas noted on Drawings.

1. Locate and conduct construction activities in ways that will limit disturbance to site.

B. Arrange use of site and premises to allow:

1. Contracting Officer (CO) occupancy.

C. Provide access to and from site as required by law and by Contracting Officer (CO):

1. Emergency Building Exits During Construction: Keep all exits required by code open during construction period; provide temporary exit signs if exit routes are temporarily altered.

2. Do not obstruct roadways, sidewalks, or other public ways without permit.

D. Time Restrictions:

1. Limit conduct of the hours of 7:00 A.M. until 7:00 P.M. 80 dB(A), 7:00 P.M. until 7:00

A.M. of the same day of the following day 75 dB(A).Work shall not be allowed on weekends and federal holidays.

E. Utility Outages and Shutdown:

1. Limit disruption of utility services to hours the building is unoccupied.

2. Prevent accidental disruption of utility services to other facilities.
