PROJECT: BUFFALO CREEK WORK CENTER & ENGINE STORAGE ADDITIONS
PSICC (PIKE SAN ISABEL & CIMARRON and COMANCHE NATIONAL GRASSLANDS) BUFFALO CREEK, COLORADO

The proposal due date, which was updated in Amendment 0001, remains as July 15, 2025, at 10:00 a.m. Central Time. All responses shall be sent via email to the following:

The purpose of Amendment 0002 is as follows:

A0002 - Questions and Answers Buffalo Creek Work Center Office & Engine Storage Additions Project
Responses to Contractor Questions - 06.24.2025
1. Per specification section 013000 3.1.A.6 - they are requiring New Forma for the web-based project software. Is it possible to utilize our current CMiC Construct web application instead? All training will be provided to stakeholders.
A. Contractors will not be restricted to a single web-based project software service, as listed in the referenced Specification section. Consider the Specification open, not closed/limited to a single basis-of-design/provider. Project management documentation/record keeping via hard copy/email correspondence will not be accepted.
2. Per specification section 013000 3.2.B – submittals specify 3 programs. Is it possible to utilize our current CMiC Construct web application instead? All training will be provided to stakeholders.
A. Contractors will not be restricted to the specified web-based project software service(s), as listed in the referenced Specification section. Consider the Specification open, not closed/limited to listed basis-of-design/providers. Project management documentation/record keeping via hard copy/email correspondence will not be accepted.
3. Per specification section 010250 F.2 – All quantities in the schedule of items (price proposal) are listed as lump sum. We are confirming that we will be able to invoice monthly on the progress for this work until the activity is complete rather than invoicing at the completion of the lump sum scope of work.
A. Yes, invoicing monthly is acceptable.
4. Per specification section 014535 – it indicates that the Owner is providing the 3rd party testing agency and this includes special inspections – please confirm the contractor should not include this in our price proposal.
A. The intent of Specification Section 014535 is that third-party inspection/testing agency(ies) are the sole responsibility of the Contractor, and their Proposal(s) should include accordingly.
5. Regarding the owner training recordings, they be delivered in MP4 ILO of DVD?
A. .mp4 format is preferred for electronic delivery, as opposed to hard copy (DVD, USB drive, etc.) format.
6. Please confirm that the Site Superintendent can also be the SSHO and the QC Manager.
A. Yes, this is acceptable.
7. When does the government plan to award this project?
A. The earliest possible timeline for awarding a Construction Contract for this Project is August 2025, and is dependent upon several factors in the current environment.
8. Have funds been secured for this project?
A. No, however, Construction funds were authorized in FY24, and permitted for carryover to FY25 and continue to be dependent upon several factors in the current environment.
9. What type of erosion control plan permit needs to be provided?
A. Refer to sheet C15, General Notes.
10. Do we need to carry any fire permits for this project?
A. No.
11. What is the landscaping specification for disturbed areas? Do we need to provide native seeding? Will irrigation be needed?
A. Refer to sheet C1 for Seed Mix Specifications. Neither temporary, nor permanent, irrigation is required for the proposed Seed Mix to become established.
12. Is there any historical or salvage responsibilities for Alternate 1004?
A. No. The FS will remove anything of note prior to the Contractor demolishing/removing the existing office structure and its contents from the site.
13. Can we leave a camper onsite for employees to stay overnight?
A. Yes, this is acceptable.
14. What is a typical winter timeline regarding snow and ground freezing?
A. Snow typically presents in November as ‘dustings’ at the Project Site w/ an elevation of ~6665’. Temperatures will drop below freezing overnight starting in October/November, and by late November/December, negative temperatures occur through April. -20° F is a common reading during the winter months, but the Project Site warms up quickly throughout the day as most days are sunny. Regarding ground freezing, refer to the Geotechnical Report for (2) boring locations in proximity to excavation areas.
15. Will ground thaw heaters be an option? If so, will overnight fire watch be required?
A. Yes, ground thaw heaters are an option, and if utilized, overnight fire watch will be required.
16. Is there any concern with the private residences nearby?
A. No, but practice ‘Good Neighbor’ principles throughout the course of Construction, and abide by the provisions of Specification Section 011000 1.5. Inform impacted/affected nearby property owners in writing of upcoming impacts (such as utility disturbances) in writing, if applicable. Do not impede access to any nearby private property.

18. Do we have a budget or is the 1-5M range all we have at the moment?
A. Refer to page 1, Block 10 of the Solicitation.
19. Is certified payroll required?
A. Yes.
20. Will retention be held on this project at 5%?
A. Retainage is held per 52.232-5 Payments under Fixed-Price Construction Contracts.
21. Who is responsible for securing the permits? Are permit fees applicable.

A. The Contractor is responsible for securing the appropriate permits. Refer to sheet C15, General Notes.
22. What are the liquidated damages in this project, if applicable?
A. Not Applicable.
23. Is this project both federal, state and city tax exempt?
A. Not Applicable.
24. On sheet A2.0 if alternate 01.06 is not utilized, will a 4-foot-wide sidewalk need to be placed at the North end of the existing building?
A. No.
25. On sheet A2.0 if alternate 01.06 is not utilized, does the concrete curb and wall stay as is or does the curb get cut and the opening with the door get installed if the additional bay is not constructed?
A. If Optional Item OI-06 is not selected/implemented, the existing exterior wall along gridline 5 will remain ‘as is’ - no curb cut/opening/door will be required.
26. Are the trees located in the Northwest area to remain and be protected, or are they to be removed?
A. Existing trees are to remain and be protected.
27. Who is responsible for tree protection if necessary?
A. The Contractor.
28. Clarify the existing shingle roof is to be replaced with new shingles.
A. Refer to sheet D1.3, Key Note D19.
29. Drawing D1.1 Note D22 is blank. Please provide direction on this note.
A. Sheet D1.1, Key Note D22, to read ‘Existing overhead door to be removed and replaced.’
30. If the intention is to remove and replace the overhead doors please provide a specification.
A. Refer to Specification Section 083613 2.2B for basis-of-design.
31. Will fill dirt be provided by the owner or will it need to be provided by the contractor?
A. Fill dirt required for the Project is to be provided by the Contractor.
32. Will Core Electric move the existing location of the transformer?
A. Yes, Core Electric will remove the existing utility transformer and provide a new, larger pad-mounted transformer. The utility power for the engine storage building and house will be revised to accommodate the removal of the existing pole mounted utility transformer and the addition of a new pad-mounted utility transformer. Additional modifications to the utility lines will be required to accommodate these modifications and will be designed and installed by the utility company.
33. Confirm if an offer guarantee is required per Business/Price Proposals Instructions, Item L.1.x.v or not required per SF1442 Box 13b
A. Yes, an offer guarantee is required.
34. Can one individual triple hat as the Superintendent, Safety Manager and Quality Control
Manager?
A. Yes, one individual may triple hat as the Superintendent, Safety Manager and Quality Control Manager .
35. If the contractor is required to include costs for work to be performed by Core Electric Cooperative, please provide a value to include for this work.
A. Refer to sheet E1.1, Key Note 7, which is per CORE Electric’s 2025 Q1 estimate of work.
36. As a site soils evaluation has not been conducted at the new soil treatment area, please confirm that the contractor will not be responsible for mitigation if adverse soil conditions are discovered during verification efforts.
A. Confirmed. If adverse soil conditions are discovered and require mitigation, a Contract Modification will be required and the Contractor will then become responsible for the inclusion of the scope of work discovered.
37. Are any permits required?
A. Refer to sheet C15, General Notes.
38. Confirm existing roof deck of Engine Storage Building is in good condition to receive new shingles with no additional repairs
A. The condition of the existing roof deck/sheathing/substrate to be verified by the Contractor during selective demolition associated w/ scope of work noted on sheet D1.3, Key Note D19.
39. What is the existing fence material to be salvaged and reinstalled?
A. Existing fence material is ~4” diameter round, pressure treated fence post @ 10' o.c. w/ painted 2x top rail and bottom rail w/ continuous ~6x6 welded wire mesh between posts and rails. A photo of the existing condition is provided w/ these responses as the following attachment:

40. In reference to C3 note #3 & #4 is the contractor responsible to include pricing for relocating the lines and poles or will this be coordinated directly between the electric provider and government?
A. The Contractor is responsible for the cost associated w/ sheet C3, Key Notes 3 and 4. The Government has made the utility provider aware of this work and it has been coordinated through the AE design team. The utility provider, CORE Electric, has provided a cost to be carried by the Contractor. Refer to sheet E1.1, Key Note 7, which is per CORE Electric’s 2025 Q1 estimate of work.
41. Provide bidding quantities for deteriorated underlayment replacement at the Engine Storage Building roof.
A. The condition of the existing roof deck/sheathing/substrate to be verified by the Contractor during selective demolition associated w/ scope of work noted on sheet D1.3, Key Note D19.
42. Is the contractor responsible for any handling of existing fitness equipment already on site to be reused?
A. No. The FS will remove anything of note, including existing fitness equipment to be reused, prior to the Contractor demolishing/removing the existing office structure and its contents from the site.
43. Confirm that coordination of procurement of furniture (A2.5, Note A) applies only to Contractor Furnished, Contractor Installed items and that the contractor is not responsible for coordinating procurement of Owner Furnished items.
A. Confirmed, Contractor is only required to coordinate the procurement of Contractor Furnished, Contractor Installed items.
44. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
A. Yes.
45. Is this project tax exempt?
A. Not Applicable.
46. Please provide the site visit attendee sign in sheet.

47. Please clarify the scope and construction intent of Optional Item No. 6 - "ENGINE BAY ADDITION" which reads: "includes all materials, equipment, labor and incidentals required to not construct the new addition." This appears contradictory—should this item be interpreted as including or excluding construction of the engine bay addition?
A. Strike the word ‘not’ in the above excerpt from Specification Section 010250 for Optional Item OI-06 - ENGINE BAY ADDITION. Provide pricing per the language found on sheet G1.1 for Optional Item OI-06 - ENGINE BAY ADDITION:

A. Confirmed, provide pricing per the language found on sheet G1.1 for Optional Item OI- 06 - ENGINE BAY ADDITION. Note that Optional Items are not guaranteed, but may be included in the initial Contract award in addition to Base Item(s) w/ the Notice to Proceed, or added to the Contract via a Contract Modification at a later point in time.

49. Please provide a copy of the “CO PKSI - BCWC USDA Physical Security Assessment Report, dated

A. The requested Physical Security Assessment is Controlled Unclassified Information that is not required to provide a Technical and/or Pricing Proposal for this Project. The Contract Documents (attachments provided w/ the Solicitation) are based on the Physical Security Assessment.
50. Section 017419, Page 017419-1, Paragraph 1.2.B Please confirm whether the Government will provide the commissioning agent or if the contractor must include a third-party commissioning agent in their proposal.
A. The Contractor does not need to provide a third-party commissioning agent, as the Government will provide.
51. Please confirm where to include pricing for the note "Bid option 11 Remove and replace existing sanitary sewer ..." on C6
A. ‘BID ALTERNATE 11: REMOVE AND REPLACE EXISTING SANITARY SEWER SERVICE LINE ...’
is to be accounted for as Optional Item OI-07 - SEWER SERVICE LINES per sheet G1.1.
52. Please define "Bid alternate 10" as called out on C6 and where is pricing to be accounted for on the pricing schedule?
A. ‘BID ALTERNATE 10’ annotation is to be accounted for as Optional Item OI-06 - ENGINE BAY ADDITION per sheet G1.1. The ‘BID ALTERNATE 10’ annotation on sheet C6 is written as if the Optional Item is a ‘deduct’, where in fact the opposite is true, thus the scope of Optional Item OI-06 - ENGINE BAY ADDITION is considered to be an ‘add’ to the Project.
53. Section 015000, Page 015000-2, Paragraph 1.4.B Clarify whether the Government will provide connections and utilities (e.g., electric, water) for temporary office and sanitation facilities, or if the contractor must arrange independently.
A. Yes, the Government will make available ‘Electric power and metering, consisting of connection to existing facilities.’ and ‘Water supply, consisting of connection to existing facilities.’ per Specification Section 015000 1.4 A to support the Temporary Sanitary Facilities and Field Offices that the Contractor must provide per Specification Section 015000 1.6 and 1.15. The Contractor is responsible for the cost of use of those utilities.
54. Section 015000, Page 015000-4, Paragraph 1.7.A Clarify if the contractor is responsible for snow removal from public rights-of-way or only from construction access points and staging areas.
A. The Contractor is required to provide snow removal at construction access points, construction and staging areas.
55. Section 017419, Page 017419-1, Paragraph 1.2.B Please confirm whether the Government will provide the commissioning agent or if the contractor must include a third-party commissioning agent in their proposal.
A. The Contractor does not need to provide a third-party commissioning agent, as the Government will provide.
56. Section 010250, Page 010250-5, Base Item No. 3, Paragraph 3.a.2.a Please confirm if the listed exhaust fans and oscillating fans are specified by model or manufacturer elsewhere in the documents. If not, provide performance criteria or basis of design to guide selection.
A. Exhaust fans, supply fans and other equipment’s service, type, manufacturer, model/product number and associated notes are listed per sheet M6.0, and located per M2.1.
57. Section 010250, Page 010250-6, Base Item No. 4, Paragraph 4.b.2.a The scope includes the relocation of antenna pads. Please confirm the expected distance and orientation for the new pad location, and whether any conduit, cabling, or grounding requirements must be maintained.
A. Note that the existing antenna pad hosting the existing antenna equipment will not be relocated per the language of Specification Section 010250 4.b.2)a). However, the existing antenna equipment will be relocated from the northeast elevation of the existing Office structure to the southwest elevation of the proposed Office structure per A1.1. Provide a new antenna pad and infrastructure per information shown on sheets A1.1 (Key Note S3, details E1 and E2), A2.1 (Key Note A13) and E5.0 (Detail 4). The FS
Radio Technician’s team will relocate the existing antenna mast and install a new Radio Antenna, which is Owner-Furnished, Owner-Installed.
58. Section 010250, Page 010250-6, Base Item No. 4, Paragraph 4.b.2.a The documents reference salvaging and reinstalling fences. Please identify the total linear footage of fencing to be salvaged and whether any damaged sections are to be replaced or supplemented.
A. Refer to sheet C3, Key Note 8 and associated dimension for requested information.
59. Section 010250, Page 010250-6, Base Item No. 4, Paragraph 4.b.3.a The specification includes electric services and communication lines. Please provide utility provider coordination requirements, including points of contact, lead times, or required design submittals for approval.

60. Section 010250, Page 010250-7, Optional Item No. 5 Please clarify the number of radiant heaters to be replaced in the existing engine bays and if any specific manufacturer or performance requirements apply.
A. Refer to sheets MD2.1 and M2.1 (Key Note 5) and M6.1 (Radiant Heater Schedule) for requested existing information and proposed basis-of-design information, if replaced per Optional Item OI-05 - EXISTING ENGINE BAY RADIANT HEATERS per sheet G1.1.
61. Section 015000, Page 015000-3, Paragraph 1.4.J The section requires a fire protection plan for temporary facilities. Please specify whether a written plan submission is required or if this can be included as part of the site-specific safety plan.
A. The Specification Section requirement noted above is not found in Specification Section 015000 for this Project. It is assumed that the inquiring Contractor submitted this question in err based upon a different Project, thus no response has been provided.
62. Section 223300, Page 223300-3, Paragraph 2.3.A Clarify whether all backflow preventers must be reduced pressure zone (RPZ) type, or if double-check valve assemblies may be used for non-potable applications.
A. Specification Section 223300 does not exist for this Project. It is assumed that the inquiring Contractor submitted this question in err based upon a different Project.
B. Should the question be relevant to this Project, all backflow preventers on potable water systems must be reduced pressure zone (RPZ) type. For all non-potable applications, double-check valve assemblies will be acceptable.
63. Section 224100, Page 224100-2, Paragraph 2.2.A Clarify whether sensor-operated fixtures must be hardwired or battery-operated versions are acceptable.

B. Should the question be relevant to this Project, plumbing Fixtures L-1, MSB-1 and S-1 are all specified to have faucets w/ lever handles, thus no sensor-operated fixtures are required to either be hard-wired of battery-operated, including WC-1 or UR-1. Refer to M6.1 (Plumbing Fixture Schedule).
64. Section 224100, Page 224100-3, Paragraph 2.4 The specification references emergency showers and eyewash units. Please confirm whether tempered water mixing valves are required for these systems.
A. Specification Section 224100 does not exist for this Project. It is assumed that the inquiring Contractor submitted this question in err based upon a different Project.
B. Neither emergency showers, nor eyewash fixtures, are specified/required for this Project. Regardless, tempered water mixing valves would be required for all emergency showers and eyewash units, if applicable.
65. Section 260533, Page 260533-2, Paragraph 2.1 Please confirm if the raceway type must be rigid steel conduit throughout or if EMT is acceptable in concealed indoor locations.
A. EMT is acceptable in concealed, indoor locations.
66. Section 230923, Page 230923-2, Paragraph 2.1 Please confirm if the direct digital control (DDC) system must be BACnet-compatible only, or if other open protocols (e.g., LonWorks, Modbus) are acceptable.
A. Specification Section 230923 does not exist for this Project. It is assumed that the inquiring Contractor submitted this question in err based upon a different Project, thus no response has been provided.
67. Section 230923, Page 230923-4, Paragraph 3.1.A Please confirm whether the existing control system will remain operational during integration or be replaced entirely. If integration is required, provide manufacturer details.

68. Section 233100, Page 233100-3, Paragraph 2.5.B Please clarify whether acoustic lining is required for all ductwork or limited to specific spaces (e.g., offices, sleeping quarters).
A. Specification Section 233100 paragraph 2.5.B for this Project refers to Tape Sealing Systems under the heading of Sealant and Gaskets. It is assumed that the inquiring Contractor submitted this question in err based upon a different Project.
B. Should the question be relevant to this Project, Specification Section 233100 - 2.4 for Duct Liner refers to Specification Section 230713 - Mechanical Insulation, specifically 2.3 for Acoustic Duct Liner information.
69. Section 233100, Page 233100-4, Paragraph 3.3.C Please confirm if pressure testing of ductwork is required for both supply and return, and if third-party testing is mandated.
A. Specification Section 233100 paragraph 3.3.C does not exist for this Project. It is assumed that the inquiring Contractor submitted this question in err based upon a different Project, thus no response has been provided.
B. Should the question be relevant to this Project, refer to Specification Section 233100 - Ducts and Accessories, specifically Part 3.8 - C.
70. SOW Section C.1, Paragraph 4.0 The Government will provide water and electricity for construction. Please confirm the capacity of these services and whether any restrictions or limitations on usage apply.
A. The Government will provide ‘Electric power and metering, consisting of connection to existing facilities.’ and ‘Water supply, consisting of connection to existing facilities.’ per Specification Section 015000 1.4 A to support the Temporary Sanitary Facilities and Field Offices that the Contractor must provide per Specification Section 015000 1.6 and 1.15.
The Contractor is responsible for the cost of use of those utilities. Additional information regarding capacity, restrictions and/or limitations of these services is provided w/ these responses as the following attachments:

71. SOW Section C.1, Paragraph 8.0 Clarify if the same individual may serve as both Project Manager and Superintendent, or if two distinct personnel are required.
A. Yes, the same individual may serve as both.
72. Are we replacing all man and overhead doors on the existing building? Or are the existing doors to remain?
A. All existing man and overhead doors are to be removed and replaced, as indicated on D1.1 and A2.1. Sheet D1.1, Key Note D22, to read ‘Existing overhead door to be removed and replaced.’
73. Can we get a spec on the flag pole as well please?
A. Refer to Specification Section 107500 - Flagpole, Part 2 basis-of-design.
74. The project specifications provided on Sam.gov appear incomplete as they end at page 3 of section 06 2023 - Finish Carpentry. No additional sections following that section have been provided. Please review and clarify

76. See attached Stainless Steel Handrail details. I noticed no specification section was provided (or listed in the index) for the Stainless Steel Handrail. Please provide specification section. (See attachments A4.1; A6.5 & C.4)

77. Section 00 3100 - Available Project Information of the specifications indicate a Geotechnical Report is available for inspection at the CO’s office during normal business hours. Can a digital copy be provided via email and/or posted to SAM.gov?

78. A question was asked regarding an allowance to be carried by the proposing Contractor for the electrical utility scope.
A. This information/amount is found on drawing sheet E1.1, Key Note 7, which is per CORE Electric’s 2025 Q1 estimate of work.
79. A question was asked regarding a schedule for Bid RFIs/Questions.
A. Refer to page one of the Solicitation, or page one of the Amendment, regarding when questions are/were due.
80. (A) I am reaching out regarding the above project to ask if we could get the due date extended by a week. We are requesting the additional time to assure (B) we have the correct scopes separated with the correct bid items because there are additional alternates in the drawings that are not referenced on G1.1 or on the Form 336. (C) Also, I do want to add that the scales are not correct on most of the drawings even with the half size applied. This will cause quantities to be different for everybody and make scope gaps prominent in every division.
A. An Amendment has been posted regarding an extension to the current Solicitation, refer to sam.gov.
B. Refer to Question 75 response above. Provide line item bid pricing per the provided Attachment 2_Schedule of Items.xlsx posted in the initial Solicitation on May 20th, 2025, and the corresponding Optional Bid Items List provided on sheet G1.1.

81. Camera types don’t match in the bid on T2.2 it state 2 Mult-imager P3738-PLE cameras and 2
Dome cameras. However, in the 1.1.1 Security section description of parts it states 4 Mult-imager no dome cameras. So which do you need?
A. The Drawings and Specifications supersede any information found in the AE Report document, thus refer to the scope per sheet T2.2.
82. Are you willing to consider a Cloud Camera system instead of an Appliance system?
A. No, provide an on-premise appliance system per the Drawings, Specifications and/or AE
Report. A cloud-based system is not acceptable to the Government for this Project.
83. In the MDF closet do you want UPS’s for the network and doors to stay up during a power outage? If yes how long do power outages last?
A. Refer to sheet E2.1 for location and specification of UPS equipment, Key Note 30, supporting (4) overhead doors, Key Note 19. Strike ‘Owner Furnished’ verbiage from Specification Section 282000-05, Part 2.1 G.5.a. and ‘OC4’ from Schedule - Owner Furnished, Contractor Installed, as the UPS equipment shall be Contractor Furnished, Contractor Installed per sheet E2.1.
84. In 1.1.1 Security we are installing Keypad only controlled doors with no Access control. No where does it state where the power source for these doors will come from. Is a Altronix power source for these doors acceptable or do you want this to be battery operated?
A. No power shall be provided to exterior doors w/ Hardware Set 6 per sheet A7.1 and Specification Section 087100. AL PDL6200 Keypad Lock is battery-operated.
85. In 1.1.1 Security Intrusion detection. Adding the door contacts and overhead doors and motion detection, horn you will need a Control board.
A. The Contractor shall provide an Intrusion Detection Control Panel per Specification Section 283000-4 - Part 3.2.A. Provide a complete and functional system.
86. For the Paging system stated in 1.1.1 Audio Visual how many existing IP Station and speakers are there?
A. There is (1) existing IP Station and (2) existing speakers. Refer to sheet T2.1, Key Note 4, for revised Paging Control location.
87. What Network devices do you want to use? Switches/Router/Firewall? Who will be managing the IT side of this?
A. The network devices are provided by the Government, specifically USDA Forest Service CIO, who will provide personnel to install the network devices, and manage once put into service.
88. (A) The specifications reference a natural stone veneer, but no elevations or detailed stone plans were provided in the documents we’ve reviewed. (B) If the project team is open to reviewing alternate stone options in place of natural stone, we would be happy to provide samples, photos, and a full submittal package for consideration. Please let me know if alternate materials are being considered or if additional design documentation might be released.
A. Refer to exterior Elevations B3, C3 and D3 on sheet A4.1 for extents of stone veneer wainscot. Refer to Building Assemblies on A1.4, and Finish Schedule on A2.4 for additional information.
B. The USDA FS is open to alternatives, but the installation is required to match natural stone installed on foundations of the existing, adjacent buildings placed by the Civilian Conservation Corp in the early 1930s. Refer to Specification Section 044313 - Stone Masonry Veneer and Specification Section 016000 - Product Substitutions. Please note that independent, single trade, subcontractor bids are not accepted as a part of this Solicitation, but must be incorporated under the umbrella of a prime Contractor providing a single, comprehensive bid for the Project. Other than the original Solicitation documents found on sam.gov, and any Amendments issued thereafter, no additional design documentation will be provided.
