PROPOSAL EVALUATION AND BASIS FOR AWARD
The following factors will be used to evaluate offerors in accordance with FAR 13.106-2:
1. Past Performance: The Government will evaluate recent and relevant performance information on all offerors based on:
1.1.1. Past Performance information obtained from Survey Questionnaires, Exhibit A (Attachment 05), and
1.1.2. Data independently obtained by the Government.
1.2. Each item listed on the questionnaires must be rated as equal to or more than "Satisfactory." Only the offers with "Satisfactory" or "Very Good” or “Exceptional" rating past performance are subject to the next step described in the paragraph (2) below. Also, each project submitted for past performance must satisfy the recency and relevancy factors below to be evaluated.
1.2.1. Recency:
1.2.1.1. Contracts performed and/or being performed for any customer within the last three (3) years prior to the issuance of this solicitation.
1.2.2. Relevancy: Contracts performed as a prime contractor with similar magnitude that involved one or more of the below disciplines:
1.2.2.1. Paint Removal for Airfield Pavements
1.2.2.2. Airfield Striping / Marking Lay-out
1.2.2.3. Airfield Striping / Marking Installation
2. Price: All proposals that satisfy the requirements of Paragraph (1) above will be evaluated on their proposed price. All prices proposed on the Proposal Break-out as referenced in Attachment 01 to the Solicitation will be evaluated for completeness and reasonableness of the proposed price. Incomplete and/or unreasonably high or low offers are subject to be rejected and eliminated from further consideration.
2.1. The purpose of the price/cost evaluation is to determine whether an offeror's proposed prices/costs for the project are determined to be fair and reasonable in comparison to the competition, the current market conditions and/or recent prices for the same or similar requirements. Reasonableness of an offeror's proposal is evaluated through cost or price analysis techniques as described in FAR Subpart 15.305(a)(1) and (4).
2.2. The RFP requires firm-fixed prices for the contract line item, CLIN 0001. A price reasonableness approach will be utilized by the Government to determine that the proposed price offers are fair and reasonable and that a “buy-in” or unbalanced pricing does not exist on the Proposal Break Out sheet.
2.3. The Government will examine price proposals for artificially low prices. Offers found to be unreasonably high, unrealistically low (an indication of a “buy-in”), or unbalanced, may be considered unacceptable and may be rejected on that basis.
2.4. The Government reserves the right to obtain additional information concerning the price (cost) as necessary to obtain a better understanding of the price proposed. No proposal revisions will be allowed under these conditions. Request for such information is for clarification purposes only. This does not constitute and shall not be construed as discussions. If a minor clerical error has occurred, in which case the offeror may be given an opportunity to correct the minor error within the constraints of the "clarifications" process or the Contracting Officer in his/her sole discretion later determines discussions to be necessary or appropriate.
Solicitation: W50S8F-24-R-A010
3. Award Decision. After proposals are evaluated in accordance with the process in item (1) and (2) above; the Contracting Officer will make the final award decision to the offeror that is determined to offer the Best Value to the Government.
3.1. In terms of the relative importance of the above factors, Past Performance is significantly more important than Price.
3.2. The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most be the most beneficial to the Government, with appropriate consideration given to the Past Performance and Price factors above.
3.3. Offerors are cautioned to submit sufficient information and in the format specified in FAR 52.215-1 of this solicitation. The Government intends to award a single Firm Fixed Price contract without discussions with the offerors. Offerors are highly encouraged to submit their best price in their initial proposals. However, the Government reserves the right to exchange information with any or all of the offerors, if it is determined advantageous to the Government. This statement is not meant to be interpreted to mean the Government is obligated to communicate with every offeror. Note: This solicitation is being conducted under FAR Part 13 procedures, not FAR Part 15; therefore, formal discussions are not applicable. An offeror may be eliminated from consideration without further correspondence if it’s not among those considered most advantageous to the Government based on a Best Value determination by the Contracting Officer.
