text: This form is a DRAFT for the purposes of inclusion in the RFP and does not commit the government to any costs. An ORIGINAL DD FORM 254 will be certified following contract award and provided to the prime contractor.

Ref 10e(1) & 10e(2): This contract requires access to Sensitive Compartmented Information (SCI) and Non-SCI Information. This access is a result of performing security services under the Statement of Work (SOW). Storage and handling of this information will be limited to each NASA Center as identified in Attachment 1. Contractors are not authorized to further disclose or release classified national intelligence Information (including to a subcontractor) without prior written authorization from the GCA. Contractors will follow Intelligence Community directives, policy guidance, standards, and specifications for the protection of classified national intelligence.

Ref 10j and 10k: Sensitive But Unclassified (SBU) information provided under this contract shall be safeguarded as specified in NID 1600.55, Sensitive But Unclassified Controlled Information. When receiving sensitive information from another government agency such as FOUO or CUI, handle the subject material in accordance with the guidance provided by the other government agency.

The contractor must meet, comply with, and maintain a TOP SECRET facility clearance. In addition, the contractor must comply with the security requirements specified in the National Industrial Security Program Operating Manual, DoD 5220.22-M, dated February 28, 2006, Change 2, dated May 18, 2016, and other NASA security procedures and guidelines. The contractor is not authorized to disclose or release classified information (including to a subcontractor) without prior written authorization from NASA Protective Services.

The Facility security officer (FSO) will pass a Visit Authorization Letter (VAL) to the Center Offices of Protective Services for personnel who require access to classified at the center. At a minimum, a new VAL will be passed on a yearly basis, pursuant to the NISPOM, or when contractor personnel are added or deleted from the contract.

Contractors accessing classified material or systems on site must have the appropriate position sensitivity enter into NASA's Identity and Access Management System. The Contracting Officer Representative will work with the FSO to ensure the appropriate position sensitivity is entered for each contractor based on the classified work being performed by the individual.

The prime contractor shall provide copies of any DD Form 254’s issued to sub-contractors, relevant to the performance of classified tasks associated with this contract to the GCA for review and approval prior to issuing.
