Introduction

This appendix specifies the orderable catalog offerings. Each offering contains the following items:

• Catalog Description

• Catalog ID(s)

• Applicable PWS Requirement(s) o NOTE: The requirements of PWS elements 1.0 through 4.0 apply to all NCAPS products and services and, as such, are not specifically enumerated and considered indirect charge unless otherwise specified in the Catalog item.

• Description at a summary level, which is not intended to duplicate or take precedence over Attachment A, Performance Work Statement (PWS) o NOTE: This includes Deliverable Products and Services (DPS) consumption information, if not self-explanatory in Attachment P, Deliverable Products and Services.

• Unique Considerations o All software licenses needed for the catalog items will be provided by the

Government unless otherwise specified.

Catalog offerings that are specifically stated as included in the Description of a service and/or identified as part of a Unique Consideration, shall not be separately charged to the Government.

Fixed Price Teams

Catalog Description Agile Release Train (ART) Team Two-Week Sprints/Iterations

Description

This catalog item is to order an ART Team needed to manage from 50 – 125 people organized in 5 to 12 multiple Agile Product Teams and Shared Services Teams as part of a single ART. As part of the Scaled Agile Framework for Lean Enterprises (SAFe), an ART is a team of Agile Teams, which, along with other stakeholders, incrementally develops, delivers, and operates, one or more solutions in a value stream.

Unique Considerations

This catalog is only needed when the Government determines the Agile Teams need to be managed as part of an ART. If the Government determines there is no need to manage a group of Agile Teams as part of an ART, then there is not requirement to order an ART team.

This catalog offering requires that at least 5 Agile Product Teams or Shared Services Teams (FPT-APT, FPT-ABAP, FPT-BASIS, FPT-CF, FPT-WAI, FPT-CSS, FPT-AM, FPT-TW, FPT-CM, FPT-RM, FPT-PM, FPT-DBS, FPT-BI, or FPT-PA) are ordered.

This catalog offering does not include the Release Train Engineer (RTE) role. The RTE role can be ordered separately via Catalog ID FPT-RTE.

Description Agile Product Team Two-Week Sprints/Iterations (Various Sizes)

Description

An Agile Product Team is a cross-functional group of individuals who can define, build, test, and deploy an increment of value in a brief timebox.

• Small – Teams will deliver 40+ Story Points per two-week iteration.

• Medium – Teams will deliver 56+ Story Points per two-week iteration.

• Large – Teams will deliver 72+ Story Points per two-week iteration

Unique Considerations

The contractor will work with the Government to determine the appropriate skill mix for teams. The Contractor shall provide skills that align with the Application Development Languages Roadmap (ADLR) found in the Application handbook. Teams requiring specialized roles, skills, and services to support the success of multiple Agile Product Teams or an Agile Release Train (ART) may be better suited as a “Shared Services Team” rather than an “Agile Product Team.” The Government will determine if a Shared Services Team is needed and order it accordingly. With CO authorization Specialized Agile Product Teams may be used to order skills with higher-than-normal labor rates.

Description

ABAP Special Use Developers Shared Services Team Two-Week Sprints/Iterations (Various Sizes)

Large complexity aligns to an automation with between 11 - 15 connections to disparate sources to complete the process.

Description The catalog offering covers O&M support for a NEAS managed solution that is unlikely to generate many break/fixes, nor will it have frequent updates. These are low complexity. Provides for Tier 2 support. Data migration is not included.

Examples of support could include any element used in a NEAS managed solution, such as SharePoint, any Power Platform component, connectors, etc.
