PART 1 - GENERAL
1.1 SUMMARY
A. Section includes the following:
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: Old Faithful Area, Yellowstone National Park, Wyoming.
B. Project Background: The Laurel Employee Dormitory at Old Faithful was constructed in 1925 and contributes to the Old Faithful Historic District and the Old Faithful Cultural Landscape. It is also adjacent to and within the immediate context of the Old Faithful Inn National Historic Landmark. Recent condition assessments of the Laurel Dormitory have revealed multiple deficiencies associated with the building structure and related mechanical and electrical systems due to the age of the building. Although sporadically updated over the years many of the building components are well beyond their design lives and are showing signs of advanced deterioration. These deficiencies include structural, mechanical, and health/life safety issues as well as a lack of meeting current accessibility standards.
C. The Work consists of:
D. Project will be constructed under a single prime contract in a single phase.
E. Historic Preservation Criteria Documents: As applicable to maintenance, preservation, and modifications allowable to the structure and it surroundings, the following documents are incorporated into the definition of “the code” for purposes of this project. As applicable, Yellowstone National Park Service Cultural Resources and the Wyoming State Historic Preservation Officer through the Contracting Officer or their designated Authority shall have the final authority for determining compliance.
1.3 WORK UNDER OTHER CONTRACTS
A. General: Cooperate with separate contractors that may be awarded projects within the general areas of the work so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate Work of this Contract with work performed under separate contracts.
1.4 GOVERNMENT-FURNISHED MATERIALS
A. In case of Government-furnished materials:
1.5 CONTRACTOR USE OF SITE
A. General: Contractor shall have full use of the site for construction operations during the construction period. Contractor's use of the site is limited only by the Government's right to perform work or to retain other contractors on portions of Project.
B. Storage of Materials: Confine storage of materials to staging & storage area(s) shown on plans.
C. Preservation of Natural Features:
D. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government employees, and emergency vehicles at all times. Do not use for parking or storage of materials.
E. Construction Camp: Establishment of a camp within park will not be permitted.
F. Hauling Restrictions: Comply with legal load restrictions in hauling of materials. Load restrictions on park roads are identical to state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
G. Bridge Restrictions: Identify jurisdictions, load restrictions, permit requirements, time and calendar restrictions as outlined.
1.6 PUBLIC USE OF SITE
A. The building will be closed to the public during construction.
B. Contractor shall conduct his operations to ensure the least inconvenience to public. Road closures may be permitted, when required, upon specific approval of Contracting Officer for a limited period.
1.7 OCCUPANCY REQUIRMENTS FOR BUILIDINGS
A. Existing Buildings
1.8 CONDUCT OF OPERATIONS
A. Contractor shall conduct his operations in conformance with rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by Park Superintendent.
B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed unless stated in the Work Restrictions below or without prior consent from the Contracting Officer. Submit requests 3 business days in advance of the work to the Contracting Officer for approval.
C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.
1.9 WORK RESTRICTIONS
A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:00 a.m. to 7:00 p.m., Monday through Friday, except when otherwise indicated.
B. Existing Utilities
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
D. Nonsmoking Building/Tobacco Use/Vaping: Smoking is not permitted within building or within 25 feet of entrances, operable windows, or outdoor air intakes.
1.10 SPECIAL CONSTRUCTION REQUIREMENTS
A. Project Website: A project website administered by NPS will be used for purposes of managing communication and documents during construction stage.
B. Depending on weather conditions, the main roads through the Park begin to open to wheeled vehicles approximately April 15 throughout the summer months, until approximately November 1. During these periods, the roads are maintained by the Government. However, the Contractor’s operations and access to the Project site, may be temporarily influenced by visitor traffic, delays due to road maintenance, and temporary road closures due to winter conditions. It shall be the Contractor’s responsibility to be continuously informed of local weather conditions and road information that may affect operations and access. For safety considerations, temporary road closures due to weather over high mountain passes and road snow removal scheduling are at the discretion of the Government. As a result, delays due to visitor traffic, road construction may contact the Park’s Visitor’s Service Office at 307-344-2107 for general road construction and maintenance schedules, and Park road opening and closing date schedules. Road information during off-hours may be obtained from the Park’s Communication Center at 307-344-7381.
C. Winter Operations: Winter access is restricted to over-snow vehicles only from approximately 1 November until plowing operations for spring opening is completed around the middle of April.
D. The Contractor shall be responsible for obtaining Yellowstone National Park entrance permits for all employees, including subcontractors. Passes may be obtained from the Visitor Services Office through the Contracting Officer.
E. Importation of non-native species and materials is prohibited:
F. Geothermal Site Considerations: The Laurel Dormitory is located in an area with geothermal activity and is within 150 feet of active hydrothermal features. The red clay that abuts the northwest side of Laurel Dorm is considered a stratum of geothermally altered clay that acts like cap on underlying hydrothermal fluid flow and thus should not be disturbed. Disturbance of this layer of red clay can adversely affect nearby hydrothermal activity. Ground disturbing activity should be avoided around the northwest side of the structure where red clay is present. Caution must be taken when working on the foundation, buried utility lines, and site grading/groundwork to avoid disturbing subsurface hydrothermal systems. The following conditions are considered "red flags" if observed during ground-disturbing activities; all work must halt and the Park Geologist contacted for further instruction and/or monitoring if any of the following conditions are encountered:
1.11 ARCHEOLOGICAL PROTECTION
A. Definitions:
B. Quality Assurance: At least one week before on-site work begins, Contractor shall meet with Contracting Officer and Archeological Monitor to discuss Daily Work Schedule and equipment and special methods to be used in archeologically sensitive areas. Contractor shall ensure that approved Daily Work Schedule is followed throughout construction.
C. Observation: Archeological Monitor will observe all ground-disturbing site work, including construction of temporary facilities, at all archeologically sensitive areas, from a safe location mutually agreed on by Contractor and Monitor. As new ground is broken, Monitor will examine excavated materials, using construction layout centerline and perimeter staking as a reference point to record locations of findings.
D. Discovery of Resources
E. Work Stoppage: The Contractor shall plan, schedule, and execute the work to prevent stoppages at one area from stopping all work at the construction site.
1.12 CONFLICTING REQUIREMENTS
A. General: If compliance with two or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal, to Contracting Officer for a decision before proceeding.
B. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of requirements. Refer uncertainties to Contracting Officer for a decision before proceeding.
C. Where conflicts arise between listed quantities, qualities, or requirements of Work within the contract documents, Contractor shall provide products and labor necessary to complete the greater quantity, higher quality, or more restrictive requirement of Work.
D. Where conflicts arise between time requirements for execution of the Work or requirements thereof, the more beneficial time requirement for the Owner shall prevail.
1.13 SOILS INVESTIGATION REPORT
A. The report “Soil Temperature and Gas Monitoring Summary Report” prepared by TetraTech dated July 30, 2010 is available upon request from the Contracting Officer.
B. The report “Geotechnical Evaluation Report” prepared by Terracon dated July 20, 2021 is available upon request from the Contracting Officer.
