Specific details of time and location of where the pre-bid meeting will take place will be shared via future Amendment. The Pre-bid will likely take place earlier on 5/16, last for approximately 2 hours (Slide show presentation) , a break, then proceed to Laurel Dorms for site visit. Please confirm the page limitation for this narrative.

Answer: Limit narrative descriptions of less-than-fully-satisfactory performance to no more than one page per project.

11. Are there any summer accommodations available in the park for construction contractors?

Answer: Yes. During the months of the year that Grant Village is accessible by road, RV sites have been reserved for Laurel Dorm contractors at the New Grant Contractor Court, should the contractors choose to take advantage. In calendar years 2024 and 2025, the contractor will have access to 15 sites. The sites will be available from approximately June 1 through October 15 of each year, depending on snow conditions and when park utility crews can turn on the water. (Weather permitting: if the Park district facility mangers complete plowing of park roads and are able to plow/open the campgrounds earlier, then the contractor may be permitted to drive on park roads under administrative travel restrictions (staff and partner travel only) even though the roads may not be open to the public. These dates are dynamic and dependent upon weather and park operations progress.

Grant Village is 23 miles away from Old Faithful, and Google Maps estimates the drive time as 38 minutes.

If the Contractor elects to use these sites, they shall notify the Contracting Officer in writing on or before April 1 of each year of the exact number of sites they and/or their subcontractors will occupy for the season. For 2024, requests must be made within 10 days of award. The Contractor shall enter into a rental agreement with Yellowstone National Park for each RV site needed. Contact Nav Singh at (307) 296-6323 for a copy of the rental agreement.

There is no partial and/or weekly rate. The billing season will begin on May 1 and end on September 30. Bills will be issued for the season on May 1, with payment due within 30 days. For 2024, bills will be issued shortly after notice is made to the Contracting Officer. Site usage for October and November (weather permitting) will be billed separately on December 1, with payment due within 30 days.

Flat monthly rates for RV sites with full hook-ups is $430.34 per site. Site rates will increase annually. The increase from 2023 to 2024 was $30 per month. These rates include water, sewer, electricity and trash service. To connect to the sewer hookups at the sites, Contractor employees are required to have an appropriate adapter, which shall securely connect using a snug, threated fitting. Submit adapter for approval prior to connection to the sewer system.

The Contractor must comply with the following requirements:

1. Designate an on-site camp boss to ensure the Contractor Camp operation remains in compliance with Park regulations. Submit the name and phone number of the camp boss to the CO. The responsibilities of the camp boss include, but are not limited to, food handling and storage, solid waste storage and disposal, management of camp facilities, and acting as the contact for NPS personnel involved in bear management, parking and camping.

2. To prevent unnatural attractants to bears, no foods, pet foods, garbage, drinks, trash or food and drink containers are allowed outside vehicles or trailers except during actual use. Specific guidelines will be further outlined during orientation sessions provided by the NPS. Notify the CO of any grizzly bear or gray wolf encounters in the camp area.

3. Notify CO two weeks before occupying camp so orientation sessions can be coordinated. All Contractor and subcontractor employees and their immediate families who will reside with them in the park are required to attend orientation sessions specific to the trailer camp.

4. Any mishandling of garbage, trash, food and other potential bear attractants described above will result in Yellowstone National Park issuing the appropriate level of law enforcement to the responsible person, or Contractor. Repetition of mishandling or any case of deliberate feeding of wildlife will result in loss of in-park residence privileges. If mishandling occurs and a specific individual is not determined, the Contractor will be held responsible.

5. All Contractor-designated RV sites are for Contractor employees and their immediate families only.

Use of the New Grant Contractor Court is entirely up to the Contractor. Campground and accommodations are also available outside the park.

12. Are there any winter accommodations available in the park for construction contractors?

Answer: Yes. The park develops agreements with concessionaires to operate lodging, restaurant and other facilities located in the park. Xanterra is the concessionaire that operates the lodging facilities in the Old Faithful area, and can accommodate up to 48 construction Contractor personnel from approximately October 25, 2024, to April 2, 2025. The Bitterroot Dorm, located at Old Faithful, will be set aside for this use. The cost is $30 per room per night, with a minimum use of 6 rooms per night (or at least paid for). Rooms are single-occupancy. 24 units have their own bathroom. Accommodating more than 24 workers would require the shared use of bathrooms with one other person. The cost includes all utilities and WiFi. Rooms do not include cooking facilities or refrigerators. Refrigerators can be brought to the site, but must be approved in advance to ensure the electrical capacity is sufficient. A laundry room is available, and there is no charge for use of the facilities.

Meals are served in Xanterra’s employee dining room, and are available to Contractors for the following rates: $10 for breakfast, $12.50 for lunch, $15 for supper (rates subject to slight increases over time).

If the Contractor chooses to take advantage of this opportunity, the arrangement will be between them and Xanterra. The Park will play no role in collecting fees or enforcing the rules. Lodging is available outside the park, but the roads to Old Faithful are typically closed to vehicle traffic between early November and late April. Snowmobile travel is permitted, subject to park regulations stated in the specifications.
