The document outlines various mitigation measures the contractor must follow, including requirements related to archaeology, equipment cleaning, erosion control, utility line locates, wildlife orientation, and waste management. Key details include:

The contractor must halt ground-disturbing activities and notify the Park Archaeologist if previously unknown archaeological or paleontological resources are discovered. In the event of human remains, all activities must stop, and the appropriate authorities must be contacted. All equipment must be cleaned to prevent the spread of invasive species, and the contractor is responsible for monitoring and repairing any equipment leaks. Strict erosion control measures, including using silt fences and re-applying native topsoil, are required. The contractor must call for utility line locates before any excavation, and they must comply with Yellowstone's outdoor lighting standards. The contractor and subcontractors must undergo wildlife orientation training. Soil cannot be imported or moved within the park without approval, and the contractor is responsible for their own waste management, including recycling.

Yellowstone National Park

Mitigations List

YELL 312116 – Rehabilitate the Laurel Dormitory at Old Faithful

Date: October 18, 2023 Park: Yellowstone National Park PEPC number: 99889

Mitigation(s): The mitigations below are by and large covered in the project specifications. The purpose of this summary is to highlight and consolidate expectations for operating in Yellowstone National Park.

• Archaeology: There is no surface evidence of archaeological or paleontological resources in the project area. The contractor is not required to have an archelogical monitor. However, if previously unknown archeological or paleontological resources are discovered during construction activities, all ground disturbing activities in the immediate vicinity (25 feet) of the discovery shall be halted and the Park Archaeologist notified immediately. Cultural resources will be identified and documented by an NPS-provided archaeologist meeting the NPS Qualification Standards and the Secretary of the Interior's Professional Qualification Standards (at no expense to the contractor). An appropriate mitigation strategy will be developed, if necessary, in accordance with pertinent laws and regulations.

• Archaeology: In the event that human remains are discovered during construction activities, all activities in the vicinity of the discovery must stop and the Park Archeologist, Branch Chief of Cultural Resources, NPS LE District Ranger contacted immediately. If the remains are determined to have no forensic value and are of Native American or Native Hawaiian descent or an historical person, all provisions outlined in the Native American Graves Protection and Repatriation Act (1990), as amended, will be followed.

• Equipment: All equipment, including heavy equipment and hand tools, shall be cleaned and free of seeds and seed carrying soil, debris, and mud to prevent the spread of exotic and/or invasive weeds.

Equipment shall be cleaned prior to entering the park and between construction sites within the park.

Equipment shall be pressure washed within the identified boundaries of construction prior to relocating equipment between construction sites. Notify the Contracting Officer when new equipment is delivered to the construction site to arrange for an inspection. The contractor is responsible for scheduling inspections prior to the delivery of equipment into the park.

• Equipment: To minimize possible petrochemical leaks from construction equipment, the contractor will regularly monitor and check construction equipment to identify and repair any leaks. In the event of a spill, the contractor will notify the Contracting Officer, and will be responsible for cleaning up the spill in accordance with Wyoming Department of Environmental Quality regulations. Equipment will not be serviced or refueled near streams. Storage and refueling of equipment, and construction parking will be at least 150 feet from streams or riparian areas in designated staging areas.

• Road conditions and traffic: The contractor is responsible for understanding how extant road conditions, including construction schedules, might affect their access to the site. This information is available by calling the Visitor Services Office at (307) 344-2107.

• Erosion Control: Because disturbed soils are susceptible to erosion until revegetation takes place, standard erosion control measures such as the use of silt fences will be used to minimize any potential soil erosion.

• Erosion Control and Site Rehabilitation: The contractor is expected to strip, stockpile and re-apply the top two inches of native soil in all areas of disturbance.

• Floodplains & Wetlands: Contractor is not allowed to operate equipment in Zipper Creek.

• Line Locates: The contractor must call for line locates before any excavation work may begin. The depth of utility line varies and there may be multiple utility lines in a common area. Calling 811 will result in all utilities being located.

• Night Sky: Project shall comply with Yellowstone Outdoor Lighting Standards.

• Utility interruptions: The contractor will notify the Contracting Officer of planned service outages that will affect facilities adjacent to the project.

• Wildlife orientation: The contractor and any subcontractors will be oriented on how to avoid disturbing or encountering wildlife and how to minimize unavoidable effects or encounters. Orientation will include information about park regulations regarding food storage, disposal of garbage and other wildlife attractants, and approaching or harassing wildlife.

• Soil Management: No soil will be imported from outside the park or moved internally within the park unless approved by the park’s vegetation branch.

• Staging: To minimize the amount of ground disturbance, staging and stockpiling areas would be located in accordance with the drawings. All staging and stockpiling areas would be returned to pre-construction conditions following construction. Construction zones and staging areas would be identified and fenced with construction tape, snow fencing, or some similar material prior to any construction activity. The fencing would define the construction zone and confine activity to the minimum area required for construction.

• Waste management: The contractor is responsible for their own waste management, including recycling, per the project specifications.
