Rehabilitate Historic Laurel Dorm, Yellowstone National Park Solicitation 140P2024R0009 – Questions and Answers
Amendment 04, issued: 5/22/2024
1. Can the solicitation due date be extended?
Answer: Solicitation period shall be extended – new Proposal due date : THUR 13 JUNE 2024.
2. Will the NPS eliminate the AWI Certifications for the woodworking scope of work? This will allow for a much broader pool of subcontractors. Yes. Disregard references to “AWI certification”.
3. What was NPS intent of the note on sheets A4.1-A4.2 for carefully removing the wall shingles and installing new shingles? Are we salvaging/reusing the existing shingles? Re-use of wall shingles is not intended. The intent of the word “carefully” was to limit/eliminate damage to adjacent and underlaying building components such as skip sheathing, which is to be preserved.
4. Plan Sheet D7.2 refers to Keynote D-40 but the description is not provided in the Keynote legend. Can you please elaborate on this note? – question will be answered in future amendment.
5. We do not believe the 549 calendar day duration is feasible, especially since the roads will be closed for all access from November – April per Addendum 2. Contractors have three scenarios to consider:
Scenario A – Award occurs in July, NTP is issued in Aug, contractors can elect to mobilize, work throughout winter months, we believe 549 days is achievable.
Scenario B – Award occurs in July. Issuing a NTP this season is not reasonable. Work on Division 1’s and submittals throughout this Winter. NTP to start early Spring of 2025. Contractors then can work 549 days through Winter 2025 if facility allows work to be completed over winter months. As stated in previous amendment, winter housing options are available.
Scenario C - Award occurs in July. Issuing a NTP this season is not reasonable. Work on Division 1’s and submittals throughout this Winter. NTP to start early Spring of 2025. Contracting Officer can elect to issue a Winter shutdown in Nov 2025. Time stops. Winter shutdown is lifted in Spring of 2026. First Season – approx. 200 days. Second Season approx. 200 days. Could elect to work through winter at that point or request another winter shutdown and finish Spring/Summer 2026. No means and methods is being dictated.
6. Does the existing HVAC system currently still function? If so, will we be able to use this system for temporary heat? The system was turned off years ago. Do not count on being able to use it.
7. Does the existing plumbing, water, sewer systems currently still function? If so, will we be able to use this system for temporary utilities? These utilities have not been in use for years. Do not count on being able to use them.
8. Spec 015000- states that we are to provide a field office for both the contractor and the contracting officer. Please confirm that there is adequate electrical service that can power the trailers in either Staging Area A or B. – question will be answered in future amendment.
9. Spec 01400, para 1.7B,1 states that the Quality Control Supervisor ‘may’ also perform other duties. Then in para 1.7B,1 it states that the Quality Control Supervisor “shall be assigned no other duties.” Please confirm which statement is correct? The former statement is correct. This was addressed in Amendment 2.
10. Please confirm how many full-time supervisors are required to be on site? The specs only refererences the CQC Manager. Will a separate Superintendent and SSHO be required on site? A Site Superintendent is required. A SSHO is required, but may perform other duties.
11. Spec 05 12 00, para 1.6 states that the structural steel must be from an AISC fabricator and installer. This requirement will greatly limit the available number of steel subcontractors to choose from. Can this requirement be waived? – question will be answered in future amendment.
12. In Amendment 0003 it is marked that the bid date is extended. Is that the case or is the date still May 30, 2024. See answer to Question 1 above.
13. For Volume I, Technical Proposal, for Factor 7 it is stating to submit Small Business Participation.
Can you please provide the form. The form is uploaded to SAM as Att 2_SubKplanform.
14. Is all of the flashing Copper? Please refer to Section 07 62 00 – Sheet Metal Flashing and Trim for clarification on various flashing materials, use location, fasteners, etc.
15. Is the pitch change on the roof done structurally in the rafters or with the insulation? Per Sheet A2.4, hatch legend, which references tapered roof insulation to achieve new slope.
16. Temporary Facilities and Control 01 50 00(page 136 of 658) states, “Direct Digital Control (DDC) Internet Connection: Furnish, install and maintain a high-speed connection (Digital Subscriber Line (DSL) or similar) between the project’s DDC system and the internet through a Contractor furnished internet service provider. Contractor is responsible for maintenance of this connection and costs associated with internet service provider through warranty period of this contract. A/E please confirm that the Contractor is responsible for providing high-speed internet service for NPS through the one (1) year warranty period. The only internet service that the GC is required to provide is to support the Contracting Officer’s Field Office. The internet service must be available as stated in 10 50 00 (3.3)(B) and shall be provided through beneficial occupancy.
17. In the specified sections: 06 10 53 Rough Carpentry, 06 16 00 Sheathing, 06 17 53 Wood Trusses, 06 18 00 Glued Laminated Timber, 06 20 13 Exterior Finish Carpentry, 06 40 23 Interior Architectural Woodwork, 06 41 13 Wood-Veneer-Faced Architectural Cabinets, 07 31 29 Wood Shingles for Roofs, 07 31 29.13 Wood Shingles for Walls, 08 14 16 Flush Wood Doors, 08 14 33 Stile and Rail Wood Doors, 08 52 00 Wood Windows , 09 64 00 Wood Flooring, it is stated under
“Regional Materials” and/or “Certified Wood” that the manufacture of such products must occur within 200 miles of the project site. Furthermore, materials must be extracted, harvested, or recovered, as well as manufactured, within this 200-mile radius. We are encountering difficulties in meeting some of these requirements and therefore request that the regional materials portion of the specifications be either eliminated or revised. Similarly, for Certified Wood, most of the aforementioned specifications mandate the provision of “FSC Pure or FSC Mixed Credit” wood. Not only is this lumber costly, but it also entails long lead times. Could the A/E confirm if FSC,SFI, or CSA lumber is indeed required for the above-mentioned specification sections? Additionally, could you please advise on potential revisions or alternatives to meeting the regional materials requirement? The manufacture of such products must occur within 500 miles in lieu of 200 miles of the project site. question will be answered in future amendment.
18. We believe the time duration allocated for this project is inadequate, primarily due to the remote location and weather restrictions. By the time the job is awarded (with the government having up to 90 days to make the award—potentially in late August), the Contractor negotiates and executes contracts with subcontractors, receives, reviews, and approves submittals, submits and reviews required plans, and so forth. Consequently, the 2024 building season will be severely limited, if not entirely compromised, before the park closes for the season. Given these circumstances, the performance period essentially allows contractors only one short building season to complete the entire project. We believe this timeframe overly aggressive, particularly for a historic renovation job situated in a remote area, without requiring substantial acceleration costs, rendering the project economically unfeasible. Recommend that the awarded contractor should be provided with two full building seasons to complete this project.
Therefore, we kindly request the Government to add an additional 270 days to the performance period. See response to Question 5.
19. Spec Section 07 54 19 Polyvinyl-Chloride (PVC) Roofing does not state a Roofing Membrane warranty. A/E please provide a manufacturer warranty requirement. The warranty is specified in Spec Section 07 54 19 (1.9)(A)(1) as two years from Substantial Completion.
20. Spec Section 07 54 19 Polyvinyl-Chloride (PVC) states, “Slip Sheet to be installed” and document does not clearly state the type of slip sheet. A/E please advise. The use of slip sheets (and what the material is) shall be at the requirement of the roofing manufacturer. If roofing manufacturer does not require slip sheet installation within the assembly to meet performance requirements, this may be omitted.
21. G2.2 Code Plans keynote 08-04 indicates a smoke curtain at the floor doors in Stair 114 and Stair
119. Detail 10/A8.3 does not indicate a smoke curtain. A/E please confirm if this is correct. No smoke curtains are required at floor doors (hatches). Change floor door designation on Sheet G2.2 to “FD-1 / Floor Hatch; 1-hour fire rating.”
22. Sheet A9.14 Signage Schedule, signs E2-1 and E2-2 indicates Sign Keynote 3. Signage Keynote 3 does not exist. A/E please advise. Delete reference to Sign Keynote 3. It is not used.
23. Sheet A9.14 Signage Schedule A4-1 through A4-23 are listed. No detail was provided and locations on the plans are not shown. A/E please advise. Signs A4-1 through A4-23 are referenced on Sheet A2.5, Building Plan – Option A.
24. Sheet S2.4 keynote 1 states "Existing mansard roof log outriggers to be upgraded per 2/S6.4."
Detail 2/S6.4 does not exist. A/E please provide detail 2/S6.4. This detail reference should be 1/S6.4 rather than 2/S6.4.
25. Sheet D2.1 Demolition, Keynote D-07 states, “salvage fixtures as directed by contracting officer;” A/E for bidding purposes please provide specific items to salvage. Otherwise please provide an allowance. The project specifications contain numerous references to items to be salvaged (door hardware, historic glazing, etc.), but there is no consolidated list. Follow the direction provided by the project specifications. The Government has not identified any “loose” items for salvage (i.e., bathtubs, overhead lights, etc.).
26. Att_02_Vol_II_PriceSched_Part_III shows a CLIN 1 Design. Solicitation page 8 does not show a CLIN 1 Design. A/E please advise if there is a Design CLIN. If so, what is required. – Correct Bid schedule included with Amendment 4.
27. Can we extend the date for questions 1 or 2 weeks? See answer to Question 1
28. Can the overall duration for construction be extended 180 Days.As the Project Schedule is described right not – NTP is July 8th with a 549 Day Schedule puts us at Jan 7th 2026. It would be advantageous to have 2 summers get work done verses the current schedule of only 1 full summer. See answer to Question 5.
29. Plans do not show details for reattaching existing logs to be salvaged. A/E, please provide details to reinstall existing logs. – question will be answered in future amendment.
30. If available, A/E, please provide existing as-built drawings. – historic drawings (YELL_101_100884_B) will be uploaded as part of this amendment; these are incomplete and are for informational purposes only.
31. Spec Section 061000 - 20142.10 Rough Carpentry, 06 16 00 Sheathing, 06 18 00Glued-Laminate Construction, 06 20 13 Exterior Finish Carpentry, 06 40 23 Interior Architectural Woodwork, and 06 41 13 Wood-Veneer-Faced Architectural Cabinets, states, “Fire-Retardant-Treated Material are indicated”, and the plans do not indicate whether lumber and plywood should be fire-retardant. A/E, please advise lumber and plywood to be fire-retardant-treated. – question will be answered in future amendment.
32. Sheet A2.5 Building Plans - Option A, keynote G-28 states, "(N) Chain-link fencing storage lockers." However, there is no spec section for Chain-link Fence. A/E, please provide specifications and details for chain-link fencing. – question will be answered in future amendment.
33. Sheet S2.2, General Notes #8 states, “Balloon Frame all walls greater than one level 10’-0” with
(2) 2x @ 16” OC.” The documents do not clearly show if the existing structure is a balloon frame structure or provide details for framing the walls at these locations.
a. A/E, please verify the existing structure is a balloon frame.
b. A/E, please provide framing details.
– question will be answered in future amendment.
34. The specification includes section 072651 - 20142.10 Under slab Waterproofing. However, the plans do not show any waterproofing. A/E, please confirm waterproofing is required. If required, please provide details, and locations required. – question will be answered in future amendment.
35. Attachment 03, Geotechnical Evaluation Report, specification section 011100 Summary of Work
AE, 1.11 Geotechnical Services, A. states, “Contractor shall provide all geotechnical engineering services…” A/E, please confirm if an additional geotechnical report is required. – question will be answered in future amendment.
36. Attachment B08, Solicitation Clauses Construction 4 2 24, Section B, Contract Price Schedule states, “Also provide a separate Schedule of Values (SOV) for each line item in the Section B Contract Price Schedule. Each SOV shall show the line-item price broken down by major work components.” We request that the SOV be omitted with the bid proposal and submitted after award. Please accept our request. Agree – SOVs are a post award document that is requested.
Offerors do not need to submit a POV with their proposal.
37. During the May 16 site visit, NPS did not provide access to the roof of the Laurel Dorm. Could you provide photos of the roof? Photos of the Laurel Dorm roof are available on Pages 57-59 of the Historic Structures Report (SAM.gov Att_06) and on Page 15 of the Envelope Assessment Report (SAM.gov Att_07). Additionally, we have uploaded three current images from the building roof level (YELL_312116_Laurel Dorm Roof_001, 002, and 003)
