INTRODUC TION

SS1.3 Geotechnical Evaluation Report YELL 313116 - Rehabilitate and Reconfigure the Laurel Dormitory at

Old Faithful Yellowstone National Park, WY

Terracon Project No. C4215000 July 30, 2021

INTRODUCTION

This report presents the results of the supplement services associated with geotechnical evaluation of the Laurel Dormitory and vicinity at the Old Faithful area of Yellowstone National Park (YNP). The services performed included performance of soil temperature and gas monitoring conducted at the existing Laurel Dormitory area, and acquisition of high-resolution thermal infrared aerial imagery and at adjacent to the Laurel Dorm.

Soil Thermal and Gas Survey

The current soil thermal and gas survey was conducted to update the soil thermal (soil temperature) and soil gas (CO2 and H2S) conditions in the area of the Laurel Dorm. The intent of the exploration effort was to obtain current soil temperature and soil gas levels at or as near as possible to the test locations performed previously by Tetra Tech (Tetra Tech Project No.

550365.100) in June 2010. It is our understanding that the data provided herein will be used to compare relative changes in temperature and gas readings over the 11 year period between the original Tetra Tech survey and the data acquisition conducted under this contract.

Of note, some variation in data acquisition procedures are likely to have occurred between the two surveys, as the Tetra Tech team was not able to be consulted (insofar as the testing protocols;

i.e., thermal test measurement duration they used during the 2010 study) prior to initiation of our field efforts. Therefore, every effort was made to obtain consistent data, as described below, between our current field exploration and the 2010 Tetra Tech efforts. Of particular note is the procedure in acquisition of temperature data. In our survey, the field staff obtained temperate measurements from each boring and depth by allowing the temperature probe to stabilize, with minimum stabilization times on the order of 3 minutes and some as long as 15 to 20 minutes per measurement. Also, it was observed during our recent efforts that to aid in the stabilization process, the probe was generally left in a boring location between readings so as to not let the temperature probe continually fluctuate between subsurface temperature and ambient air temperature, which required longer durations for stabilization in the borings.

As part of the survey, a private utility locator (GeoSearch Services LLC of Great Falls, MT) was utilized to scan the area using both ground penetrating radar (GPR) and electro-magnetic (EM) technologies to locate utilities and to prevent any potential conflicts between the new hand borings and existing buried utilities in the project area.

High Resolution Infrared Imagery Collection

In addition to the thermal and gas soil study, our services include the acquisition of high resolution thermal infrared aerial imagery at and adjacent to the Laurel Dorm. Per the contract specifications, the aerial survey area included an approximately 1 kilometer (km) by 1 km area, with the Laurel Dorm area being located near the northeast corner of the subject overflight zone. Also, per the contract, the imagery was conducted at a nominal flight altitude of 1,500 feet above mean terrain, with the data being acquired at a spatial resolution of less than 1.5-foot and an accuracy of less than 3 inches. In a manner similar to the recent acquisition of the soil gas and soil thermal data, the thermal infrared aerial imagery acquired under this contract will be compared to the data acquired from a 2015 flight mission to evaluate possible variations in aerial extent and temperature for the study area.

The image acquisition was completed by Aerial Thermal Imaging of Bountiful, UT on June 20, 2021, flying at an Elevation of 1500 feet above ground level (AGL). The size of the high resolution infrared imagery was approximately 1km square encompassing the Laurel Dorm site and surrounding area. The flight, data acquisition, and post-processing were conducted in general accordance with the Scope of Services. As required, the infrared imagery deliverable includes a mosaic raster file (photo included in our Photography Log for review), GIS-related files, and in MapTemp with 12-month account access. Digital data transfer will be conducted concurrently with delivery of this report. The MapTemp data can be accessed at:

o http://maptempsoftware.com/ o User Name: Yellowstone@AerialThermalImaging.com o Password: Y3LloSt0n#

There are a few items of note regarding this deliverable. A thermal camera is, in general, a poor instrument for measuring actual temperature. (Ultra-high resolution terrestrial scanners generally provide much better data, but access to such equipment is generally restricted to government agencies, and not required under the current contract specifications.) Insofar as the performance and data acquisition of data with a thermal camera, camera setup involves “teaching” the camera the correlation between acquired temperature versus the temperature interpreted by the camera.

The correlation between acquired and “measured” temperatures is calibrated in a laboratory, based on a known radiation source of actual temperature values. The known radiation source is changed many times to different temperatures and the camera “learns” these different temperatures based on intensity. If a thermal camera is trained 20 different temperatures, it figures the difference of these temperatures in interpolation. Another item that assists a thermal camera in estimating a surface temperature is ambient air temperature. Ambient air temperature is calculated into an equation giving an approximation of temperature. This data for the mosaic created was collected at 1,500 ft above mean terrain so the accuracy collected is not as if the data were acquired at the ground surface, which represents the trade-off in collecting more http://maptempsoftware.com/ mailto:Yellowstone@AerialThermalImaging.com

“accurate” thermal data at the surface versus being able to acquire normalized data over areas which could be hazardous to access and measure from the ground. The last item that needs to be considered for temperature estimating is emissivity. This is a surface ability to emit or reflect radiation. Some items in this deliverable are very reflective, especially metal rooftops. The data measured for such structures are, in an absolute sense, not accurate, and are instead indicative of reflected atmospheric temperatures.

Another item to consider on this deliverable. There are some extremely warm spots on this map that are represented in white. There are also cold spots on this map represented in black. To get a visual deliverable to provide a decent amount of data visually, the temperature at a certain hot and cold point had to be controlled to provide the gradient presented. In this particular deliverable anything above 120°F is white. Even if it is much hotter in real life, the maximum temperature this deliverable will reveal is 120°F. Same thing on the cold in which the low temperature was cut off around freezing points. Anything below that, especially a metal roof that is reflecting the lack of radiation from outer space will appear colder than 32°F.

A final issue to consider when interpreting the acquired thermal data is that a thermal camera is an excellent instrument at developing relative temperature data, especially in portraying temperature variations in the form of a gradient. On a qualitative basis, this is likely the most valuable information as it shows the temperature difference from one area to another. The contrasting between these areas is accurate. If the user would like to adjust the temperature values on the attached MapTemp deliverable, we recommend that they start with a new raster and develop a new map in MapTemp. We also recommend leaving the original MapTemp image deliverable as a control file. The attached .jpg is a raster that will work for this purpose.

Subsurface Exploration Procedures: Terracon personnel including Brian Evans, Jordan Schaefbauer and Travis Gilskey conducted the soil gas and temperature monitoring at the site between the dates of June 2 and June 22, 2021. Prior to the data collection process, Jordan Schaefbauer and Brian Evans marked out the boring locations using a similar grid pattern to best fit the locations identified and provided in the Tetra Tech report from 2010. Using the same grid pattern, sample points were marked in a ten-feet by ten-feet grid pattern, using points identified in the field that matched those found in the Tetra Tech report, as a baseline reference. These borehole coordinates were recorded using a Leica Model GS14 GPS/GLONAS system with a horizontal precision of 0.026 feet plus 1 ppm (part per million) and the datum NAD 1983 Wyoming State Plane. Following the delineation of borehole locations, three-quarter inch diameter holes were drilled using a Milwaukee Cordless rotary hammer and/or a Hilti electric rotary hammer using either a 36-inch or 24-inch long drill bit. The borings were drilled at ten-inch intervals to a maximum depth of thirty inches, where applicable. In locations where clay (particularly red or reddish clay) was encountered, the borings were terminated at ten or twenty inches respectively. Figure 2 shows the boring grid layout; and all sample locations are included in Table 1.

At each ten-inch interval (10-inch, 20-inch and 30-inch depth below ground surface) measurements of CO2, H2S, and soil temperature (in degrees Fahrenheit) were collected and recorded in accordance with the sample depth protocols apparently employed in the 2010 Tetra Tech report. The temperature data was converted to degrees Celsius for reporting purposes. In an attempt to maintain consistency between data sets, the same monitoring units were used for data collection as used in the 2010 survey by Tetra Tech. An RKI® Eagle 72-5401RK gas monitoring unit was used to collect CO2 concentrations. The H2S concentrations (parts per million) were collected using a RAE® QRAE III meter, and the soil temperatures were measured using a TSI Velocicalc® meter. The meters were calibrated from the factory by Premier Safety and rechecked daily to zero ambient air conditions consistent with Tetra Tech procedures in 2010.

Using the same conversion as Tetra Tech, CO2 measurements were converted from percent in air volume as measured in the field to parts per million (ppm) using the following formula:

1% CO2 by volume = 10,000ppm, so Result X 10,000 = total ppm

Based on the Scope of Services (SOS), exploration was not to exceed 30 inches in depth for the borings, and boring advancement was specifically not to penetrate the red clay confining layer.

Of the 474 identified drill locations, of which only 447 completed, only 71 reached 30 inches in depth. Where the red clay layer did not terminate borings prematurely, several other factors contributed to shallow (or complete) boring termination as follows:

· Boring location was within identified underground utility trench location

· Utility locates could not access borehole location

· Red clay or clay confining layer was encountered

· Wet conditions or water in the boring

· Caving conditions of the boring

· Not enough clearance for equipment (crawl space)

· Boring located in mapped wetland

· Borings drilled to depth to match Tetra Tech depths

Yellowstone National Park, WY July 30, 2021 ■ Terracon Project No. C4215000

Responsive ■ Resourceful ■ Reliable 5

The crawl space area of the Laurel Dorm was also investigated to match the Tetra Tech report.

A similar 10 feet by 10 feet grid pattern spacing was used in the crawlspace as best replicating Tetra Tech’s layout. Some of the locations were slightly adjusted as the layout as shown in the Tetra Tech report and plans did not fit as clearance was less than 18 inches in some locations.

A total of 28 borings were completed in the crawlspace area, with 7 being drilled to 30 inches.

One boring was eliminated due to clearance issues with the equipment. The remainder of the holes were drilled to 20 inches, matching Tetra Tech boring depths and/or due to clay being encountered at that depth.

Soil Temperature and Soil Gas Concentration Results

A summary of the field results is presented in Table 1. Figures 2 through 6 show the CO2 and temperature measurements obtained for the 10-inch and 20-inch depths as represented similarly to the Tetra Tech report for ease of comparison and cross-referencing. As with the 2010 investigation, only a limited number of borings were completed to the 30-inch depth and therefore are not provided on a separate Figure. As summary of the statistics for each 10-inch increment is reported as follows:

10-inch depth statistics:

· Soil temperature ranged from 18.6 to 41.2 degrees Celsius

· The average soil temperature was 28.3 degrees Celsius

· Carbon dioxide concentrations ranged from 0 to 430,000 ppm

· Average carbon dioxide concentration was 11,733 ppm

· Hydrogen sulfide was not detected in any of the boreholes at 10 inches

20-inch depth statistics:

· Soil temperatures ranged from 20.7 to 48.8 degrees Celsius

· The average soil temperature was 33.0 degrees Celsius

· Carbon dioxide concentrations ranged from 0 to over 600,000 ppm (exceeded the maximum reading range of the equipment)

· Average carbon dioxide concentration was 45,787 ppm

· Hydrogen sulfide was detected in Borings A3 at 0.9 ppm, AA4 at 17.4 ppm, P20 at

36.5 ppm, and Q19 at 45.6 ppm.

30-inch depth statistics:

· Soil temperatures ranged from 24.2 to 49.2 degrees Celsius

· The average soil temperature was 36.7 degrees Celsius

· Carbon dioxide concentrations ranged from 0 to over 600,000 ppm (exceeded the maximum reading range of the equipment)

Yellowstone National Park, WY July 30, 2021 ■ Terracon Project No. C4215000

Responsive ■ Resourceful ■ Reliable 6

· Average carbon dioxide concentration was 20,408 ppm

· Hydrogen sulfide was not detected in any of the boreholes at 30 inches

As per the previous investigation conducted by Tetra Tech, similar statistics show that 93 percent of the completed boreholes had carbon dioxide (CO2) concentrations greater than 800 ppm.

Temperatures recorded in-excess of 35 degrees Celsius was approximately 39 percent of the completed boreholes, as compared to 12 percent in 2010. Approximately 60 boreholes had carbon dioxide (CO2) concentrations over 10 percent (100,000 ppm) at the 20-inch depth, as compared to 31 boreholes with concentrations greater than 100,000 ppm in 2010, with 4 of the 2021 concentrations being greater than 600,000 ppm (exceeding the maximum capability of the testing equipment). The crawlspace appeared to be a local hotspot with all recorded temperatures greater than 35 degrees Celsius, an average temperature of 39.4 degrees Celsius for all depths (102.8 degrees Fahrenheit), and the location of the highest temperature recorded for the investigation at 44.7 degrees Celsius (120.5 degrees Fahrenheit).

Based on the data recently acquired, it appears there has been slight increase in temperature and carbon dioxide readings on average. What limitations imposed by the Park Service and thresholds for temperature and gas concentrations that would limit rehabilitation and reconfiguring potential have not been provided to Terracon. Therefore, this data should be used by the Park Service and planners as baseline for the project to move forward based on their criteria.
