Solicitation 140P2024R0009 – Questions and Answers
Amendment 6, issued: 06/13/2024
1. Where are we going to stockpile the cut materials as there is not enough room in the designated staging areas.
An additional area for deposit of stockpile cut materials is available approximately 2 miles from the project site. Location shall be coordinated with the project team prior to construction start.
2. “Note 9. ELEVATOR STEEL AND CONNECTIONS ARE PROVIDED FOR BUDGET PURPOSES ONLY
AND ARE PRELIMINARY. THE PROPOSED STRUCTURAL MEMBERS AND THEIR CONNECTIONS
SHALL BE CONFIRMED ONCE FINAL ELEVATOR REACTIONS ARE PROVIDED TO THE CONTRACTING
OFFICER.” Does this note mean that the steel and connections are considered delegated design?
The structural system configuration has been developed in consideration of the Basis of Design elevator information available. Structural members and connections shall be verified once final elevator design requirements are known. Contractor shall provide all necessary revisions based on final elevator selection.
3. Specs 220000, para 1.3.d- states that all the gas lines & meter will be installed by gas company and contracting officer is responsible for payment. Does that mean we are not touch any gas but just protecting it in place.
Yes, gas references were inadvertently left in the spec.
4. Spec 33 05 23.13, para 2.2.A.1 - indicates "Ductile iron pipe shall be 6-inch", but the plans (C3.1) show 8" Ductile Iron pipe for Sewer Line. Is it a typo? please confirm the sewer pipe size.
Ductile iron pipe shall be 8”.
5. D2.0, note 22 states “remove existing wall finish and trim to sound structural sheathing”. Are we demoing any of the walls in the crawl space? From the site visit, there does not appear to be any ‘trim’ or ‘sheathing’ in the crawl space. Please clarify.
The walls noted with D-22 are generally exterior wood framed walls above concrete that occur below the first floor. The intention of this note is to indicate that removal of any finish and trims (exterior and interior) of the walls is to occur to sound structure framing and sheathing to facilitate the new work. It is anticipated that the majority of the finish and trims to be removed are on the exterior of the wall, but miscellaneous components may be encountered in the crawlspace at various areas that require removal to accommodate new work. All demolition work extent shall be coordinated with the new work.
6. Is it the contractor’s responsibility after the award to redesign the entire foundation system?
Who will determine if the existing foundation design is adequate after completing the new Geotech report?
Once the geotechnical report has been procured and provided to the Contracting Officer, the Contracting Officer will verify the design assumptions and provide any scope revisions required.
The initial design assumptions have been established in a conservative manner that design changes are not anticipated, but still a possibility.
7. 5/D2.5 (Option A), it is unclear what is being noted on the east side of the building. Is there an existing floor or floor finish to be removed? (in contrast, the West side has a note D25)
The existing condition of the floor at the east is uneven concrete with various penetrations.
There is no finish to the existing concrete floor, however the floor is uneven and contains various penetrations that may require removal/modification in order to accommodate new concrete floor slab. Coordinate any removal/modification required to accommodate new work.
8. SD2.2, note 2 states “remove existing wall framing and associated components. Shore building as required.” This note 2 is indicated on the interior corridor walls. The interior corridors walls appear to be load bearing walls. However, on Sheet D2.1, note 21 it states “Carefully remove wall finish, gypsum and associated accessories down to studs”. Typical for all corridors. This implies that the existing studs are to remain. Sheet A3.1, shows wall type 1A-6S for the corridor walls. That wall type shows new studs. If the corridor is not being widened, removing the existing studs is not necessary. Please confirm the intent of the interior corridor walls.
This note is intended to indicated demolition only for the length of wall shown with a diagonal demolition hatch. The demolition is required at the interior hallways only between gridlines A and just shy of gridline B, or approximately a 14’-0” length.
9. Sheet S2.2, note “WHERE MINIMUM HEADER SIZE DOES NOT EXIST PER SD2.2, REPLACE W/ FLAT (2) LVL1 3/4x5 1/2, TYP AT ALL (E) EXTERIOR & INTERIOR WINDOWS, UNO”. It is not possible to properly bid this note. Can NPS provide and assumed number of headers that will require the LVLs?
As the walls have not been demolished, we do not know what the framing. At a recent YNP similar building the exposed structure revealed no headers above all/most exterior windows.
This note is intended to provide notice that a similar condition is a reasonable possibility. For bidding purposes assume 100% header replacement at all exterior windows.
10. Spec 051200-6, para 3.4A states that the Contractor is to engage the special inspector. However, para 3.4B states that the Owner will engage a qualified testing agency. Please clarify if the owner will be providing all field inspections and testing, including special inspections testing on the project. There appears to be other contradictions in different specification sections as well.
References to “Owner” engagement of a qualified testing agency are erroneous. It is the intention of the work that the Contractor shall engage an independent testing authority acceptable to the Contracting Officer to complete all testing activities and provide reports directly to the Contracting Officer.
11. On S2.0, near the intersection of 2 line and A line, calls out top of footing elevation of 89’-0” Please confirm this is correct.
This note is incorrect. T/FTG should be 94’-0” as indicated in keynote 6. Replace 89’-0” callouts as necessary.
12. Where is the excavated soil from the crawl space to be stockpiled? Is there an interior (of the building) grading plan for new work?
Refer to sheet G1.3 for F1 information. Coordinate locations for spoils removal/maintenance in place with Contracting Officer. If space allows within the crawlspace, spoils may be regraded over the area of the crawlspace
13. On the Option A building, the door schedule is calling out for Flush Quarter Sawn Oak exterior doors from Masonite, VT, VT Wisconsin (Eggers), and Oshkosh. These door companies do not offer exterior rated door slabs. The park could utilize the Simpson 49900 series flush door for an exterior rated flush door, but Simpson doesn’t offer the required lifetime warranty. (this question is from our door supplier, please let us know if there is any input at this time)
The exterior door/frame type is listed incorrectly. Please provide the following exterior rated door/frame types at the Laundry Building:
S100A – Door Type: ¼ Lite, WD, Painted / Frame Type B, Wood, Painted S100B – Door Type: Stile and Rail, WD, Painted / Frame Type B, Wood, Painted S100C – Door Type: ¼ Lite, WD, Painted / Frame Type B, Wood, Painted
14. What is the timeframe for inspections once we request inspections from the CO?
Inspections may take 5 days to coordinate pending type of inspection. Less days may be required for urgent matters. A Construction Management Representation for DSC will be onsite for most routine inspections.
15. Detail 4/C9.4 is referred to in details B/C4.4. but there is no C9.4 plan sheet. is this a typo? if so, can you please provide the correct reference.
Ignore reference to detail 4/C9.4, but contractor to implement topsoil patch.
16. Detail 1/C5.0 calls out for both 4’ temp. fence & 6’ temp. fence. Can you please confirm which one to be installed?
Contractor to install 6’ temp fence on 36” x 12” temp fence stand with base plate. Ignore 4’ construction fencing call out.
17. Note G-33 on Exterior elevations plan sheets require to repair damaged & deteriorated concrete foundation. Can you please let us know the estimated percentage of area to be restored?
All unspecified amounts of damage and repair is estimated to be ten percent (10%) of the entire materials. See Structural Sheet S4.1 for more information on concrete repair.
18. Sheet S2.1, Note 6 requires 2x8 @ 16” OC, but the location is not specified. Can you please let us know where these are required?
Remove indicated keynote as it is not utilized on Sheet S2.1.
19. The new exterior walls utilize a z-girt system, that will push the face of the elevation out several inches. Please confirm it is the intent to cut all of the historical logs in order to keep the same dimensions off the soffit.
Refer to details on sheet A5.5 and S6.4. The intent is to move the exterior log “skeleton” including horizontal and vertical log members, perpendicular log support “outriggers”, brackets, etc. outboard to keep the existing relationship between the log work and the shingled wall finish matching the in-kind, historic condition. The new wall assembly is adding approximately three
(3) inches (VIF) of sheathing and insulation to the exterior of the existing wall construction, so the log assemblies will need to adjust to keep their relationship matching in-kind the historic condition. It is intended that the wall finish will surround mansard roof rafters and any adjustments to the support of roof framing elements will occur in the brackets supporting them.
20. For bidding purposes, what percent of exterior plywood sheathing should we assume will need to be replaced?
As there was no destructive review of the exterior condition, this amount is unknown, however some sheathing replacement can be expected (not of ply-wood but of 1x skip sheathing). For bidding purposes estimate ten percent (10%) replacement.
21. Sheet A2.0, has a note “C-10”. There is no C-10 on the schedule in G1.3. Please clarify.
C-10 is a 10 inch concrete wall; refer to structural note 11 on sheet S2.0 for more information.
22. A4.1, note G33- indicates foundation repairs. Please provide details and quantities of this repair.
Generally the repair is for spalled or cracked concrete. Contractor shall note and match repair to blend with historic appearance and finish. All unspecified amounts of damage and repair is estimated to be ten percent (10%) additional to damage identified of foundation area. See Structural Sheet S4.1 for more information on concrete repair.
23. S2.0, keynote 10, indicates the installation of (3) 2x6 bundled studs. It is unclear as to why this detail is used in lieu of keynote 4, HSS 5x5x1/4 column? Why are these two details alternating along the perimeter of the foundation wall?
The HSS columns are required as a support for the steel beams at the first-floor level. The bundled can be traced down from roof framing and do not require the strength of the steel columns.
24. Sheet S2.4, the GL5 that support the roof trusses does not have a connection detail. Please provide. Note 2- also states “where not possible, sister”. For bidding purposes, can you provide an allowance as to how many rafters will have to be sistered?
Assume ten percent (10%) roof joists will require sistering.
25. Please address whether the steel erector in the field needs to be an AISC Certified Erector. This is a different certification than the AISC Certified Fabricator (Question 17).
No, please follow all special inspection requirements for steel erection.
26. We understand that Question 53 response indicates that the contractor is not required to carry a Builders Risk policy. If there happens to be an act of god loss during the contract term (e.g., flood or earthquake) who will be responsible for the damage and necessary re-work?
The contractor will be responsible for cost associated with materials due to weather related events. The contractor shall secure all tools, equipment and materials on site. Builders Risk is not required but a business decision of whether to obtain it or not.
27. Source of the building’s potable and fire water?
The domestic is to be fed from the existing fire line to minimize/eliminate site disturbance for installation of new line. There is a short (width of the building) 2” line that does not show up on the plumbing drawings.
28. Biological growth and organic matter: Contractor is responsible for developing a remediation plan utilizing a certified mold remediation specialist. Contractor shall coordinate with specialists on providing coatings to prevent future growth. Additionally, Contractor is responsible to do any pre-remediation and post-remediation testing required to certify the existing hazard has been adequately abated. A/E please confirm this is required.
Yes, confirmed.
29. Discrepancy: Spec section 064113 - 20142.10 Wood-Veneer-Faced Architectural Cabinets indicate wood cabinets and A6.14 indicates plastic laminate cabinets. A/E please verify the cabinets finish.
It is intended that all cabinetry is wood-veneer-faced architectural cabinets per the specifications. Change all references to plastic laminate cabinets within the documents to wood-veneer-faced architectural cabinets.
30. Amendment 5, Question 18, is that stating FSC, SFA, CSA lumber is omitted for this project. A/E please confirm.
Confirmed.
31. Amendment 5, Question 23, states, “under-slab waterproofing shown on Details 10 and 11 on sheet A8.1” A8.1 shows vapor barrier. A/E please verify.
It is intended that the vapor barrier (under-slab Vapor Barrier) and sand assembly is to be supplied and installed sealed to all foundation elements per the manufacturer’s requirements for the ground cover within the crawlspace (Floor type F1). The “under-slab waterproofing” (per section 072651) is intended to occur at concrete pit foundation and in-grade elements of the elevator shaft only.
32. Per Factor 2- Project Experience, Can NPS please extend specific experience from 5 years to 7 years?
Yes
