Air Transportable Galley and Lavatory (ATGL)

Purchase Request: FD2060-25-30006

01 April 2024

PR: FD2060-25-30006 PWS REVISION: 3 2

1.0 Description of Services

1.1 Objective(s): This Performance Work Statement (PWS) describes the services required for the sustainment of the Air Transportable Galley and Lavatory (ATGL). This shall include Program Engineering Support (PES), overhaul, repair, and Material Management (MM) to the ATGL units. The PES requirements will include Configuration Management (CM), Technical Interchange (TIs), Technical Orders (TO) maintenance, engineering sustainment meetings, system safety, quality assurance, and engineering data control.

The Contractor shall accomplish all tasks necessary to ensure a successful depot overhaul of the ATGL fleet that will result in each unit with condition code “A” as defined in this PWS. ATGL units shall have completed the depot overhaul process outlined in TO 13B4-4-3 unless otherwise directed by the Government. This shall be accomplished in accordance with the ATGL performance specifications, MM requirements, historical parts and usage analysis, parts life cycle analysis, and part supply requirements. The Technical Data Package (TDP) shall be current to the most recently approved configuration. If configuration changes are required, an Engineering Chage Proposal (ECP) and/or Engineering Chage Notice (ECN) shall be submitted.

Configuration changes to the ATGL will be addressed on an as needed basis in accordance with (IAW) ECP process defined in this PWS.

Furthermore, the data collected through the contract period will provide necessary parts support, usage, and failure data to adequately support the ATGL in future contracts. The Contractor shall accomplish the required tasks within this PWS with no additional cost to the Government and offer additional information as deemed necessary through the process outline herein. The work performed on the ATGL shall preserve the Operational Safety, Sustainability, and Effectiveness (OSS&E) baseline. This ensures the ATGL units will be available when needed, perform up to expectation, and operate safely.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States Air Force (USAF) by sustaining the fleet of 165 ATGL units such that any airframe with pallet positions requiring additional galley or lavatory considerations may use the ATGL in flight to accommodate the mission. It will provide overhaul, parts usage and failure data to allow more efficient sustainment in the future. Furthermore, the services provided will allow users to have confidence that the ATGL performs as intended during routine use.

1.3 Background: The ATGL is a piece of roll-on/roll-off common support equipment that utilizes the 463L cargo system that supports the C-5, C-17, C-130 and KC-46 platforms. The USAF has deployed the ATGL for 30+ years, with the current configuration being used for approximately 20 years. The ATGL has two (2) lavatories, two (2) ovens, two (2) coffee makers and three (3) refrigerators to accommodate galley and lavatory facilities for up to 160 people for a max of 15 hours of flight. The unit can hold up to 39 gallons of potable water and 55.5 gallons of waste (plus 11 gallons of pre-charge). The current configuration meets MIL-HDBK-516 (Airworthiness Certification Criteria) and MIL-STD-461 (Control of Electromagnetic Interference Characteristics of Subsystems and Equipment) or equivalent commercial standards. Flight certification shall be maintained during the period of performance for this contract. The aging fleet of ATGL units are

Experiencing Diminished Manufacturing Sources and Material Shortages (DMSMS) issues related to Line Replaceable Units (LRUs), which will require identification of replacement parts, overhaul, engineering support, repairs, field technical and parts support, and program management.
