Complex Media Virtual Simulation (VSIM) Units of Issue (i.e. CLIN units) – Unit Pricing Construct The government will use a unit pricing construct to place delivery orders (DOs) for complex media VSIM products.
The complex media VSIM products units of issue are based on a combination of specified (defined) Media Selection Model data and Instructional Media Requirements Document (IMRD) functional characteristics that together represent a given VSIM’s level of complexity for unit pricing.
Total units of VSIM product placed on a DO depend on the scope of a given rating path.
Table 1 defines the basis for each VSIM Media unit of issue (CLIN units).
Assumptions:
1. For cost estimating, assume each VSIM will be developed to teach, practice, and assess a single simulation.
2. Anything above medium in the simulated environment category will be priced as a separate CLIN.
3. The “task” column will be evaluated at the simulation level.
4. The “interaction per scenario” column will not be evaluated at the simulation level but per scenario.

| VSIM Media |
| One simulation and its interactions within the scenario that is associated with corresponding procedural tasks operated in its simulated environment. |
Simulated Environment
Degree to which the simulated environment in which the VSIM media is placed must appear and feel realistic:
· Low (degree) – This represents a VSIM media element that does not require complex background details. A low complexity environment enables the student to identify the location and purpose of the environment, but detail in the environment does not contribute to the training. Implies that the background/space is not of real concern to content accuracy and therefore is not fully modeled.
· Medium (degree) – This represents a VSIM media element that requires an environment that supports enough look, feel and details to allow students to feel they are in a realistic space. Components are realistically located within the environment to support training, but do not exactly mimic the actual environment. Implies that the background/space is of moderate to important concern to content accuracy and therefore is partially to fully modeled.
· High (degree) - This represents a VSIM media element that requires an exacting level of detail in modeling the environment. Components are precisely placed (within inches) in the environment. The simulated components accurately and precisely replicate the real component (virtual twin). Not currently anticipated for use on this effort.
Task
Degree to which the tasks and actions performed on the simulated VSIM media replicate actions in the actual environment. Refers to the complexity of modeling required to support required student interactions:
· Low – Simple repetitive procedural tasks. Following a checklist, locating multiple items, and having minimal interaction with them.
· Medium – Procedural interaction varies depending on the level of complexity. This would involve simple to moderate repetitive procedural task but also can involve levels of simple troubleshooting.
· High – Student actions require considerable thought and evaluation before action. Variations in simulation response may require different response actions from student. Troubleshooting a system to identify root cause of fault; different acceptable response paths; allowing for different sequence of accomplishment are possible examples.
Interactions per scenario
Refers to the number of interactions in a single scenario that requires simulation in order to satisfy the learning objective. These procedures will correlate to other factors of the VSIM media categories (Simulated Environment and Task) and varies in complexity.
