About this file

This is a technical specifications document for the Muddy Creek Restoration Project issued by the West Virginia Department of Environmental Protection (WVDEP), Office of Special Reclamation. The project encompasses four distinct components: Project 1 (Lift Station), Project 2 (Preston Energy & Geotube Pad), Project 3 (Force Main), and Project 4 (Gravity AMD collection system), located in Preston County, West Virginia near the community of Ruthbelle off WV Route 26. The work involves construction of acid mine drainage (AMD) collection lines, geotube pads, pump stations, mine seals, and road systems across multiple mining permit areas (Viking Coal Co., Preston Energy, and Rockville Mining Co.). Project 1 has a 200-calendar-day contract period with a 15-month contract term; Project 2 requires 150 calendar days with a 15-month term; Projects 3 and 4 each require 200 calendar days with 15-month terms. The document establishes comprehensive specifications for mobilization, site preparation, quality control, sediment control, revegetation, electrical installation, and equipment installation, with detailed requirements for material standards, testing protocols, environmental compliance, and contractor responsibilities.

The specifications require the contractor to assume all costs for temporary facilities, utilities, equipment, materials, labor, and environmental controls, including dust control, erosion management, and water pollution prevention. Lump sum bid items are capped at specific percentages of the total contract amount: Mobilization and Demobilization (maximum 2%), Site Preparation (maximum 2%), Administration (maximum 3%), Construction Layout (maximum 1%), and Quality Control (maximum 1%). The contractor must comply with West Virginia Department of Transportation (WVDOT) Standard Specifications, AASHTO standards, ASTM testing standards, and OSHA regulations. All fill materials shall be compacted to specified densities (90-98% depending on application), with mandatory third-party laboratory testing at minimum frequencies of three tests per day during placement. The contract requires submission of detailed schedules, shop drawings, operating and maintenance manuals, and as-built plans prior to final inspection and substantial completion.
