About this file

This is an Addendum #1 to a solicitation document issued by the West Virginia Department of Environmental Protection (WVDEP) for the Muddy Creek Restoration Projects 1, 2, 3, and 4, involving three mining permits: Viking Coal (Permit UO-519), Preston Energy (Permit UO-235), and Rockville Mining (Permit S-91-85). The projects involve construction of acid mine drainage (AMD) treatment infrastructure, including lift stations, force mains, gravity lines, geotube pads, siphon tanks, and electrical systems. Projects 1 and 2 had an original bid closing date of July 20, 2017, while Projects 3 and 4 had a closing date of July 25, 2017. A pre-bid conference was conducted on-site on July 13, 2017. The work encompasses piping installation ranging from 4 to 24 inches in diameter, excavation of approximately 20,000 cubic yards on Project 4, geotube pad construction with seven 145-foot-long tubes, access roadway stone increased to 700 tons, manhole construction varying from 4 to 6 feet in depth, and comprehensive electrical installations including a 150 kW diesel generator, PLC-based control systems, and fiber optic communications. The specifications require compliance with the National Electrical Code, OSHA regulations, West Virginia Department of Transportation standards, and various industry standards including IEEE and NFPA guidelines.

No prevailing wages apply to this project in West Virginia. Significant specification clarifications and revisions addressed in the addendum include changes to equipment specifications to allow engineer-approved equals rather than proprietary equipment, modifications to piping materials and sizes, correction of dimensional discrepancies in construction plans, and revisions to bid schedule quantities including increases to access roadway stone from 80 to 700 tons and changes to manhole quantities. The addendum specifies that the WVDEP will provide lift station pumps, while contractors are responsible for all connections, controls, and startup coordination. Specifications emphasize the use of HDPE and PVC materials for piping, detectable underground utility marking tape for all lines, and stainless steel or epoxy-coated equipment components in corrosive AMD environments. All electrical work for Projects 1 and 3 must integrate with Mon Valley Integration (MVI) systems, though engineer-approved equal alternatives may be evaluated post-award. Contractors are required to provide comprehensive as-built documentation in both paper and electronic formats, including CAD files in AutoCAD 2017 format, equipment manuals, and fiber optic testing documentation.

Addendum #1 - Questions During The Pre-Bid Conference For

Viking Coal, Permit UO-519; Preston Energy, Permit UO-235;

Rockville Mining, Permit S-91-85

Muddy Creek Restoration Projects 1, 2, 3 & 4

The following questions were identified at the Pre-Bid Conference (PBC) conducted on-site on

July 13, 2017 and questions received from DEP Procurement. The answers and clarifications provided herein take precedence over verbal answers at the PBC and previously provided specifications and descriptions provided in the Solicitation should there be any conflicts between the two.

Q 1: Regarding the specifications section 11-00, page 1, this section calls for Mon Valley

Integration to provide controls and other materials for these jobs, and is to be bid as such.

With the provision of possible after award approved alternates, Engineer approved equals.

However no other firm or equal is listed. In addition to basically making the equipment to be provided by Mon Valley a proprietary spec. The specification go on and require/instruct that the equipment and all associated electrical work, conduit, wire and other associated materials and labor must be provided and performed by Mon Valley.

This is giving this company a mortal lock on the electrical work for this job, in addition to the equipment they are providing. Without any consideration of the price to be quoted.

The owner negotiating a up front price for equipment is one thing, but locking the contract up with no competitive bidding on the other related electrical work is giving them a monopoly for this job. I was going to quote the electrical work as a sub to the general contractors, but per the way these specs are written I cannot.

A 1: The Specification is written to allow Engineer approved equals to be installed. Engineered approved equals shall be evaluated according to Special Provisions Section 0-13

Alternatives (Engineer Approved Equal). The specification is written to provide compatible hardware for communication and control between existing and future equipment.

Technical Specification 11-00 Electrical Installation Requirements Section 1.5 heading has been revised to read “Other Items Furnished by Contractor”.

Q 2: Is all excavation for the geotube pad, incidental to the geotube pad line item?

A 2: Yes.

Q 3: Is there prevailing wages on this job?

A 3: No, none in the State.

Q 4: Is there any flexibility in the bid dates?

A 4: Yes, Projects 1 & 2 will have a bid closing date of July 20, 2017 and Projects 3 & 4 will have a bid closing date of July 25, 2017.

Rockville Mining, Permit S-91-85

Muddy Creek Restoration Projects 1, 2, 3 & 4

Q 5: Does the existing manhole across the new T&T plant, have a pipe stubbed through to tie project 2 into?

A 5: Yes, there pipe is stubbed out approximately 2 feet. The conduit is stubbed up beside the manhole.

Q6: On Project 4, is there only one cable on the Ruth Belle side, to be installed to the control building?

A6: Yes, this is the flow transducer cable. The cable will be approximately 700 feet long to run in the conduit back to the control building at T&T. The contractor must provide approximately 320’ of 1” conduit from the flow meter manhole to the existing manhole.

The cable will be single pair 16 AWG instrument cable.

Q7: Are the project breaks spelled out?

A7: The breaks are clarified in the project clarifications at the end of this addendum.

Q8: How much excavation is there for the geotube pad and does the cut and fill balance out?

A8: The total cubic yards for the geotube pad is unavailable, but it did balance out.

Q9: Is the contractor allowed to bore under Rt. 26 at an angle?

A9: Yes, and the directional bore has been Permitted.

Q10: Would the DEP consider open cut in place of the bore and jack at the Dream Mountain entrance crossing?

A10: No.

Q11: Is there an existing access road north of the Dream Mountain sign, where the permanent access road is to be constructed? Does it stand out?

A11: Yes, about 300 yards North of the Dream Mountain sign.

Q12: What about supersilt fence?

A12: All supersilt fence has been changed to the Standard Silt Fence.

Q13: What size is the gas lines that must be crossed?

A13: See Special Provision 0-0 for the gas company contact information. The exact size of the gas lines are not known.

Rockville Mining, Permit S-91-85

Muddy Creek Restoration Projects 1, 2, 3 & 4

Q14: Will the DEP approve HDPE wetwells and valve vaults on Project 1 Lift Station?

A14: Due to the very low pH AMD, HDPE wetwells and valve vaults will be approved. Also, cast in place will be approved. However, if the contractor decides to use cast in place, a resteel design and mix design inclusive of additives must be submitted to and be approved by the WVDEP.

Q15: How many cubic yards of cut are on project 4?

A15: Approximately 20,000 cubic yards.

Q16: What is the required compaction on project 4?

A16: At least 90% of Standard Proctor maximum dry density at a moisture content of not less than 2% below nor greater than 3% above optimum.

Q17: Will drilling and shooting be permitted on project 4? Or does it need to be hoe ramming?

A17: Due to the proximity of homes and US Route 26 to the work, the DEP will permit only hoe ramming.

Q18: If Southwestern pays for the lift station pumps, do they add funds to pay a tech to do the startup and make adjustments to the pumps?

A18: The WVDEP shall supply the lift station pumps. The Contractor shall be responsible for all connections both electrical and plumbing. The Contractor will be responsible for the pump controls and the WVDEP will arrange pump start-up with the pump manufacturer or supplier.

Q19: Is all the work on the Ruth Belle portion of the project in the field?

A19: Yes, that is correct. The mine seals are on the edge of the field and behind the cabin and the pipe work is in the open areas and down through a small section of woods just below the cabin.

Q20: Can a valve be used at MH-5 instead of a removable plug?

A20: No. The plug system shall be approved by WVDEP prior to installation.

Q21: Where the 18” line goes to the existing T&T manhole, can the conduit be placed in the same ditch?

A21: Yes, and the conduit would tie into the existing conduit at that manhole.

Rockville Mining, Permit S-91-85

Muddy Creek Restoration Projects 1, 2, 3 & 4

Q22: Will there be access to the Ruth Belle project through the existing gate?

A22: Yes, there is a DEP lock on the gate and a key will be provided.

Q23: Please also verify the size of the geotextile tubes needed. The technical specifications mention only 7 ea 45’ circumference x 145’ long tubes, but the plans indicate otherwise.

I also noticed that the technical specifications alluded to a scour apron which would normally be used in marine/coastal protection projects but does not seem applicable here since you are dewatering on an impervious liner. Please clarify.

A23: The geotube specification is correct. The tubes are 145’ long with 45’circumference.

The plans show the direction of the geotubes laying in the direction of the length showing

144’, this is OK. The specification does call for a scour apron which is not needed in this application. The scour apron can be deleted from the project.

Q24: At the prebid it was mentioned that we would only be responsible to run pipes & valves to Geotube Pad #1. Plan sheet 52 shows pipes and valves to Geotube #2 also. Is what is shown on Sheet 52 future? Or are we responsible to furnish & Install the pipes & valves to Geotube 2 as is shown on SHt 52 as part of this contract.

A24: Sheet 49 and 52 of the Plans have been revised. Both Geotube Pads are to be constructed with the 6” HDPE sludge line to both pads and the underdrain systems in both pads.

Geotube Pad 1 will have the manifold, valves, layflat hoses and all associated fittings.

Geotube Pad 2 will be for future sludge disposal.

Q25: Who is the manufacturer / supplier for the Siphon Tank shown on SHT 72?

A25: HD Supply

Q26: 1) Is the Seep Collector profile line shown on Sht 16 from Siphon Tank to MH

3supposed to be 8" hdpe dr17 as shown on sht 16 ? Or 8" PVC as shown on sht 29?

2) Is the Seep Collector profile line shown on Sht 16 from MH 3 to Ex. T&T Phase 1 supposed to be 4" hdpe dr17 as shown on sht 16 ? Or 8" PVC as shown on sht 29?

3) MH 2 & 3 at sht 16 says "with Flange T for access. Please provide detail?

A26: 1) Sheet 16 has been revised. The Siphon Tank line is 8” HDPE from tank to MH3.

2) Sheet 16 has been revised. The line from MH 3 to existing flange is 4” HDPE.

3) Flange T should be a sanitary T for jetting purposes. The “T” will be welded to pipe inside of the manholes with a blind flange on the top of the “T”.

Q27: 1) Please provide correct dimensions for Geotube Pad 2. Plan sht 51 sect c-c calls for

144'. This dimension is clearly wrong as it scales approx. 267' on sht 16.

Rockville Mining, Permit S-91-85

Muddy Creek Restoration Projects 1, 2, 3 & 4

2) Please provide correct dimensions for Geotube Pad 2. Plan sht 51 sect d-d calls for

146'. This dimension is clearly wrong as it scales approx. 154' on sht 16 & the fact that the pipe on the bottom on sht 50 calls for 150.5'.

A27: 1) Sheet 51 has been revised. The dimension is 267’.

2) Sheet 51 has been revised. The dimension is 156’.

Q28: What does Bid Item 8 Access Roadway Stone 80 TON pertain to?? Is it supposed to be for the Access Road that runs from RT 26 to the Siphon Tank?? If so, the quantity is way too light. Please advise.

A28: Bid Schedule 2 has been revised. The Access Roadway Stone has been increased to 700

TON, the original 80 TON was for the Access Road on the Ruth Belle side, east of the

T&T project. The additional 620 TON is for the road to the Siphon Tank.

Q29: In reference to the line from the siphon tank to the existing flange from TNT sheet 16 shows 4” HDPE from the flange to MH 3 and 8” HDPE from MH 3 to siphon tank the profile on sheet 29 shows all 8” PVC what is required and how is this 401.00 lf of line payed under.

A29: Sheet 16 and 29 have been revised to show all HDPE and is incidental to the siphon tank.

Q30: Can you provide detail drawing or additional information for the 18” flow meter manhole with ultra-sonic head required. The manhole is located between MH p-4 and MH p-5.

A30: Sheet 55 has been revised to show the detail for the 48” Fiberglass metering manhole with 18” flume and the location of the Drexel Brook ultra-sonic transducer.

Q31: There are 2 pipe penetrations "O" & "B" shown at the siphon tank. There is no piping shown on any of the Contract drawings showing where these 2 lines are going to be piped

to. So, I assume that these lines will just be capped/blind flanged off on the outside of this tank. Is this correct?

A31: This is not correct. “O” is an eight-inch overflow line that shall tie into line “C” the AMD siphon box discharge. This can immediately tie in outside of the siphon tank. Line “B” is an eight-inch bypass line. This line shall tie into line “C” at a point in which the elevation is lower than the invert elevation of the bypass line “B” leaving the siphon tank. All associated piping and bypass valve is incidental to the siphon tank.
