About this file
This document is a Statement of Work (SOW) for an Inter-Governmental Service Agreement (IGSA) Capital Improvement Repair and Maintenance project between the City of Center Line and the United States Army Garrison - Detroit Arsenal. The project involves installing a roof-mounted photovoltaic (PV) array on Building 229 (B229), which is scheduled to have its roof replaced in spring 2025. The project is being solicited as Subject to the Availability of Funds (SAF), with proposals valid for 60 days from the opening date. The total project duration is estimated at 220 calendar days, with key milestones including project schedule submission within 5 days of Notice to Proceed (NTP), various plans submitted within 14 days of NTP, and construction substantially complete 30 days prior to final completion.
The project requires the contractor to provide all labor, materials, and equipment to install the PV array in coordination with the roof replacement, ensuring the roof warranty remains valid. Walkway mats compatible with the roof membrane must be installed. The project aims to assist the Army in meeting energy initiatives, with subcontractors required to have completed at least two similar projects. No government-furnished property is involved, and the contractor is responsible for providing all utilities, support services, and necessary permits. Environmental considerations include a requirement to recycle 60% of construction and demolition waste, comply with safety regulations, and prepare an Environmental Protection Plan. Specific safety training, including AT Level I awareness, iWATCH, and OPSEC training, is mandatory for all contractor employees.
