About this file

This document is an Appendix E for an orderpicker truck procurement at Grissom Air Reserve Base (ARB), Indiana, located in Building 209. The specification details the requirements for one orderpicker truck, with an option for a second truck, to be installed in a warehouse storage system. The truck must have a 3,000-pound load capacity, 24V power, lead-acid battery, and a standing operator configuration, with specific performance requirements including a 144-inch lift height, 5.0 MPH unloaded travel speed, and 3.0 MPH maximum loaded travel speed.

The document includes comprehensive technical specifications covering operational capabilities, safety features, and charging requirements. Key safety features include a deadman brake, overload protection, hinged operator restraint side rails, full body safety harness, and embedded wire guidance system. The procurement includes a battery charger compatible with a 240-volt power source and requires training in accordance with ANSI B56.1 standards. The appendix also outlines seven detailed quality assurance tests that the orderpicker truck must pass, including endurance testing, safety mechanism verification, and charging demonstration.

Grissom ARB, IN – Appendix E - Page 1 of 4

1. GENERAL SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for an orderpicker truck at Grissom ARB, Building 209. The work shall be completed in accordance with this appendix, the Cover Purchase Description (PD), and Air Force (AF) Drawing VGR301-01. This appendix covers all equipment, materials, and labor necessary to complete the installation of the system.

2. APPLICABLE DOCUMENTS

Applicable documents shall be in accordance with Section 2 of the Cover PD as well as conform to ANSI B56.1 Safety Standard for Low, High Lift Trucks.

3. REQUIREMENTS

3.1. SYSTEM DESCRIPTION

One orderpicker truck shall be provided and installed to interface with the pallet rack and bin shelving shown on AF Drawing VGR301-01. The operator's platform shall travel vertically to permit picking of property at any storage level within the system. One additional orderpicker truck with the same specifications shall be an option to be exercised funding permitting.

3.2. CHARACTERISTICS

Orderpicker truck shall confirm to the following requirements

3.2.1. REQUIREMENTS

• General Requirements o Minimum Rated Load Capacity: 3,000 pounds at 24-inch load centers o Minimum Power: 24V o Minimum Amp Hour: Continuous eight hours of operation o Battery Type: Lead Acid o Operator Type: Standing o Lift Height: 144 inches to top of forks o Maximum Collapsed Height: 120 inches o Fork Dimensions: 36 [L] x 3.5 [W] x 1.25 [T] inches o Fork Adjustments: Adjustable on max 2 inch increments o Minimum Travel Speed (unloaded): 5.0 + 2.0 MPH o Minimum Travel Speed (max load): 3.0 MPH o Maximum Travel Speed (when operator platform is raised 24 + 6 inches): 2.0 + 0.2 MPH o Minimum Raising Speed: 45 ft/min with rated load o Maximum Lowering Speed: 30 ft/min with rated load o Load Stability: No jerky movements that would displace load

Grissom ARB, IN – Appendix E - Page 2 of 4 o Operator Stability: No excessive sway when positioning load at max height

• Braking System o Type: Mechanical and/or Electrical o Braking Application: Caster and Drive

• Operational Capabilities o Wheel Type: Non-marking wheels o Aisle Operation: Must be able to operate with a 40 x 48-inch pallet within 66 inch aisles o Speed Control: Capable of plugging, slowing speed by reversing the speed control o Wire Guidance: Capable of automatic embedded wire guidance movement within aisles o Embedded Wires: Installed as part of orderpicker system within each narrow aisle row as shown on AF Drawing VGR301-01.

o End of Aisle Slowdown: Method for automatically slowing truck as it reaches end of aisle

• Safety Features and Indicators o Hour indicator o Battery charge indicator o Highly visible red/amber flashing lights o Horn o Working spotlight o Operator compartment fan and light o Aisle lighting o Dead man brake o Overload protection to prevent lifting loads greater than 110% of the rated capacity o Lift limit switch with override o Hinged operator restraint side rails with lockout capability o Operator compartment overhead safety guard with labeled anchorage point o Full body safety harness o Auxiliary lowering device o Accessible from ground level o Not require use of tools for access or operation o Lower speed (min/max): 40 ft/min, 100 ft/min o Fire extinguisher o Window or wire mesh between operator’s compartment and mast

Grissom ARB, IN – Appendix E - Page 3 of 4

• Charging Requirements o A compatible battery charger shall be installed as located on AF drawing

VGR301-01 and shall be in accordance with NFPA 70.

o On-board charger shall be compatible with a 240-volt power source.

o Chargers shall comply with NEMA IB 6-83 standards.

• Training o Training shall be provided in accordance with ANSI B56.1 standards

4. QUALITY ASSURANCE PROVISIONS

4.1. INSPECTION

The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the cover PD. These inspections shall be completed as part of the system checkout test and again as part of the quality conformance test.

4.2. TESTS

The following tests shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

No. Description Result

1. The orderpicker shall be tested for four hours as registered by the hour meter. It shall have a fully charged battery before testing begins.

The orderpicker shall be tested while carrying a maximum load, and shall be driven down all aisles of the rack system. The orderpicker fails the test if it is not capable of interfacing with each shelving position in the system.

☐ Pass ☐ Fail

2. The side rails for the orderpick shall be raised and locked into position.

The operator shall attempt to operate the orderpicker. If the operator is able to operate the orderpicker with either side rail in the raised position, the orderpicker fails the test. If either side rail will not remain in the raised position, the orderpicker fails the test.

☐ Pass ☐ Fail

3. The operator shall attempt to activate the orderpicker while not standing on the deadman brake. If the orderpicker activates either vertically or horizontally the orderpicker fails the test.

☐ Pass ☐ Fail

4. The orderpicker shall be loaded with a pallet load in excess of 3,300 pounds. An operator shall attempt to lift the load. If the orderpicker can lift the load, and the overload valve does not open, then the orderpicker fails the test.

☐ Pass ☐ Fail

Grissom ARB, IN – Appendix E - Page 4 of 4

5. The platform shall be raised to a height of 10 feet above the warehouse floor with a 3,000-pound load. The auxiliary lowering control will be activated and the descent of the platform timed. If the lowering speed is not in the range of 40 to 100 fpm then the system fails the test. The test shall be repeated four times and the speed shall be calculated as follows:

Lowering speed (fpm) = 600/Average time in seconds

6. The orderpicker shall be raised until the lift limit switch stops vertical travel. The operator shall attempt to move the orderpick in the horizontal direction. The operator shall use the override button to lift above the limit switch setting to full lift height. The orderpicker fails the test if the limit switch does not stop the vertical travel or if the orderpicker is able to move horizontally at or above the limit switch setting. The orderpicker also fails the test if the operator is not able to override the limit switch and raise the orderpicker to full lift height.

7. The Contractor shall demonstrate the charging of the battery. If the battery cannot be charged, the orderpicker fails the test.
