About this file
This document is an appendix detailing typical non-routine tasks for re-cabling of traction elevators. It specifies technical requirements and work procedures for elevator maintenance contractors.
The scope of work includes providing new preformed and pre-stretched hoisting ropes that comply with ASME A17.1 Section 2.20.3 safety factor requirements, with flexible construction traction steel and lubricated fiber core. Contractors must shorten hoist cables to provide required counterweight clearance per ASME A17.1, accounting for counterweight block distances. All sheaves must be inspected before cable ordering, with defective conditions reported to the Contracting Officer Representative (COR) or Authorization Jurisdiction Representative within two work days. New governor cables must be provided per manufacturer specifications with COR approval of cable samples. The work requires compliance with ASME A17.1 requirements for counterweight and car run-by procedures and anti-rotation devices. All equipment must be tagged with engraved or stamped identification on corrosion-resistant metal, including hoist rope cable tags, governor cable tags, and car/counterweight tags. Contractors must furnish and maintain catch platforms, lights, barriers, weather protection, warning signs, and a Barricade Plan submitted for COR approval. Fire extinguishers must be maintained within sight during cutting or torching operations. Upon completion, contractors must clean machinery spaces, elevator pits, hoistways, and car tops of grease, lubricant, dirt, and dust, remove packaging materials daily, and touch up any damaged factory-painted surfaces. Contractors are responsible for removal of existing equipment with proper shoring and bracing and assume liability for damage to existing structures caused by re-cabling work.

APPENDIX C
Typical Non-Routine Tasks For Re-Cabling of Traction Elevators
1. Hoisting Ropes: Provide new preformed and pre-stretched hoist ropes of proper size, length, and number. Hoisting Ropes shall be designed for elevator service, with flexible construction traction steel with lubricated fiber core; sized and provided with number of strands to suit load imposed. Ropes shall be free of kinks, displaced, or broken wires. As a minimum, the ropes shall comply with the factor of safety requirements of ASME A17.1, Section 2.20.3.
2. Shortening of Cables: Shorten hoist cables so as to provide required counterweight clearance as dictated by ASME A17.1 as specified in each Task Order.
3. Counterweight Blocks: When counterweight blocks are encountered, take the additional distances these blocks incur into the calculation of the necessary length the cables need to be shortened by.
4. Sheaves: Inspect all sheaves on elevator(s) to be re-cabled before ordering cable and scheduling elevator(s) for re-cabling. Provide a report within two (2) work days of inspection on any defective sheaves. The Contractor shall submit the report to the COR or an Authorization Jurisdiction Representative describing the condition and need for re-grooving and/or replacement.
5. Governor Cables: Provide new governor cables of proper size and material per manufacturer’s recommendation and governor data tag. Cable shall be free of kinks, displaced, or broken wires. Contractor shall provide a sample of the cable to the COR or Authorization Jurisdiction Representative for approval.
6. Counterweight and Car Run-by: Contractor shall comply with requirements for car and counterweight run-by as defined in ASME A17.1, Section 2.4.
7. Anti-Rotation Devices: Contractor shall comply with requirements for anti-rotation devices as defined in ASME A17.1, Section 2.20.9.8.
8. Tags: All tags shall either be engraved on contrasting background or stamped on corrosion resistive metal per ASME A17.1.
i. Hoist Rope Cable Tag;
ii. Governor Cable Tag; and
iii. Car and Counterweight Tag.
9. Preparation and Protection
9.1 Protection: Furnish, erect, and maintain catch platforms, lights, barriers, weather protection (if required), warning signs and other items as required for proper protection of the public, technicians engaged in the work, and adjacent areas.
The following Barricade Plan shall be submitted to the COR for approval:
i. Provide and maintain temporary protection of the existing structure designated to remain where work is being done, connections made, materials handled, or equipment moved; and
ii. Maintain adequate fire extinguishers within sight of the work at all times when any cutting or torching operations are performed.
9.2 Debris Containment: Take necessary precautions to prevent grease, lubricant, dirt, or dust from re-cabling work in public areas.
10. Cleaning
10.1 Machinery Space: After re-cabling is completed, clean machinery space equipment and floor of dirt, oil, and grease.
10.2 Elevator Pit, Hoistway, and Car Top: After re-cabling is completed, clean elevator pit, hoistway, and car top of any grease, lubricant, dirt, and/or dust. Keep work areas orderly and free from debris during the performance of work. Remove packaging materials on a daily basis as equipment is installed. Remove all loose materials and filings resulting from work.
10.3 : Touch up damaged factory-painted surfaces with original paint and color.
11. Removal of Existing Equipment: Perform removal and alteration work as indicated, with due care, including all necessary shoring, bracing, etc. Contractor will be held responsible for damage, which may be caused by such work, to any part or parts of existing structures.
