About this file
Appendix 2 is a location reference document for the Maryland Department of Juvenile Services (DJS) detailing community office addresses and contact information organized by three geographic regions: Eastern, Capital South, and Western. The Eastern Region encompasses eight counties (Caroline, Cecil, Dorchester, Queens Anne's, Kent, Somerset, Talbot, Wicomico, and Worcester), the Capital South Region includes six counties/jurisdictions (Calvert, Charles, Prince George's, Montgomery, St. Mary's, and Upper Marlboro), and the Western Region covers five counties (Carroll, Frederick, Allegany, Garrett, and Washington). These office locations serve as delivery points for behavioral health evaluation services under the related procurement for community-based behavioral health evaluations for adjudicated and pre-adjudicated delinquent youth ages 12-20. Bidders responding to the related Invitation for Bids must select one of the three regions and commit to covering all counties within that region. The contract term runs five years from June 1, 2026 through May 31, 2031 with no renewal options, with bids due April 1, 2026 at 2:00 p.m. and a virtual pre-bid conference scheduled for March 18, 2026 at 11:00 a.m.
The Department intends to award up to three contracts, one per region, on a fixed-price basis with no federal funding involved. Services may be delivered at contractor offices, youth homes, or local DJS offices with approval, with virtual evaluations billed at a 20% reduction from in-person rates. A 5% Minority Business Enterprise subcontracting participation goal applies, with MBE-certified prime contractors permitted to self-perform 2.5% of the requirement and fulfill the remaining 2.5% through certified MBE subcontractors. Staffing requirements include current Maryland licensure, with psychologists requiring at least two years post-doctoral experience evaluating adolescents and psychiatrists requiring at least two years post-fellowship experience. Insurance requirements include Commercial General Liability ($1 million per occurrence/$3 million aggregate), Professional Liability ($1 million per claim/$3 million aggregate), Cyber Security/Data Breach ($5 million per occurrence), and Workers' Compensation coverage. All personnel must complete CJIS criminal background checks prior to assignment, with individuals convicted of crimes against property, theft, fraud, crimes against public administration, or violence prohibited from service. Written questions are due March 25, 2026 at 2:00 p.m.
