1.0 General Information.
1.1 Overview. Heating and Cooling Services provide steam, hot water, chilled water for heating, cooling, domestic hot water, and facility processes using Government-owned central heating and cooling plants, and distribution systems. The Fort Wainwright Heating Plant is operated through a privatized company and the contractor will have no responsibility for the heating plant.
1.2 Air Pollution Regulations. The Contractor shall operate all mechanical rooms in compliance with all Federal, State, and local air pollution regulations. The Contractor shall address all non-compliance issues immediately to the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR).
2.0 Description of Services.
2.1 Scope. The Contractor shall operate all mechanical rooms and systems (steam meters, automatic tank monitoring system, boilers, and furnaces) used in the production of domestic heat (including the provision of unscheduled services) as directed by the
COR/ACOR.
2.2 Heating and Boiler Plant Staffing. N/A
2.3 Operation of Mechanical rooms. The Contractor shall operate the steam/hot water mechanical rooms listed in TE 57. Operation of these plants includes start-up and shutdown of heating equipment; operator maintenance and inspection (maintenance required to operate mechanical rooms on a daily basis; e.g., during operational visits ensure the plant is operating properly). Operation also includes keeping required logs, correction of improper operating conditions, and making minor adjustments to the plant and equipment and keeping mechanical rooms clean.
2.3.1 Unattended Mechanical rooms. The Contractor shall operate all unattended mechanical rooms listed in TE 57. Operation of these plants shall include seasonal start-up and shut down of heating equipment.
2.4 Central Boiler Plants. N / A
2.5 Summer Overhaul. N / A
2.6 Idle Standby Boilers. N/A
2.7 Inspections. See TE 54.
2.8 Boiler/Furnaces/Water heaters. Boiler/Furnaces/Water heaters provide hot water and heat to the facilities. The contractor shall provide PM to this equipment IAW TE 54.
Corrective maintenance beyond minor corrective repairs conducted during PM will be conducted by DMOs.
2.9 Boiler Water Treatment Chemicals. N / A

2.11 Prepare Boilers and Coordinate Boiler Inspections. N/A
2.12 Boiler Plant Calibration. N/A
2.13 Emergencies. The Contractor shall inform the COR/ACOR within thirty (30) minutes of shutting down any boiler or furnace for repairs. The Contractor shall provide 72 hour advance notice of planned repairs that require the shutdown of any boiler or furnace. If permanent repairs cannot be completed within 24 hours, the Contractor shall analyze the occupancy, use of facility and provide temporary hot water, when needed and directed by the COR. Contractor shall provide the COR with daily updates on the status of water heater, furnace, or boiler failures until temporary hot water has been provided or the system is fully operational again.
2.14 Operational Considerations. N/A
