COMMERCIAL SERVICES

1.1. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, DoD Source Selection Procedures dated 31 March 2016 as supplemented.

1.1.1. This requirement is solicited as a competitive, total small business set-aside for commercial services under NAICS Code 561210 – Facilities Support Services; Size Standard of $41.5M. Offers are solicited only from small business concerns.

1.2. Notice To Offeror(s). Funds have been programmed but are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any proposal preparation costs.

1.3. Offerors shall acknowledge awareness of all amendments to the solicitation by signing and dating Page 1 of each Standard Form 30, Amendment of Solicitation/Modification of Contract, and include it in Volume III, Price, of the proposal.

1.4. Proposals in response to this solicitation shall be valid for 240 calendar days.

1.5. Instructions of the RFP provides general guidance for preparing proposals as well as specific instructions on the format and content of the required proposal volumes. Proposals must include all data and information requested in the RFP.

1.6. No contractor support will be used during the proposal evaluation process.

1.7. Offerors submitting a proposal as the prime Offeror in response to this solicitation are not permitted to submit a separate proposal under which they would be a Subcontractor, or team member to another prime. Subcontractors are permitted to support multiple primes.

2 FORMAL COMMUNICATIONS

3 SUBMISSION OF PROPOSALS

3.1.1. The Solicitation Module is a vendor portal for solicitations within the PIEE platform to automate and secure the process for capturing solicitations, attachments, and responses from industry. The Government strongly recommends that offerors familiarize themselves with the system: both for retrieving information and to enable them to submit their offers in a timely manner.

3.1.2 The offeror shall establish a Proposal Manager account in sufficient time to access documents and submit offers within the RFP’s submission deadline. The offer closing date and time is identified in Block 8 on the Standard Form (SF) 1449. Do not use the PIEE Solicitation Module to submit classified information. Offerors are strongly encouraged to plan accordingly, submit proposals well in advance of the designated submission deadline, and ensure affirmative receipt of proposals. After successfully adding the Offer, a success message of the submission will be displayed in the Solicitation module and the offer display will collapse. The “message of submission”, a red lined box, will be your confirmation and should state something like: “The offer was submitted on 2021-09-22 10:51:07 AM Eastern Daylight Time (2021-09-22 15:51:07 UTC) by Proposal Manager. Please print this page and maintain for your records.” The Solicitation Module automatically tracks the date and time of all submissions. Proposals not received by the designated submission deadline will be regarded as “late” and will not be considered (see FAR

15.208 for further information regarding late proposals).

3.1.3 Offerors are cautioned that individual document size limitations for the PIEE “Solicitations” module are 1.9GB per file; however, there is no maximum total size or quantity limit associated with the collective documents.

3.1.4 Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in an unacceptable proposal that the Government eliminates from consideration for award. The Government will not accept any changes to offerors’ proposals after the closing date of this solicitation.

4 DISPOSITION OF UNSUCCESSFUL PROPOSALS. In compliance with FAR Subpart 4.8, the Government will retain one copy of all proposals.

5 PROPOSAL PREPARATION INSTRUCTIONS

5.1. The instructions below prescribe the format of proposals. The proposal shall include all of the information requested in the specific instructions. Failure to include all information requested may adversely affect the evaluation.

5.2. A proposal that is orderly and sufficiently documented will enable the Government to easily understand and perform a thorough and fair evaluation. The Government may incorporate into this contract, by reference or full text, portions of the successful offeror’s proposal submitted in response to this solicitation as revised and supplemented through the final proposal revision.

5.3. Proposal Format. A complete proposal consists of four (4) separate volumes: Technical, Past Performance, Property Management, and Price. To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with no cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume and/or section will be assumed to have been omitted from the proposal.

5.3.1. General Page Instructions. Page size shall be 8.5 x 11 inches unless stated otherwise within this document.

Pages shall be single spaced, and the text size shall be no less than Microsoft Word Times New Roman 10-point font, single column, normal proportional spacing and one inch (1”) margins (top, bottom, left and right). The text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman 10-point font.

Text lines and table lines of text shall be single-spaced. All pages provided by the offeror in excess of the stated limitations will not be evaluated. These page size and format restrictions shall apply to responses to Evaluation Notices (ENs) if determined necessary.

5.3.2. Table, Chart, and other graphics Instructions. Legible tables, charts, graphics, figures, etc. may be used where a single 8 ½” x 11” page cannot accommodate a table or other graphic. These displays shall not exceed 11” x 17” in size and they shall not be used for pages of text. Each 11” x 17” page shall count as 1 page and are included in the page count, with exception of items stated in 6.3.5. Text shall be no less than 10 point Times New Roman Font, and margins shall be no less than ½ inch on all sides unless stated otherwise within this document.

5.3.3. Submission Format. The Offeror shall submit each non-cost/price volume in electronic format readable by Microsoft (MS) Office Word 2016 or Adobe PDF. The cost/price volume shall be submitted in Microsoft Excel format with formulas intact. Each proposal volume (except price/cost) shall be in a single searchable file, with copy/paste capability. Offerors shall label each document with the volume and section numbers to which it belongs.

This will provide organizational structure and allow rapid location of all portions of the proposal. The offeror shall use the following labeling format for their submissions: [Offeror Name]_[Volume #-Section #]_[Document/File Name]: i.e., Acme_III_Price].

5.3.4. Organization/Page Limit/Closing Date. Information submitted shall not exceed the page limits stated below for each volume. Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the pages in excess of the limit will not be considered as part of the evaluation.

5.3.5. Pages Not Included in Page Count. The organizational chart, acronym list, cross reference matrix, and overview section (for exceptions) will not be included in the page count. Covers for volumes, tables of contents, indices, title pages, and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, e.g., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.

5.3.6. Proposal Markings. Proposals shall be marked in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information. Additionally, the bottom of each page that the individual believes contains source selection information shall include the legend "Source Selection Information -See FAR 2.101 and 3.104." Offerors shall not include proprietary markings on attachments and documents that will become a part of the contract (i.e., 10.2. Proposal Documentation.)

6 EXCEPTIONS

6.1. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. If offerors find it necessary to take exception to any of the requirements specified in this solicitation (to include the PWS and attachments), clearly identify each exception at the front of the appropriate volume along with a complete explanation of why the exception was taken and the resulting benefit to the Government as well as its impact, if any, on the performance, schedule, price and specific requirements of the solicitation. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Offerors are cautioned that taking an exception may render the offer ineligible for award.

6.2. If the offeror takes no exception to the stated requirements, a statement to this effect shall be included at the front of the subject volume. The Government will consider the absence of a stated exception at the front of the subject volume to mean the offeror takes no exception to the solicitation and the proposal will be evaluated as submitted.

7.1. To facilitate evaluation, the Technical Volume shall be specific, detailed, and complete to clearly and fully demonstrate that offerors have a thorough understanding of the requirements to accomplish the effort. This volume of the proposal shall consist of the offeror’s technical approach, addressing risk management or mitigation strategies, if applicable. The offeror shall provide a clear and concise description of how the offeror plans to meet or exceed the requirements of the RFP, specifically identifying any innovations or efficiencies that would result in cost reductions, cost avoidance, or qualitative improvements resulting in a benefit to the Government in relation to the PWS and the technical evaluation subfactors. The Source Selection Authority, in consultation with the Source Selection Team, is the sole arbiter of whether or not qualitative improvements represent a benefit to the Government. Statements that offerors understand, can, or will comply with the PWS (including referenced Army publications, etc.), statements paraphrasing the PWS or parts thereof (including applicable Army publications, Technical data, etc.), and phrases such as “standard procedures will be employed” or “well known techniques will be used” etc., will be considered unacceptable. Offerors should note that data submitted prior to the proposal submission will not be considered in the Government’s evaluation and such data should not be relied upon or incorporated in the Technical proposal by reference. Offerors shall address the requirements noted in this section by imperative verbs regardless of whether such requirements are preceded by “the offeror shall”. The offeror’s proposal shall, at a minimum, be prepared in a form consistent with the Technical Criteria set forth in the Evaluation Factors for Award, of this solicitation. All information that the offeror deems appropriate to address for this factor and subfactors must be included in the proposal in an orderly format. This section shall not contain any pricing data.

7.2. Cross-Reference Matrix. As part of offerors’ proposals, a separate cross-reference matrix shall be completed and submitted with the Technical Volume. All referenced paragraphs include all subsequent subparagraphs (for example, 5.0 includes 5.1, 5.2, 5.2.1, etc.). Offeror shall fill in the columns related to their proposal. This is only a tool to assist in the proposal preparation process and references to the PWS, Section SF 1449 - Continuation Sheet in the sample matrix below may not reflect actual subfactors and references. Offerors are ultimately responsible for ensuring that their proposal fully addresses all areas and that all requested information is completed in accordance with this solicitation. 7.3. Acronym List. An acronym list shall be provided as an attachment within the Technical Volume.

7.4. Technical (Factor 1). The purpose of section 7.4 is to set forth, in the most comprehensive manner, offerors’ understanding of the program requirements and to demonstrate their ability to meet the evaluation requirements of Evaluation, Factor 1, Technical. The Technical volume shall present a clear, concise description of how offerors plan to meet award requirements and shall not contain any pricing data. All elements and subfactors have to be rated at least acceptable for Factor 1 to be considered acceptable.

7.4.1.1. Subfactor A: Technical Approach (focused on 5 areas):

7.4.1.2.1. Element I: Fire Alarm, Fire Suppression and Building Mass Notification Systems. Describe approach to provide proactive, flexible operations to reduce system downtime and maximize operational availability by addressing the following:

Provide a summarized plan to perform fire alarm, mass notification, and suppression system inspection, testing, preventative maintenance, & repair IAW PWS Annex H, section 2.22.

Describe approach to perform all fire alarm, mass notification, and suppression system inspection, testing, preventative maintenance, root cause analysis, and repair in compliance with the latest edition of the NFPA 72, National Fire Alarm and Signaling Code requirements.

Describe approach to provide certified personnel to perform all necessary tasks associated with PWS Annex H, section 2.22.

Describe technical expertise associated with inspection, testing, preventative maintenance, & repair listed in the PWS Annex H, section 2.22.

7.4.1.2.2. Element II: Snow and Ice Removal and Maintenance of Paved and Unpaved Surfaces. Contractors are cautioned that pavement clearance services constitute a substantial amount of contract performance. In the arctic region, unseasonal snowfalls, periods of heavy snow, and extremely cold temperatures are all prevalent and exist without routine predictability. The Fort Wainwright Area of Responsibility (AoR) is vast and includes an airfield, remote training areas, sidewalks, building entryways, parking lots, paved and unpaved roads. Routinely, this area of service has created the biggest challenges for contractor support. Contractors shall be prepared for clearance services throughout the AoR. As such, contractors are to describe their approach to provide a comprehensive pavement clearance program that meets requirements stated in PWS Annex G (CLS 408) by addressing the following:

Provide a summarized plan to perform paved and unpaved clearance services IAW PWS Annex G Snow, Ice and Sand Removal and identify expertise with providing snow clearance services including the use, identification of, and strategy for securing the heavy equipment, maintaining the snow dumps, de-icing, hauling, and clearing all surfaces. The plan shall identify manpower and equipment necessary to perform all Annex G requirements in AoR.

Provide a summarized plan to perform surfaced and unsurfaced area maintenance and repair IAW PWS Annex J Surfaced and Unsurfaced Areas, and identify expertise and technical capability to provide surfaced (bituminous and concrete, bridge maintenance, airfield, pavement markings, etc.) and unsurfaced (grading, compaction, drainage, fugitive dust control, fire breaks, etc.) area maintenance and repair support.

7.4.1.2.3. Element III: Heating and Cooling Services. Describe approach to provide a comprehensive maintenance and repair of mechanical rooms and heating and cooling equipment that meets requirements stated in the PWS Annex H Paragraph 2.3 and subparagraphs and Annex K:

Describe technical expertise associated with maintaining, troubleshooting, and repairing the heating, ventilation, and air conditioning (HVAC) systems, heat exchangers, boilers, Direct Digital Controls (DDC), and mechanical room equipment.

Describe approach to proactively maintaining and ensuring heat exchangers are operational throughout the winter season. Provide a strategy for obtaining “long-lead” equipment to ensure minimal downtime is encountered in the event of a repair/replacement and for providing temporary heat and hot water during outages.

7.4.1.2.4. Element IV: Facility Maintenance and Repairs. Describe approach to provide comprehensive maintenance and repair of facilities that meets requirements stated in the PWS Annex H.

Describe planning approach and technical expertise to execute the preventative maintenance and between occupancy maintenance programs IAW PWS, while simultaneously executing parallel levels of service.

Describe technical expertise in maintaining facilities and conducting repairs associated with plumbing and electrical.

7.4.1.2.5. Element V: Execution Plan Summary. Contractor to provide a comprehensive execution plan summary, not to exceed 3 pages, that describes the contractor’s approach to concurrently completing the following:

Phase In / Phase Out of contract performance.

Summary Plan should describe the contractor’s strategy to manage resources necessary to simultaneously complete Demand Maintenance Orders, Preventative Maintenance Orders, Project Orders, and Snow Removal Services, including providing personnel in specialty fields and subcontractors as needed.

7.4.2.1. Subfactor B: Management Approach (focused on 2 areas):

7.4.2.1.1. Element I: Program Management & Staffing. Provide an organizational structure and explanation of the proposed program management approach to meet and perform PWS requirements by addressing the following:

Provide an organizational chart that identifies responsibilities, functional relationships (to include teaming partners and subcontractors), and lines of communication.

Describe rationale for selecting key positions to successfully execute the requirements of the program.

Describe the relevant experience and education of the contractor’s proposed key positions in performing work that is similar in nature, scope, magnitude, and difficulty to that required by this effort. Your summary shall include, at a minimum, the following information:

- Position/Title

- Years of Required Minimum Relevant Work Experience (management, supervision, technical)

- Minimum Certifications (as described in Attachment 03 – Personnel Qualifications”)

Provide labor categories, roles, skill levels, number of personnel, and proposed shift or duty schedules required to meet PWS requirements.

Provide proposed staffing processes to ensure all needed personnel resources are provided to successfully accomplish or exceed program requirements.

Describe process to ensure continuation of services and minimal impact to contract requirements during personnel absences due to sickness, leave, voluntary or involuntary termination from employment.

Describe plan for supporting flexible operational schedules and “non-recurring” operations (snow clearance in support of exercises, project orders, event support, etc.).

7.4.2.1.2. Element II: Key Personnel. Describe the relevant experience and education of the contractor’s proposed key personnel in performing work that is similar in nature, scope, magnitude, and difficulty to that required by this effort. Contractors are required to review and meet or exceed the parameters in “Attachment 03 – Personnel Qualifications” when formulating this response.

8 INSTRUCTIONS FOR VOLUME II, PAST PERFORMANCE (FACTOR 2).

8.1.1. Summary. Describe roles of offerors and all subcontractors, teaming partners, and/or joint venture partners requiring past performance information IAW paragraph 8.1.3.

8.1.2. Past Performance Information (PPI) Contract References (see Attachment 1). Offerors shall submit information on any Federal, State, and local government and private contracts most relevant in demonstrating the ability to perform the Base Operations Support Services. This information is required on offeror, subcontractors, teaming partners, or joint venture partners considered critical to overall successful performance. Information for an individual task order, BPA call, delivery order, purchase order, or contract shall be submitted as a separate PPI reference. The offeror shall provide a maximum of three (3) contract references, each with a PPI Sheet identifying active or completed contracts, for the prime offeror.
