About this file

This is Amendment 2 to Solicitation EV00000945, issued by the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) through the Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division, comprising a comprehensive Question and Answer document addressing bidder inquiries regarding the Community Based Prevention Services (CBPS) Program. The RFP solicits proposals to implement evidence-based substance abuse prevention programs across 39 designated Oklahoma counties, organized by priority substance focus areas: opioids, stimulants, alcohol, and cannabis. The original proposal deadline of August 18, 2026 at 3:00 PM CST has been extended to September 2, 2026 at 3:00 PM CST. The vendor question and answer period closed on August 17, 2026. Award is expected October 1, 2026, with contract performance beginning October 1, 2026 through June 30, 2027 for the initial nine-month period, followed by subsequent fiscal years running July 1 through June 30. The contract includes an initial one-year term with four optional one-year renewal periods, potentially extending through June 30, 2031. Bidders may apply for single or multiple counties, with each county requiring separate applications and budgets, though one consolidated application package may be submitted containing county-specific responses.

The total FY27 CBPS budget allocation is $3,172,915.10 distributed across the four funding streams and 39 counties. Each county/priority substance must have a base budget of $75,000, scalable up to $150,000, with Oklahoma and Tulsa Counties eligible for budgets up to $300,000. Federal funds are subject to a 12 percent indirect cost cap, while state funds are capped at 5 percent. The contract employs a 1/12 monthly payment structure based on completed deliverables, with the expectation that monthly payments cover personnel and operating costs. One bidder will be awarded per county, except Oklahoma and Tulsa Counties where a maximum of two bidders may be awarded. Bidders must demonstrate 36 months of prior experience providing similar services, maintain minimum insurance coverage as specified, and identify a Community Based Prevention Services Director and a Project Director dedicating at least 50 percent effort to the contract. All responses must be submitted through the Oklahoma Supplier Portal with mandatory acknowledgment of the amendment prior to the deadline.

DESCRIPTION OF AMENDMENT

a. This is to incorporate the following:

On behalf of the State of Oklahoma, OMES gives notice of the following questions concerning this solicitation, received during the Q&A period, which closed on 08/17/2026 at 3PM. All questions and procurement /agency responses are detailed below:

Questions & Answers:

1. (On attachment A, page 4, it lists the Oklahoma State FY 27 budget is $3,172,915.10). In order to submit budgets (using the cost template) for this application, a). what are the contracted amounts per priority substance/county?

Answer:

Each county must have a base budget of $75,000 and can be up to $150,000. For Oklahoma and Tulsa County the budget can be up to $300,000.

b). Will this be population based per county or should we divide the total budget by 40 contracts= $79,322.88 per award?

Answer:

See the answer to the above question. (Each county must have a base budget of $75,000 and can be up to $150,000. For Oklahoma and Tulsa County the budget can be up to $300,000).

2. Can you give more guidance around using the bidder response template?

Answer: yes We plan to apply for multiple counties/substances. We are housed in two different offices.

a). Should we apply under one large application as an agency, or do two different applications, one per office?

Answer:

Application should be submitted by agency, not by office.

Or b). should we apply by priority substance and do 4 (opioid, stimulant, alcohol, and cannabis)?

mailto:cini.zacharia@omes.ok.gov

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 2 of 16

Answer:

Each county will need its own application.

c). Should we put all of our responses in the excel template as our narrative responses for scope and description rather than doing a narrative pdf document to elaborate?

Answer:

Thank you for your questions and for seeking clarification about the bidder response template. The RFP already includes an Excel response sheet, so please use that to submit all your responses. If you find that the comment sections within the Excel sheet are not sufficient for your answers, you can simply add an extra page to the Excel document. Alternatively, you’re welcome to include a separate, clearly labeled document along with the Excel sheet to provide any additional notes or responses.

3. Are you needing the service or providing the service?

We need the service with our directions.

4. Can an organization(bidder) have more than one bid? For example, could one organization, which covers two separate areas of the state, submit two separate applications?

Answer:

yes

5. Can an organization(bidder) have co-PI's and/or more than one identified CBPS director?

Answer:

yes

6. Once submitted, can the bid be accepted with negotiations or is it all or nothing?

Answer:

The process regarding bid submission and negotiations. Once a bid is submitted, we accept the response from the bidder as it is. After our review, if there are any exceptions, agreements, or negotiations that need to be addressed, we will evaluate those and reach out directly to the bidder as necessary. Please note that nothing additional can be submitted once the bid closes. However, if we require further information or clarification after the bid has closed, we will contact the bidder ourselves.

7. Can a bid be partially funded? For example, if an organization writes 2 counties, can only 1 county be awarded?

Answer:

Bidders must submit a full application and budget separately for each county. It is possible to be awarded funding for one county, but not the other.

8. Does every county proposed need to submit a separate budget?

yes

9. What data was used to determine priority counties, so we ensure our responses highlight that data?

Answer:

15. Are attachments required within the budget in the excel document?

(Question is not clear. To address your question about whether attachments are required to stay within the budget in the Excel document. If you are asking specifically about response attachments, please note that responses always need to remain within the allotted budget. If you find that there isn’t enough space in the Excel sheet to include all necessary attachments, you are welcome to provide them as separate supporting documents. Just be sure to fill out the Excel sheet as requested and then notify the recipient about any extra documents you have submitted.)

16. Vendor XXXX respectfully submits this Request for Administrative Review regarding Solicitation

EV00000945, Community Based Prevention Services Program. Given the scope of this opportunity, Vendor XXXX concerned that the current August 18, 2026, proposal deadline may not provide sufficient time for prospective bidders to develop comprehensive responses.

Vendor XXXX respectfully request that OMES and ODMHSAS consider extending the submission deadline by 30+ days.

Answer:

Amendment 1 Posted with the new changes of the vendor Q&A and the closing date of New Dates:

Vendor Q&A close on 08/17/2026 at 3PM and closing date extending to 09/02/2026 at 3PM

17. Can a bid or multiple bids be submitted for non-priority counties and/or substances?

No, for this bid we are only receiving submissions for the identified counties.

18. Does ODMH have and can they share the full list of ranked counties per substance they used in determining the top 10 list?

Answer:

The supplier cannot share the full list of ranked counties due to those counties not being the priority of focus for this RFP.

19. Can an application be for only those counties that would represent an organizations service area. For example, can an application include only 2 or 3 counties?

Answer:

No. An organization can apply for any county listed and can apply for multiple counties.

20. Does the applicant have to be a community coalition or can a non-profit be the applicant if they are including the coalitions as partners?

The non-profit can be the applicant if they are including the coalition as a partner.

21. If applying for multiple counties, should each county be submitted as a separate application package, or should we submit one application with Tab 1 containing a combined synopsis and the remaining tabs organized by each county?

Answer:

Instructions: BIDDER must provide complete and succinct responses to each item below. Insert your responses into this worksheet directly into the yellow boxes If your response does not fit into the boxes below a clearly labeled response (Attachment #2). will be considered. BIDDER should provide all

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 5 of 16 information necessary to demonstrate BIDDER’s ability to meet the requirements of this RFP and the RFP’s Scope of Work. Responses to the below questions in this Attachment are mandatory and will be evaluated. Failure to respond to any question may result in your proposal being deemed nonresponsive.

Please do not create new tabs, it is our recommendation that you submit an "Attachment #2" for all responses that need more room.

22. We intend to bid for multiple counties being offered. We know there will be competitive bids for some of those counties.

If we combine multiple counties into the bid, but the agency picks our competitors’ offering for a specific county over ours, do we get no contracts for the other counties??

Trying to find out if best to submit multiple bids or combine multiple counties into one bid?

Answer:

If a bid is made for multiple counties, the bidder will be evaluated on each county regardless of if the bidder applies for multiple counties. Therefore, the bidder could still be awarded for another county or counties if they are not awarded for one or others in the multiple county bid.

23. On the Oklahoma Supplier Portal > Event Details > Bidding Event Information page, we see four lines.

Line 4 states, Prevention Services- Community Based Prevention Services- SOS Grant- Federal (July-Sept) (18 Counties)’. Will those counties only be funded for three months?

Answer:

No, the 18 counties for the SOS line grant for (July-September) will be the same counties funded for the SOS line for (October to June).

24. After reviewing the Bidder Response Worksheet and Tab 2, we would appreciate clarification on two items to ensure our submission is structured correctly.

1. Multiple County Submission Our understanding is that a bidder may submit a single application package when proposing services in multiple counties and provide a complete set of county-specific responses in Tab 2 for each county being proposed. The worksheet states that Tab 2 is provided for bidders applying to more than one county and requires a complete set of responses for each county.

Could you please confirm whether:

Question:

a). One application package should be submitted for all proposed counties, with county-specific responses completed within the workbook; or Separate application packages should be submitted for each county?

Answer:

One application package should be submitted for all proposed counties, with county-specific responses completed within the workbook

2. Exhibit 2 Cost Template Question:

a). We are also seeking clarification regarding the budget submission requirements for bidders applying in multiple counties.

Should Exhibit 2 be completed as: One consolidated budget covering all counties included in the proposal; or Separate budgets for each county proposed?

Bidder shall submit separate budgets for each county.

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 6 of 16

PORTAL Question:

b). If separate budgets are required, should they be submitted as separate Exhibit 2 worksheets or as attachments accompanying the Cost Template?

Answer:

Please label these worksheets as "Cost Template Exhibit 3" we are using "Exhibit 2" for expanded bid responses.

3. Exhibit 1

We would appreciate one additional point of clarification regarding Exhibit 1 for bidders applying in more than one county.

Question:

For example, if vendor XXXX is applying for both Craig County and Mayes County, should Exhibit 1 be completed as follows:

Tab 1: County-specific narrative responses (Sections 3.1.1–3.1.9) for one county (e.g., Mayes County); and Tab 2: County-specific narrative responses (Sections 3.1.1–3.1.9) for the second county (e.g., Craig County);

Or Should Tab 1 contain a combined/general narrative, with Tab 2 used only for the additional county responses?

Bidder shall provide a combined narrative in Tab 1, with Tab 2 used only for the additional county responses

25. On Exhibit#3: Mandatory Requirements and Specifications-Section 2. Staffing Requirements:

2.1 states Level of Effort: Bidder shall recruit, hire, and maintain a minimum of one full-time equivalency (FTE) staff, who must dedicate 50% of their time to this contract.

This statement isn't clear and is confusing on what is expected as far as staff on the grant. We just want to verify what the correct interpretation of this statement is.

Question:

A). Does this mean that there must be one person at 50% time along with other staff working on the grant to fulfill the remaining requirements to equal one full-time equivalency staff? or as another option the individual at 100% of time to equal 1FTE staff?

Answer:

Yes, one staff member at 50% is the minimum staff requirement.

Question:

B). Does this mean only one staff member is required at 50% of time with no other staff members required?

Answer:

Yes, one staff member at 50% is the minimum staff requirement.

Question:

C). As it states, there must be a Community Based Prevention Services (CBPS) Director identified.

What percentage of time is required of the named Director?

Answer:

The Community Based Prevention Services Director has no minimum requirement on the percentage of time devoted to the grant.

Question:

26. If we are doing two counties, 3 budgets for Opioid and Marijuana, is there a specific amount to ask for, or should we create our budget based on what we need?

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 7 of 16

Each county/priority substance must have a base budget of $75,000 and can be up to $150,000. For Oklahoma and Tulsa County the budget can be up to $300,000.

Question:

27. What is the timeframe for the budget that we are completing for year 1 of the grant cycle? Is the budget we are submitting supposed to be from October 1, 2026-June 30, 2027, or are we supposed to do a full year budget from October 1, 2026 - September 30, 2027?

Answer:

The timeline for the budget will be October 1, 20226-June 30th, 2027. The next fiscal year and subsequent fiscal years will run July 1-June 30th.

Question:

28. If we are doing a 9-month budget, do we need to do the amount of funds for 9 months or do we need to do the budget for the yearly amount we would like to receive?

Answer:

The bidder’s budget must be based on your proposed yearly amount.

Question:

29. If we are doing a 9-month budget, do we need to do the amount of funds for 9 months or do we need to do the budget for the yearly amount we would like to receive?

Answer:

See answer above. (The bidder’s budget must be based on your proposed yearly amount).

30. An outpatient mental health agency accredited by ODMHSAS.

Asking whether it would be possible to apply for a portion of the contract focused on Hispanic outreach. A large part of their work is with the Hispanic community, and all the therapists and case managers are bilingual, so this is an area they would love to explore. Is this an option and what the next steps would look like?

Answer:

The bidder must be able to provide the entirety of the contracts identified county. Partial bids will not be awarded.

31. When completing the Bidder Response Excel template and we are submitting for more than one county, do we place all of our responses on Tab 2, including a duplication of the first county we apply for on Tab 1? or do we only place the remainder of the counties on Tab 2. (Ex. 3 counties applying for award, County 1 on Tab 1, County 1,2,3, on Tab 2 or County 1 on Tab 1 and County 2 & 3 on Tab)?

Answer:

Tab #2 should be for any counties in excess of one. If you need additional space please use an attachment and label it "Attachment 2 --- County"

32. Is the RFP requiring 3 Letters of Commitment and 3 Letters of Reference or is it a combined 3 Letters? If an agency has overlapping counties within the catchment area, may that Letter of Commitment be used for more than one county if it is specific to the counties where partnerships are or will be established?

Answer:

The bidder must submit 3 letters of commitment/reference for each county. The letter of commitment/reference can be uses for more than one county if it is specific to the counties where the partnerships are established.

33. What is the Contract Award Date?

October 1, 2026

Answer:

October 1, 2026

36. The Agency Bidder Instructions and subsequent documents do not appear to specify a minimum or maximum allowable budget for bids. What are the minimum and maximum budget amounts for bids on this solicitation?

Answer:

Each county/priority substance must have a base budget of $75,000 and can be up to $150,000. For Oklahoma and Tulsa County the budget can be up to $300,000.

37. The Agency Bidder Instructions and subsequent documents do not appear to specify the expected length of the responses for Exhibit 1 Sections 3.1.1 though 3.1.9. The instructions do say that an attachment can be provided and referenced in exhibit 1 if answers do not fit the area provided; however no expected length is defined. What is the expected or allowable length for responses to Exhibit 1 Sections 3.1.1 though 3.1.9?

Answer:

We do not have an expectation of the length, as long as the question is answered properly.

38. The Agency Bidder Instructions and subsequent documents do not appear to specify if the cells provided in Exhibit 1 for sections 3.1.1- 3.1.9 can be expanded by the bidder. Can bidders expand the cell provided in Exhibit 1 to better fit responses?

Answer:

You are welcome to expand the cells if you need the space.

39. If cells on Exhibit 1 cannot be expanded and responses should be provided as attachments, how should attachments be organized when the bidder is applying for multiple counties?

Answer:

"Attachment 2 one county," "Attachment 2 two County" Please respond with what county each attachment is pertaining to.

40. When applying for multiple counties, should bidders complete and provide the bidder cover document to include with each county submission separately?

Answer:

NO

41. Attachment B, section 8 defines specific minimum acceptable insurance limits that all bidders must have for Solicitation EV00000945. Are bidders required to meet these minimum insurance limits at the time of bid submission?

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 9 of 16 marijuana in Oklahoma for Solicitation EV00000945? This was previously not allowed due to federal laws for marijuana.

Due to this not being a question about the bid and the changing landscape on this matter, this will be a matter that can be addressed if the bidder is awarded.

45. Am I supposed to be able to see a line for SOS (October to June)? I don’t see it anywhere?

Answer:

This RFP will be awarded at the date of award with a possible 4-year renewal.

46. Reference the ‘Bidder Response Template- Exhibit 1,’ for this question please. We are bidding for several counties. The same information is requested in 2 places, we just want to know if need to duplicate it or not?

Answer:

There are only 39 counties, two duplicates of Oklahoma and Tulsa because of multiple services.

47. Do we combine information from all counties on tab 1 (example line 78, 3.1.1 ‘Identify and describe the identified community . . .) or list this information separately on tab 2 (cell 5C) ?

Answer:

You will need to respond to 78, 3.1.1 separately for each county that you bid on. Please use a separate Attachment 2 for additional space, you do not have to fit all of your answers in each square.

48. On tab 1, should we say, ‘Refer to tab 2 for specific information.’ Or another response?

You can or you can say "refer to attachment 2"

49. On the 05 Exhibit 1 Bidder Response Template, Tab 2, Exhibit 1 Section 3.1.8 addressing Capacity, it states "2. Provide a complete list of staff positions for the project, including the Key personnel (Project Director, Data Analyst) and other significant personnel". In addition, the below paragraph found in 07. Exhibit 3:

Mandatory Requirements & Specifications states staffing requirements but does not list a Data Analyst.

Can you please clarify who the exact named key personnel are as well as their required level of effort(s).

Staffing Requirements: 2.1 Level of Effort: Bidder shall recruit, hire and maintain a minimum of one full time equivalency (FTE) staff, who must dedicate 50% of their time to this contract. All staff paid through direct cost funds are expected to provide direct services under the contract. Bidder shall identify a Community Based Prevention Services (CBPS) Director.

Answer:

The bid requires the bidder to list all staff that will be funded but the only required FTE staff will be the project director, that person must be a full-time employee with the agency and must dedicate at least 50% of their time to the contract. All other staff positions are optional but must be listed.

50. Could you provide available Noble, Osage, and Murray County alcohol compliance check (ACC) data from 2022–2026, including the number of checks, sales/failures, and annual compliance or failure rates?

Answer:

Below are the number of alcohol compliance checks for the requested counties. These numbers represent checks completed during the Alcohol Purchase Survey in 2023 and 2025, and any

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 10 of 16 compliance checks that were reported to ODMHSAS compliance check Qualtrics link by the Alcoholic Beverage Law Enforcement Commission from February 2024 through present. The top number represents the number of sales to minors observed and the bottom number represents the total number of compliance checks within that specific county.

2023 2024 2025 2026 Murray County 2//5 ------ 2//21 ------- Noble County 1//2 ----- ----- ------ Osage County 4//10 ----- 0//3 -----

51. What is the anticipated funding amount, funding range, or maximum allowable budget per county/priority? Attachment A provides only the total FY27 CBPS budget per county/priority.

Answer:

Each county/priority substance must have a base budget of $75,000 and can be up to $150,000. For Oklahoma and Tulsa County the budget can be up to $300,000.

52. How is the $3,172,915.10 allocated across the four CBPS funding streams, and what happens after September 30 for the 18 SOS III-funded counties? SOS III funding shows funding as July-September only, but solicitation itself contemplates an annual contract period.

Answer:

The ODMHSAS will determine how the $3,172,915.10 allocation will be disbursed when awarded. SOS III funding will fund the 18 counties for (July-Sept) and SOS III funding will fund the prioritized 18 counites for (Oct-June).

53. What indirect cost limitation applies to each CBPS funding stream? Exhibit 2 appears to reference both a

5% cap and a 12% of the total direct costs cap for certain federal funding sources, but the solicitation does not clearly map those rules to each CBPS category.

All federal funds can have a cap of 12% indirect cost and state funds are capped at a 5% cap.

54. Will ODMHSAS award only one provider per county/priority, and may one agency apply for multiple counties and/or priorities? The solicitation identifies county-specific service locations but does not explain exclusively or how multiple county applications will be handled.

Answer:

One bidder will be awarded for each county, except for the counties of Oklahoma and Tulsa County which at a maximum of 2 bidders can be awarded. A bidder can apply for multiple counties.

55. What is the evaluation scoring rubric, including the point values or weights for technical response, experience/qualifications, county-specific service, mandatory specifications, and price? The RFP says awards will be based on “best value” but it does not provide the scoring weights.

Answer:

This RFP will be scored using best value selection criteria. That's all we are able to share regarding your question, and all other answers related to this question are considered internal information and cannot be provided to bidders.

56. Please clarify how deliverable-based pricing and payment will operate under this contract. Identify the deliverables required. Will payment be contingent upon ODMHSAS approval or acceptance of each individual deliverable or milestone, and if so, how will ongoing personnel and operating costs incurred between deliverables be reimbursed.

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 11 of 16

Deliverables are based on the required activities located on Attachment A, section 3.1.6. The CBPS contract follows a 1/12 payment structure based off the deliverables that are completed each month of the contract. It is expected that the 1/12 amount cover the agencies personal and operating costs.

57. Letters of Support

Agency Bid Instructions – 7.11 – Business references. It states “provide three business references from clients for whom the bidder has provided similar services to establish a successful implementation experience”.

Question:

if we are applying for multiple counties and priorities do we need 3 reference for each county and each priority or just 3 references total.

Answer:

The bidder must submit 3 letters of commitment/reference for each county. The letter of commitment/reference can be used for more than one county if it is specific to the counties where the partnerships are established.

58. Key Personnel and Level of Effort for Data Analyst Question

Attachment A, Section 3.1.8 states the "Key Personnel (Project Director, Data Analyst)"and requires description of each individual's role, level of effort, and qualifications. Is the Data Analyst/Project Evaluator also required to be a Key Personnel, and if so, is there a minimum Level of Effort requirement for the Data Analyst/Project Evaluator? Or does the 50% minimum Level of Effort requirement apply only to the required Project Director position?

Answer:

The Data/Analyst/Project Evaluator is not a required position but can be is the agency chooses to require one.

Therefor no minimum level of effort is required.

59. Needs Assessment Questions

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 12 of 16

• May applicants use existing community needs assessments, such as a current CCBHC Community Needs Assessment, county health assessment, or other epidemiological data sources to satisfy the Needs Assessment requirement, or is a project-specific needs assessment required?

Answer:

The project requires a specific needs assessment, but the previously reported assessments can be utilized as resources.

60. Attachment A, Section 3.1.6.1 lists completion of a Needs Assessment as a required activity.

• Question:

For projects serving multiple counties, is the expectation that a separate needs assessment be conducted for each county, or would a single comprehensive needs assessment satisfy this requirement?

A needs assessment must be conducted for each county.

61. Other question :

Does this RFP require care plans?

The RFP does not require care plans.

62. I understand the questions period for Solicitation EV00000945 has closed, but I wanted to ask a brief eligibility question before preparing a bid.

Answer:

Vendor Q&A only closes on 08/17/2026 and we extended it from 08/04 /2026 to 0-8/17/2026.

All the answers will be posted as Amendment 2 in supplier portal after this Vendor Q&A close.

63. I wanted to ask a brief eligibility question before preparing a bid.

Attachment A / Bidder Instructions Section 7.2.2(c) requires bidders to show at least 36 months of experience providing similar services.

Vendor XXX was founded in April 2026, so we do not yet meet that threshold as an organization, though our leadership bring many years of relevant experience.

Is there any pathway for a newly formed nonprofit to be considered under this solicitation — for example, through key personnel experience, a subcontractor relationship, or otherwise? If not for this cycle, I'd also appreciate knowing whether this requirement is likely to apply in future CBPS solicitation cycles, so we can plan accordingly.

Answer:

Bidder does not meet requirements. The next bids that would be issued for this service would be in 5 years.

64. We have been trying to get into the portal. However, we do not want to duplicate as a vendor if we are registered already? They have sent a W-9 to fill out? If you can guide us it would be greatly appreciated.

65 • Overall Project Design Questions:

• A). Can we submit more than one proposal to be evaluated separately, or must all proposals be submitted together?

Answer:

Yes

• B). Can we propose a niche prevention service across all priority counties for a small budget, rather than a comprehensive set of prevention services in a set number of counties?

Answer:

No

• C). If so, would we complete the bidder template for every county or would completing the questions on Tab 1 (rather than Tab 2) suffice?

Answer:

N/A- See above answer

66 • Staff Questions:

• A). What are the required key personnel and level of effort? It varies in location. Exhibit #3, 2.1 lists a full-time staff who must maintain 50% of their time on the contract but doesn’t specify a position title. In the budget template, a CB Coalition Coordinator is referenced. Attachment A

3.1.8 lists a Project Director and Data Analyst as key personnel.

Answer:

The bid requires the bidder to list all staff that will be funded but the only required FTE staff will be the project director, that person must be a full-time employee with the agency and must dedicate at least 50% of their time to the contract. All other staff positions are optional, but must be listed.

• B).I don't see where it specifies anywhere the a 50% person is required per county/substance. Does this mean you could propose a project where a person could cover two substances in one county and a full-time person who is 50% LOE on our project?

Answer:

Yes, but this example would only work in Tulsa and Oklahoma County as they are the only counties with 2 substance priorities.

• C). Does this mean you could propose a project that provides a niche prevention service across all priority counties and has a Project Director who oversees that project?

Answer:

No

67 • Response Grid Questions:

• A). Is there a limit on response length for the questions asked in the Response Grid?

Answer:

We did not list any limitations on the length of your response.

• B). Can every response in the grid simply refer to an attached document with the responses in narrative form?

Answer:

Yes, you can use an attached document for each question if you like as long as you answer all of the required questions.

mailto:OKSuppliers@omes.ok.gov

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 14 of 16

• C). Oklahoma County is listed three times on Tab 2 of the Response Grid. Should we ignore the one where Oklahoma County is listed without a corresponding substance?

Answer:

Oklahoma County should only be listed twice, once for Opioids, and the other for Cannabis, same with Tulsa County.

• D). The first tab of the Response Grid has a place to provide responses to “attachment A” questions (see Section 7), but these spaces also exist on Tab 2 where they appear to be the same questions but broken down with rows for each county. Where do you want the responses to be recorded? Both tabs or only Tab 2?

Answer:

Tab one was designed for a response to one county, if you want to bid on more than one county then you would use tab #2. We have offered the use of an "Attachment #2" if you would like to record your responses on a separate form for more space.

• E). Section 7 of the Response Grid, directions say “ If your response does not fit into the boxes below a clearly labeled response (Example: 7.2.etc). will be considered.” What does this mean?

Answer:

We will accept "Attachment #2" as your response if you do not have room in the space provided.

• F). Does it mean a clearly labeled response can be provided in a separate attachment?

Answer:

Yes

• G). In Tab 1 of the Response Grid, there is a blue box next to “Category of Bid” (located in Section 7), it says “Use Dropdown box to indicate with an X for each bidder offering below. Must move your cursor over each row in Column D to see the drop down.” What is a “bidder offering”?

Answer:

This is for use in office when we score to determine if when reviewing the responding bidder met Mandatory Specifications.

• H). Also, under location of services it says “see tab 2”, but the corresponding dropdown only lets you put an X. Should we be specifying the counties we are applying for here?

Answer:

This is for internal grading references; no counties should be listed there.

• I). Under Tab 1 of the Response Grid, in the part for Section 3.1.8 there is a large orange box on the left that says “this is for references”. What does this mean and what is it referring to?

Answer:

This is where we are pointing to the wording outlined in RED

• J). Are we supposed to attach our Letters of Commitment here? There doesn't appear to be a way to select this box.

Answer:

You can attach your letters of commitment to the RFP package as separate attachments.

68 • Pricing Question:

Page 4 of "01. Attachment A - Agency Purpose" states in Section 4: Pricing that budget proposal shall be "deliverable based pricing with proposed milestones and associated payments", but Exhibit 2 Price Template is a standard budget. Where do we propose the payments and milestones Answer:

Each county/priority substance must have a base budget of $75,000 and can be up to $150,000.

For Oklahoma and Tulsa County the budget can be up to $300,000. Deliverables are based on the required activities located on Attachment A, section 3.1.6. The CBPS contract follows a 1/12

OMES FORM CP011 (11/2024) AMENDMENT OF SOLICITATION | Page 15 of 16 payment structure based off the deliverables that are completed each month of the contract. It is expected that the 1/12 amount cover the agencies personal and operating costs.

69 • Other Question:

Page 2 of "01. Attachment A - Agency Purpose" says "A contract resulting from this solicitation may be designated for use as a statewide contract. See 74 O.S. § 85.5(G)(3)." What does this mean?

Answer:

This means that a contract created from this solicitation may be formally designated for statewide use, meaning it can be used by all eligible agencies and entities across Oklahoma rather than being limited to a single department.

71. A). If we submit proposals in multiple counties (or for the same county, but two different substances), will each county be considered/scored/awarded separately?

Answer:

Yes, each county or substance will be scored separately.

OR

B). will it be an all or nothing award?

Answer:

N/A-See answer above
