About this file

This is a DEI and Harm Reduction Certification exhibit for the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) Community Based Prevention Services contract opportunity. The document serves as a formal certification statement that funding recipients must acknowledge and comply with specific restrictions regarding the use of SAMHSA and ODMHSAS funds. Recipients are required to certify that no funds will be expended on Diversity, Equity and Inclusion (DEI) activities and must acknowledge that violations will result in enforcement actions up to and including award termination. The exhibit also addresses harm reduction services, requiring recipients to certify that funds will not be used for the purchase, distribution, or support of drug paraphernalia including syringes, needles, pipes, or other supplies used for injection, inhalation, or ingestion of illicit drugs, nor for sterile water, saline, or ascorbic acid when intended to facilitate drug use.

The certification document references a Dear Colleague Letter issued pursuant to the Executive Order on Ending Crime and Disorder on America's Streets and requires bidders to affirmatively acknowledge and agree to meet the specified requirements by marking "YES" or "NO" on the solicitation form. The document is applicable to solicitation number EV00000945 and represents a condition of award for the Community Based Prevention Services Program, which aims to implement evidence-based prevention programs at the local level through community coalitions. Compliance with these certification requirements is mandatory, and any misuse of funds in violation of these restrictions constitutes grounds for contract termination and potential enforcement action by ODMHSAS and SAMHSA.
