About this file

This is Amendment 001 to Request for Proposal 00042061, issued by the University of Maryland, College Park (UMCP) Department of Procurement & Business Services on July 1, 2026. The solicitation seeks qualified firms to design, develop, and install solar photovoltaic (PV) energy systems at one or more sites on the UMCP College Park campus, with a primary focus on a parking canopy project at the Shuttle Bus Facility and potentially one additional rooftop location to achieve a 1,300 kilowatt direct current (kWdc) development goal. The pre-proposal conference was held virtually on June 29, 2026, with a mandatory site visit scheduled for July 8, 2026 (pre-registration required). The deadline for written questions is July 22, 2026, at 2:00 p.m., and technical proposals are due August 12, 2026, at 3:00 p.m. All proposals must be submitted via a designated box link, not through the E-Maryland Marketplace online portal. The selection process will employ Qualification-Based Selection methodology, with all firms notified of their evaluation status following technical criteria review.

The solicitation requires bidders to submit both technical and price proposals, with firms instructed to pay strict attention to technical requirements outlined in Sections 2.15 and 4.4 of the RFP and to execute the provided Power Purchasing Agreement (PPA) form with minimal room for modification. No minority participation goals have been established; however, minority participation is highly encouraged. A critical pricing consideration involves two scenarios for the SREC (Solar Renewable Energy Credits): one in which UMCP retains full and exclusive ownership of environmental credits, and an alternative in which the contractor retains the SRECs. The RFP indicates that UMCP requires full and exclusive ownership of environmental credits generated by the solar project(s) as part of the standard PPA structure. All prospective proposers must acknowledge receipt of this amendment, and failure to do so may render proposals non-responsive and subject to rejection. The procurement officer, Karen Elvidge, serves as the sole point of contact during the solicitation process.

All questions must be in writing and submitted to the attention of the Procurement Officer as instructed in the RFP. The Procurement Officer is the only point of contact during the solicitation process.

C. Project Description – Susan Corry, Engineering & Engineering, provided an overview of the project and the scope of work. In addition there may be another canopy location as part of this project. Christopher Lindsey mentioned the site visit and notification to email both kelvidge@umd.edu and lindse2@umd.edu if you plan on attending and how many attendees.

D. Participants were reminded to review RFP requirements and submit the RFP Technical and Price to the box account provided with the RFP and not on-line to E-Maryland Marketplace., and questions must be submitted in writing.

Question: Is this conflicting? What is UMD stance on SRECS? “As part of the PPA, UMD requires full and exclusive ownership of the environmental credits generated by the developed solar projects(s). Answer: UMD is requesting PPA pricing for two cases;

UMD retains the SREC’s and the Contractor retains the SREC’s

Note: The items mentioned above, which are not all-inclusive of the RFP, provide a brief summary of the project, and proposal submittal procedures. Prospective proposers should review the RFP in its entirety and submit questions, in writing, in areas where clarification is needed.
