About this file
This is a Design Criteria and Facility Standards Manual document issued by the University of Maryland, College Park (UMCP) establishing electrical controls standards for campus facility projects, effective July 10, 2009. The manual specifies requirements for the design, selection, and installation of automatic transfer switch systems, switchgear gateways, generator monitoring systems, and lighting control systems. Key product and service requirements include heavy-duty oil-tight control switches and stations manufactured to NEMA ICS 2 standards with Class A150 contact ratings; photocell switches with gasketed cast feralloy enclosures; magnetic control relays (Class A300) and time-delay relays (Class A600) rated at 120 volts, 60 Hz single phase; clock timers with 24-hour, 7-day astronomical dials; and control device enclosures fabricated and wired to NEMA ICS 1 specifications. All submittals must include shop drawings with control device enclosure wiring diagrams and panel layouts, product data for each control device, and operating and maintenance instructions. Installation requirements mandate compliance with manufacturer instructions and proper connection to systems controlled to achieve specified operation, with adjustments made to time delay relays and clock timers as necessary.
The manual establishes integration requirements for generator and automatic transfer switch monitoring systems, electrical switchgear gateways, and building automation system connectivity. Generator monitoring system gateways must transmit battery voltage, oil pressure, oil temperature, coolant temperature, fuel level/rate, engine start/stop status, total kilowatt-hours, and frequency data to the building automation system. Automatic transfer switch monitoring gateways must provide utility source availability, generator source availability, voltage and current readings for both utility and generator phases, and frequency information. Electrical switchgear gateway integration for trip units requires transmission of apparent energy, active energy totals, breaker status, and protective device settings including long time pick up, short time pick up, instantaneous, and ground fault parameters. All control device enclosures for interior applications must use NEMA Type 1 enclosures, while exterior applications require NEMA Type 4 enclosures with terminal blocks compliant to ANSI/NEMA ICS 4 standards.
