PRE-BID MEETING

April 8, 2010

Solicitation AG-82B1-S-10-0244

Bessey Complex Recreation Site Improvements

Bessey Pool Demolition and New Showerhouse

Scott Tower Maintenance

Natick Campground Road

A pre-bid meeting for the above projects was held on Thursday, April 8, 2010 at 10:00 CDT at the Bessey

District Ranger Office. In attendance:

Tom Koenig, COR, USFS

Kim Earney, USFS

Dan Frostham, USFS

Mark Kinney, Simon Contractors

Gale Raymond, RPH, Inc.

Tom began the meeting discussing the American Burying Beetle (ABB) situation and how it will affect the work. The Summary of Work specification for each project specifies when work can begin and when work must be stopped in order to clear the construction area of the ABB.

The scope of work for each project was reviewed.

Limitations on weekend work hours for the Pool Demolition and New Showerhouse project and the

Bessey Complex Recreation Site Improvements was covered.

General Questions:

Q. How many projects can a contractor bid on?

A. A Contractor can bid on one, two, three or all four of the projects. The projects are identified as Bid Item 1, Bid Item 2, Bid Item 3, and Bid Item 4 on the schedule of items.

Q. Paragraph B-2 on page 6 of the solicitation states in part: “Bid on all items”. This seems to conflict with the answer to the first question.

A. Change “Bid on all items” in paragraph B-2 is to “Bid on all base bid and optional bid pay items that are included under each Bid Item in the Schedule of Items.

Q. If I am awarded more than one project my mobilization costs will be less for the subsequent projects since I will already on site. Can I indicate on my bid that I will give a deduct if I am awarded more than one project?

A. If you wish to offer the government a deduct in the case where you are awarded more than one project make that offer in a letter. Include that letter with your bid. DO NOT ALTER THE BID

SCHEDULE IN ANY WAY.

Q. What is the intent of the second sentence of paragraph B-2 on page 6 of the solicitation (only bids to the nearest dollar will be accepted)? Does this mean that the unit price of pay items has be rounded to the nearest dollar, or the totals or each pay item need to be to the nearest dollar, or does just the grand total for a Bid Item need to be rounded to the nearest dollar? Some pay items, such as buffalo grass plugs, may be very difficult to round to the nearest dollar.

A. Unit prices should be provided in round dollar prices. The extension would then come out as round dollar figure. It is much easier to work with round dollar figures than cents.

Q. If one Contractor is awarded more than one contract, how will contract time be handled?

Will the contract time for each project be added together and the sum of the contract times be the total time that the contractor has to complete projects or will contract times run concurrently?

A. Delete the paragraph under Section F – Deliveries or Performance, paragraph 52.211-10

Commencement, Prosecution, and Completion of Work (APR 1984) – BID ITEM 1, BID ITEM 2, BID ITEM 3, AND BID ITEM 4 and add the following:

“The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use within the following number of days after Notice to Proceed:

BID ITEM 1 – Bessey Complex Recreation Site Improvements 60 calendar days

BID ITEM 2 – Scott Tower Maintenance 90 calendar days

BID ITEM 3 – Natick Campground Roads 60 calendar days

BID ITEM 4 – Bessey Pool Demolition and New Showerhouse 60 calendar days

If one Contractor is awarded more than one BID ITEM the contract time to complete all the BID

ITEMS awarded shall be the sum of the individual times. For example, if a Contractor is awarded

BID ITEMS 2 AND 4 the total contract time to complete the two bid items shall be 150 calendar days.

If the Contractor who is awarded BID ITEM 4 is also awarded other BID ITEM(S), the work required by BID ITEM 4 shall be completed and accepted before work begins on the other BID

ITEM(S) unless otherwise approved by the CO.

The times stated shall include final cleanup of the premises.”

Bessey Pool Demo: (BID ITEM 4)

Questions:

Q. What type of material is the underground tank that is to be removed made of?

A. Steel

Q. Does the Contractor pour a concrete floor for pre-cast shower building?

A. No – the precast modular building comes with its own floor. The Contractor does have to install the exterior perimeter slab after the building is installed.

Q. Does the contractor tie in the utilities to the new showerhouse building after it is delivered and installed on the prepared site?

A. The Contractor makes the final electrical service connection to the electrical panel that comes with the precast showerhouse (ref. drawing sheet 7 of 7). The final water and sewer connections to the new showerhouse are not included in this project. This project does include all of the stub-ups for water and sewer as shown on the drawings. They are included in the site preparation work that must be completed by June 7 th

Q. Do the existing bathhouse footings need to be removed with the bathhouse? How deep are the footings?

A. The footings will be removed (ref. note 5 on sheet 3 of 7). The top footings are 4’ deep per original construction drawings.

Q. How thick are the pool walls?

A. 12”. See details on sheet 4 of 7.

Q. What elevation does the new showerhouse get set to?

A. New showerhouse floor elevation will be the same as the existing bathhouse floor elevation.

Contractor shall set a temporary benchmark per note 2A on sheet 6 of 7.

Q. What are the dimensions of the compacted fill area inside the Pool Pumphouse building?

A. 15’ x 13’ x 4.5’

Bessey Complex Rec. Site Improvements:

Q. Is there a certain color required for the wood preservative for the retaining wall timbers?

A. No.

Q. When are new fire rings required to be installed?

A. See the drawings. New fire rings are part of the work shown at the campsites that are included in the base bid, bid option 1, and bid option 2. Fire ring installations at remaining campsites are included in bid option 3.

Q. On fire rings and picnic tables, who removes the concrete bases?

A. The contractor removes the bases. Picnic table concrete bases are included in pay item D04, Remove Picnic Table. Concrete bases for fire rings are paid for by pay item D07, Remove

Concrete Pad.

Q. What about stump removal – it looks like the Forest Service has removed some of the stumps?

A. The Forest Service has removed the majority of the trees and stumps that were in the campsite work areas. There are a few stumps and trees remaining and these quantities are shown on the site plans for each campsite. Removal of these items is paid for by actual quantity pay items.

Scott Tower:

Q. Is there any reinforcing required in the new concrete landing steps.

A. Add the following note to sheet 16 of 27:

“Install 100 lineal feet of #4 rebar in the new concrete steps as directed by the COR.”

Natick Campground Road:

Q. Where will the slash be buried?

A. The Forest Service will flag the locations – generally along old roadbed as shown on the drawings.

Q. How are the logs disposed?

A. See note 3 on sheet 3.

Q. The Schedule of Items and specification section 01025 seem to be in conflict. Schedule of

Items for Natick Campground Road includes Optional Bid Items 10, 10A, 11, 12, 12A, 13 and 14.

There is a “TOTAL OPTIONAL BID ITEMS” where the sum of all of the optional bid items is to be entered. In the specification 01025, paragraphs 1.4 F and 1.4 G indicate that Optional Bid Item

10 and 10A will not both be included in the contract award. Likewise, specification 01025 paragraphs 1.4 I and 1.4 J indicate that both Optional Bid Item 12 and 12A will not both be included in the contract award.

A. The Forest Service intention is to award the optional pay items as stated in specification section 01025. Only one type of surfacing will be applied based on the funding available. The totals shown for optional bid items on the schedule of items is for information only. Awards for optional bid items are made on individual pay items based on the availability of funds.
