1) Part III – List of Documents, Exhibits and Other Attachments, Section J – List of Attachments States there is an Exhibit E.6: Material Details. We do not see it in the attachments. Will it be provided?
a. Exhibit E.6 does not exist
2) NCAUR Statement of Work (SOW), Paragraphs 2.8.0, 2.8.1, and 2.8.2, Government’s Discretionary; are these hours annual hours?
a. Annual use hours
3) Reference PWS 3.0. There is a stock room (that is apparently not the chemical stockroom) located across the hall from the central receiving area that apparently stores and issues the stock items listed in Attachment 12. Is the contractor responsible for operating this stock room? If so, what are the hours of operation and associated workload? Please clarify.
a. See Revised PWS dated 05/12/2015
4) Reference PWS 6.6 and Attachment 007 Equipment Listing. Emergency generators are listed requiring contractor maintenance and operation. However, the PWS is silent with respect generator test runs. Normally emergency generators are inspected and operated one-hour monthly and operated under load or using load banks once annually. Please clarify/specify the emergency generator operating requirements and whether the system is operated under load or if load banks are required.
Answer: Generator test runs would be part of the maintenance required for these items and would be part of the PM task instructions as described in MP2.
5) Reference PWS 1.10, subparagraph 2. Please make available to contractors a list and value of GFPM? See attachment(s) # 6 & 7 for the list of Government Furnished Equipment
6) Reference PWS 2.8.0, 2.8.1, 2.8.3. Paragraph 2.8.2 seems to be intentionally missing. Is this correct? In addition, are the specified hours for HVAC Mechanic, Electrician and Painter dedicated for each contract period, i.e., annually? Please clarify.
a. See Revised PWS Dated 05/12/2015
7) Reference PWS 1.0 and 3.15. Normal business hours are defined as between 0800 and 1630 hours Monday through Friday except holidays. Therefore, security guards must be provided from 1630 until 0800 hours Monday through Friday and 24 hours a day on holidays and weekend days. Is this interpretation correct?
a. This interpretation is correct.
8) PWS Section 3.13 Receiving – “Contractor must deliver large and/or heavy freight or packages requiring material handling equipment to the intended recipient.” Clarification: This is currently not part of the FFP, is it the Government’s intent that the Contractor performs this task as part of its FFP? Please clarify.
a. See Revised PWS Dated 05/12/2015
9) PWS Section 3.13 Receiving – “The Contractor must unpack, log, route, and coordinate morning Government customer pick-up and afternoon Contractor delivery of goods to the intended recipient within one day of receipt, unless the material is perishable, radiological, or a controlled substance.” Clarification: The Government currently performs this function. Is it the Government’s intent that the Contractor performs this function as part of its FFP? Please clarify.
a. See Revised PWS Dated 05/12/2015
10) PWS Section 3.13 Receiving – “The Contractor must secure radiological materials and controlled substances, then notify the recipients at once for pick-up or delivery.” Clarification: The Government currently delivers these items. a. See Revised PWS Dated 05/12/2015
11) PWS Section 7.13.8 Housekeeping – Nurse’s Station – “The Contractor must change nurse’s station linens after each use throughout normal business hours.” Question: What systems/processes are in place to alert the Contractor that the linens were used? If none, how will the Contractor know that the linens were used? Please advise.
a. The point of this PWS was to provide the Contractor with our desired results. How the Contractor accomplishes these desires is entirely up to the Contractors own initiative.
12) During the site visit, we noticed a tractor in the garage and two gators parked outside.
Could the Government Please provide a Government Furnished Equipment listing for equipment which we will be allowed to use in the performance of this contract?
a. See attachment(s) # 6 & 7 for the list of Government Furnished Equipment
