1.2 CONTRACT DESCRIPTION
A. Work of the Project includes renovation of wastewater facilities at Dolly Copp Campground, White Mountain National Forest. This Project is referred to as “Phase 2.”
Without limiting the full scope of work required for the project the following listing is provided to identify the major work items involved:
1. Toilet/Shower Buildings:
a. Contractor is responsible for the purchase and installation of new toilet and toilet/shower buildings as indicated on the drawings.
b. Demolition of existing toilet/shower buildings, construction of building subgrade, construction of concrete sidewalks surrounding connecting walks and parking spaces (where indicated) are to be completed under additional Project documents. See plans titled “Dolly Copp Campground Roads and Site Renovation”.
c. New toilet/shower building corners will be located under additional Project documents. See plans titled “Dolly Copp Campground Roads and Site Renovation”.
d. Toilet buildings #9 (Ozark 1), #10 (Cortez), #11 & #12 (Arapaho) will require a boost in water pressure to meet the 40 psi minimum required by the building manufacturer. These toilet buildings shall include a factory installed Amtrol, 01 10 00 - Summary

High-Performance Pressuriser, Model RP-15HP including the necessary piping, valving and power supply for a complete, properly operating unit.
2. Wastewater:
a. Installation of new subsurface disposal systems including pipe, septic tanks, sewage pumps, concrete manholes, tank and manhole frame and covers, distribution boxes, leaching pipe, vents, cleanouts and associated earthwork as indicated on the drawings.
b. Connection of buildings and host site sewer hook-ups to the new subsurface disposal systems including pipe, fittings, cleanouts and associated earthwork as indicated on the drawings.
c. Removal or abandonment of existing subsurface disposal systems including pipe, tanks and leaching systems as indicated on the drawings.
d. Existing septic tanks can remain in-place if filled with flowable concrete fill.
3. Electrical: The following information is provided to clarify the intent of the Scope of Work expected to be provided by the Contractor for the electrical bid for the Wastewater/Toilet Building improvements Project. It is provided solely to describe the scope of the installations required, and all ancillary work, material, labor, etc.
required are to be considered as included whether specifically noted in detail or not.
As examples: trench, backfill, spacers for conduit in trenches, utility meter enclosures, conduit and wiring associated with the new Toilet Buildings and their appurtenant items, etc. are part of the Contractor's work and are not repeated or noted throughout the descriptions.
Electrical work - Provide all conduit, conduit fittings and caps, expansion fittings, classified conduit fittings, utility meter enclosures, enclosed breakers (where drawings or Scope of Work these are part of the project, fused and un-fused disconnect switches and/or breakers, etc., and all labor and equipment to install all those items provided. Refer to the project specifications and drawings for detailed indications of work and description of devices, electrical equipment, methods, etc.
The Contract drawings indicate the below noted letter references and the descriptions noted below are to assist the Contractor and understanding the apparent electrical installations at each location. New Toilet Buildings are provided with distribution panelboards, lights, receptacles, etc. factory installed and prewired.
a. Toilet Building #1 (Big Meadow East): Remove existing conductors and cut back existing conduit as necessary for the removal of existing Toilet Building #1. Extension of 2” conduit to new panel location and new Toilet Building #1.
Provide new distribution feeders (3 - # 2 Cu, 1 # 8 Cu Ground) from the existing 100 A , 2 pole circuit breaker at the new electrical distribution structure BH-1 to new Toilet Building panel. Field coordinate new conduit extension routing and include any required, Code sized, junction or pull boxes.

b. Toilet Building #2 (Big Meadow North): Remove existing feeder conductors and cut back existing conduit as necessary for the removal of existing Toilet Building # 2. Install extension of 3“conduit to new panel location and new Toilet Building #2. Provide new distribution feeders (3 # -250 kcmil AL, 1- #2 Cu Ground) from the existing 200 A, 2 pole circuit breaker at the electrical distribution structure BH-2 to new Toilet Building panel. The circuit breaker used to power the existing Toilet Building shall remain in the distribution panel as a “spare”. Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.
c. Toilet Building #3 (Big Meadow South): Remove existing feeder conductors and cut back existing conduit as necessary for the removal of existing Toilet Building #3. Cap end of conduit and abandon in place. Locate existing 2” underground conduit stub in the vicinity of new Toilet Building #3 and extend it to the new Toilet Building panel location in the new building. Provide new distribution feeders (3 # -2 Cu, 1 - #8 Cu Ground) from the existing 100 A, 2 pole circuit breaker at the electrical distribution structure BH-3 to new Toilet Building panel. Field coordinate a new conduit extension routing and any and include any required, code sized, junction or pull boxes.
d. Toilet Building #4 (Hayes Field North): Remove existing feeder conductors and cut back existing conduit as necessary for the removal of existing Toilet Building #4. Install extension of 3” conduit to new panel location and new Toilet Building #4. Provide new distribution feeders (3 # -250 kcmil AL, 1 - #2 Cu Ground) from the existing 200 A, 2 pole circuit breaker at the electrical distribution structure of BH-4 to new Toilet Building panel. The circuit breaker used to power the existing Toilet Building shall remain in the distribution panel as a “spare”. Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.
e. Toilet Building #5 (Hayes Field South): Remove existing feeder conductors and cut back existing conduit as necessary for the removal of existing Toilet Building #5. Install extension of 3” conduit to new panel location and new Toilet Building #5. Provide new distribution feeders (3 # -250 kcmil AL, 1 - #2 Cu Ground) from the existing 200 A, 2 pole circuit breaker at the electrical distribution structure BH-5 to new Toilet Building panel. The circuit breaker used to power the existing Toilet Building shall remain in the distribution panel as a “spare.” Field coordinate new conduit extension routing and include any required, code size, junction or pull boxes.
f. Toilet Building #6 (Birch Lane): Remove existing feeder conductors and cut back existing conduit as necessary for the removal of existing Toilet Building #6. Install extension of 3” conduit to new panel location and new Toilet Building #6. Provide a new distribution feeder (3 - # 2 Cu, 1 #8 Cu Ground) from the existing 100 A, 2 pole circuit breaker at the electrical distribution structure BH–6 to new Toilet Building panel. Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.

g. Toilet Building #7: Locate existing 3” underground conduit stub in the vicinity of new Toilet Building #7 and extend it to the new Toilet Building panel location in the new building. Provide new distribution feeders (3 # -250 kcmil AL, 1 - #2 Cu Ground) from the existing 200 A, 2 pole circuit breaker at the electrical distribution structure BH – 7 to new Toilet Building panel. The circuit breaker used to power the existing Toilet Building shall remain and the distribution panel as a “spare.” Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes. Remove existing feeders from existing Visitor Center Building to adjacent existing Toilet Building. Cut and cap conduit near existing Toilet Building and cap, abandoning in place.
h. Toilet Building # 8 (End Loop): Remove existing feeder conductors and utility meter from existing Toilet Building #8. Cut back conduit as needed for removal of existing building and installation of new building. Provide new utility meter with 10 Ampere main breaker, field located with Owner and Utility, at new Toilet Building #8. Extend cut back 3” conduit to new utility meter. Provide new metal wireway from new main breaker to new Toilet Building panelboard. Provide and install 3 #2 Cu, 1- #8 Cu from existing transformer T-8 to new meter and from main breaker to new building panelboard. Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.
i. Toilet Building #9 (High Fields): Remove existing feeder conductors and utility meter from existing Toilet Building #9. Cut back conduit as needed for removal of existing building and installation of new building. Provide new utility meter with 100 Ampere main breaker, field located with Owner and Utility, at new Toilet Building #9. Extend cut back 3” conduit to new utility meter. Provide new metal wireway from new main breaker to new Toilet Building panelboard.
Provide and install 3 #2 Cu, 1- # 8 Cu Ground from existing transformer T-9 to new meter and from main breaker to new building panelboard. Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.
Toilet Building #9 contains a factory installed, piped and wired booster water pump installation. There is no field wiring by the Contractor for this.
Provide circuit breaker in new Toilet Building #9 panelboard for 1/3 HP, simplex, waste water pump and control. System consists of 3 float switches, one pump, and associated motor controls and one alarm light for field installation. Provide NEMA 3R enclosed, NF, 240 Volt, 30 A, disconnect and field locate with Owner within sight of pump access point. Disconnect shall be pad-lockable in the “ON” and “OFF” position. All wiring entering the Wet Well shall be rigid galvanized steel, and each float switch and the motor shall have a separate conduit. Provide Class 1, Division 1, Group C, D seal fittings on all conduit routed from the wet well and rising at the Toilet Building exterior.
Provide expansion fittings above the explosion-proof seal fittings. The 3 float switch conduits shall terminate in a NEMA 3R, pad-lockable pull box, field located with the Owner, and shall be spliced to conductors at the pull box that are routed to the pump control panel that will be field located within the building.
The motor conduit from the wet well shall be routed to the external disconnect

Wastewater Renovations switch. Motor feeder conductors from their interior mounted pump control panel shall be routed to the exterior disconnect switch. The alarm light shall be field located with the Owner on the building exterior, and shall be wired in metallic conduit to the pump control panel inside the building. A NEMA 1 pad-lockable disconnect shall be provided and installed adjacent to the pump controls, with power from the panelboard wiring to it, and from it to the pump control panel.
j. Toilet Building #10 (High Woods): Remove existing feeder conductors and cut back existing conduit as necessary for the removal of existing Toilet Building #10. Install extension of 3” conduit to new panel location in new Toilet Building #10. Provide new distribution feeders (3 - # 4/0 AL, 1 # 4 Cu Ground) from the existing 100 A, 2 pole circuit breaker at the panelboard HW located in the Well Control Building to new Toilet Building panel. Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.
New Toilet Building # 10 contains a factory installed, piped, and wired booster water pump installation. There is no field wiring by the Contractor for this.
k. Toilet Building #11 (Brook Loop): Remove existing feeder conductors and utility meter from existing Toilet Building #11. Cut back conduit as needed for removal of existing building and installation of new building. Provide a new meter with 200 Ampere main breaker, field located with Owner and Utility, at new Toilet Building #11. Extend cut back 3” conduit to new utility meter. Provide new metal conduit from new main breaker to new Toilet Building panelboard. Provide and install 3 #250 kcmil AL, 1-#6 Cu Ground from existing transformer T-11 to new meter and from main breaker to new building panelboard. Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.
Toilet Building # 11 contains a factory installed, piped, and wired booster water pump installation. There is no field wiring by the Contractor for this.
l. Toilet Building #12 (Spruce Woods): Remove existing feeder conductors and cut back existing conduit as necessary for the removal of existing Toilet Building #12. Install extension of 3” conduit to new panel location in new Toilet Building #12. Provide new distribution feeder (3 # -250 kcmil AL, 1 - #2 Cu Ground) from the existing 200 A, 2 pole circuit breaker at the electrical distribution structure BH-12 to new Toilet Building panel. The circuit panel used to power the existing Toilet Building shall remain in the distribution panel as a “spare.” Field coordinate new conduit extension routing and include any required, code sized, junction or pull boxes.
Toilet Building #12 contains a factory installed, piped, and wired booster water pump installation. There is no field wiring by the Contractor for this.
B. Perform Work of each Contract under additional Project documents with the Government according to Conditions of Contract.
C. Work of each Phase is identified in the following and on Drawings.

1.3 WORK BY THE GOVERNMENT OR OTHERS
A. If Government-awarded contracts interfere with each other due to work being performed at the same time or at the same Site, the Government will determine the sequence of work under all contracts according to "Work Sequence" and "Contractor's Use of Site" Articles in this Section.
B. Coordinate Work with utilities of the Government and public or private agencies.
C. Work under these Contracts will include:
1. Phase 3 – Roadway and Site Improvements; Volunteer Loop and South of Culhane Brook
2. Phase 4 – Roadway and Site Improvements; North of Culhane Brook
1.4 CONTRACTOR'S USE OF SITE AND PREMISES
A. Limit use of Site and premises to allow:
1. Government occupancy.
2. Use of Site and premises by the public.
B. Construction Operations: Limited to areas identified by the Government.
C. Time Restrictions for Performing Exterior Work: All work shall be performed between 7 a.m. and 6 p.m. during week days only, except in the case of emergency.
D. Utility Outages and Shutdown:
1. Coordinate and schedule electrical and other utility outages with the Government.
2. Outages: Allowed only at previously agreed upon times.
3. At least one week before scheduled outage, submit Outage Request Plan to the Government itemizing the dates, times, and duration of each requested outage.
E. Construction Plan: Before start of construction, submit three copies of construction plan regarding access to Work, use of Site, and utility outages for acceptance by the Government. After acceptance of plan, construction operations shall comply with accepted plan unless deviations are accepted by the Government in writing.

1.5 WORK SEQUENCE
A. Construct Work in phases during construction period. Coordinate construction schedule and operations with the Government.
B. For Construction Occurring Between May 15 and October 15:
1. Contractor shall have the option to close half of the campground to the public, while maintaining full access to the other half. The demarcation line shall be the bridge on the main road between Brook Loop/Little Meadow and Hayes Field/High Woods.
2. Limited outages of water and electrical services (24 hour maximum duration) are acceptable, within the open portion of the campground.
3. Water and electrical service outages, within the open portion of the campground, shall be coordinated with the Contracting Officer a minimum of 48 hours prior to the service outages.
4. The contractor shall phase work to avoid conflicts with the operation of the campground, and shall submit a construction sequence to the Contracting Officer which will demonstrate how water and electrical service will be maintained during this period.
C. For Construction Occurring Between October 15 and May 15
1. The entire campground shall be closed to the public.
2. Water and electrical service outages can be scheduled for the entire campground at the liberty of the contractor.
D. Sequencing of Construction Plan: Before start of construction, submit three copies of construction plan regarding phasing of demolition, renovation, and new Work for acceptance by the Government. After acceptance of plan, construction sequencing shall comply with accepted plan unless deviations are accepted by the Government in writing.
1.6 GOVERNMENT OCCUPANCY
A. The Government will occupy Site premises during entire period of construction.
B. Cooperate with the Government to minimize conflict and to facilitate the Government's operations.
C. Schedule the Work to accommodate Government occupancy.
1.7 SPECIFICATION CONVENTIONS
A. These Specifications are written in imperative mood and streamlined form. This imperative language is directed to Contractor unless specifically noted otherwise. The

SECTION 01 20 00 - PRICE AND PAYMENT PROCEDURES

1.2 SCHEDULE OF VALUES
A. Submit printed schedule on Progress Estimate schedule on EJCDC C-620.
B. Submit Schedule of Values in duplicate within 15 days after date of the Government- Contractor Agreement.
C. Format: Use Table of Contents of this Project Manual. Identify each line item with number and title of major Specification Section.
D. Include within each line item, direct proportional amount of Contractor's overhead and profit.
E. Revise schedule to list approved Change Orders with each Application for Payment.
1.3 APPLICATION FOR PAYMENT
A. Submit three copies of each Application for Payment on EJCDC C-620 - Contractor's Application for Payment.
B. Content and Format: Use Schedule of Values for listing items in Application for Payment.
C. Submit updated construction schedule with each Application for Payment.
D. Payment Period: Submit at intervals stipulated in the Agreement.
E. Submit submittals with transmittal letter as specified in Section 01 33 00 - Submittal Procedures.
F. Substantiating Data: When Contracting Officer requires substantiating information, submit data justifying dollar amounts in question. Include the following with Application for Payment:

1. Current construction photographs specified in Section 01 33 00 - Submittal Procedures.
2. Partial release of liens from major Subcontractors and vendors.
3. Record Documents as specified in Section 01 70 00 - Execution and Closeout Requirements, for review by the Government, which will be returned to Contractor.
4. Affidavits attesting to off-Site stored products.
5. Construction Progress Schedule, revised and current as specified in Section 01 33 00 - Submittal Procedures.
1.4 CHANGE PROCEDURES
A. Submittals: Submit name of individual who is authorized to receive change documents and is responsible for informing others in Contractor's employ or Subcontractors of changes to the Work.
B. Carefully study and compare Contract Documents before proceeding with fabrication and installation of Work. Promptly advise Contracting Officer of any error, inconsistency, omission, or apparent discrepancy.
C. Requests for Interpretation (RFI) and Clarifications: Allot time in construction scheduling for liaison with Contracting Officer; establish procedures for handling queries and clarifications.
1. Use CSI Form 13.2A - Request for Interpretation for requesting interpretations.
2. Contracting Officer may respond with a direct answer on the Request for Interpretation form, EJCDC C-942 - Field Order, or CSI Form 13/6A - Change Order Request (Proposal).
D. Contracting Officer will advise of minor changes in the Work not involving adjustment to Contract Sum/Price or Contract Time by issuing supplemental instructions on EJCDC C- 942.
E. Contracting Officer may issue CSI Form 13/6A including a detailed description of proposed change with supplementary or revised Drawings and Specifications, a change in Contract Time for executing the change with stipulation of overtime work required and with the period of time during which the requested price will be considered valid.
Contractor will prepare and submit estimate within 15 days.
F. Document requested substitutions according to Section 01 25 00 - Substitution Procedures.
G. Stipulated Sum/Price Change Order: Based on CSI Form 13/6A and Contractor's fixed price quotation or Contractor's request for Change Order as approved by Contracting Officer.

H. Unit Price Change Order: For Contract unit prices and quantities, the Change Order will be executed on a fixed unit price basis. For unit costs or quantities of units of that which are not predetermined, execute Work under Work Directive Change. Changes in Contract Sum/Price or Contract Time will be computed as specified for Time and Material Change Order.
I. Work Directive Change: Contracting Officer may issue directive, on EJCDC C-940 - Work Change Directive signed by the Government, instructing Contractor to proceed with change in the Work, for subsequent inclusion in a Change Order. Document will describe changes in the Work and designate method of determining any change in Contract Sum/Price or Contract Time. Promptly execute change.
J. Time and Material Change Order: Submit itemized account and supporting data after completion of change, within time limits indicated in Conditions of the Contract.
Contracting Officer will determine change allowable in Contract Sum/Price and Contract Time as provided in Contract Documents.
K. Maintain detailed records of Work done on time and material basis. Provide full information required for evaluation of proposed changes and to substantiate costs for changes in the Work.
L. Document each quotation for change in Project Cost or Time with sufficient data to allow evaluation of quotation.
M. Change Order Forms: EJCDC C-941 - Change Order.
N. Execution of Change Orders: Contracting Officer will issue Change Orders for signatures of parties as provided in Conditions of the Contract.
O. Correlation of Contractor Submittals:
1. Promptly revise Schedule of Values and Application for Payment forms to record each authorized Change Order as separate line item and adjust Contract Sum/Price.
2. Promptly revise Progress Schedules to reflect change in Contract Time, revise subschedules to adjust times for other items of Work affected by the change, and resubmit.
3. Promptly enter changes in Record Documents.
1.5 UNIT PRICES
A. Authority: Measurement methods are delineated in individual Specification Sections.
B. Measurement methods delineated in individual Specification Sections complement criteria of this Section. In event of conflict, requirements of individual Specification Section govern.

C. The Government will take measurements and compute quantities accordingly. Provide assistance in taking of measurements.
D. Unit Quantities: Quantities and measurements indicated on Bid Form are for Contract purposes only. Quantities and measurements supplied or placed in the Work shall determine payment.
1. When actual Work requires more or fewer quantities than those quantities indicated, provide required quantities at contracted unit sum/prices.
2. When actual Work requires 25 percent or greater change in quantity than those quantities indicated, the Government or Contractor may claim a Contract Price adjustment.
E. Payment Includes: Full compensation for required labor, products, tools, equipment, plant and facilities, transportation, services and incidentals; erection, application, or installation of item of the Work; overhead and profit.
F. Final payment for Work governed by unit prices will be made on basis of actual measurements and quantities accepted by Contracting Officer multiplied by unit sum/price for Work incorporated in or made necessary by the Work.
G. Measurement of Quantities:
1. Measurement by Weight: Concrete reinforcing steel, rolled or formed steel, or other metal shapes will be measured by handbook weights. Welded assemblies will be measured by handbook or scale weight.
2. Measurement by Volume: Measured by cubic dimension using mean length, width, and height or thickness.
3. Measurement by Area: Measured by square dimension using mean length and width or radius.
4. Linear Measurement: Measured by linear dimension, at item centerline or mean chord.
5. Stipulated Sum/Price Measurement: Items measured by weight, volume, area, or linear means or combination, as appropriate, as completed item or unit of the Work.
1.6 ALTERNATES
A. Alternates quoted on Bid Forms will be reviewed and accepted or rejected at the Government's option. Accepted Alternates will be identified in the Government- Contractor Agreement. The Government-Contractor Agreement may identify certain Alternates to remain a Government option for a stipulated period of time.

4. Waives claims for additional costs or time extension that may subsequently become apparent.
5. Will coordinate installation of the accepted substitute, making such changes as may be required for the Work to be complete in all respects.
6. Will reimburse the Government and Contracting Officer for review or redesign services associated with reapproval by authorities having jurisdiction.
E. Substitutions will not be considered when they are indicated or implied on Shop Drawing or Product Data submittals without separate written request or when acceptance will require revision to Contract Documents.

1. Submit requests for substitutions on CSI Form 13.1A Substitution Request-After the Bidding/Negotiating Stage.

B. Verify that utility requirements and characteristics of operating equipment are compatible with building utilities. Coordinate Work of various Sections having interdependent responsibilities for installing, connecting to, and placing operating equipment in service.
C. Coordinate space requirements, supports, and installation of mechanical and electrical Work indicated diagrammatically on Drawings. Follow routing shown for pipes, ducts, and conduit as closely as practical; place runs parallel with lines of building. Use spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.
1. Coordination Drawings: Prepare as required to coordinate all portions of Work.
Show relationship and integration of different construction elements that require coordination during fabrication or installation to fit in space provided or to function as intended. Indicate locations where space is limited for installation and access and where sequencing and coordination of installations are important.
D. Coordination Meetings: In addition to other meetings specified in this Section, hold coordination meetings with personnel and Subcontractors to ensure coordination of Work.
E. In finished areas except as otherwise indicated, conceal pipes, ducts, and wiring within construction. Coordinate locations of fixtures and outlets with finish elements.

A. Listings: Reading from left to right, in ascending order for each activity. Identify each activity with applicable Specification Section number.
B. Diagram Sheet Size: 24 inches high x 36 inches wide.
C. Scale and Spacing: To allow for notations and revisions.

1.5 NETWORK ANALYSIS SCHEDULES
A. Prepare network analysis diagrams and supporting mathematical analyses using critical path method.
B. Illustrate order and interdependence of activities and sequence of Work; how start of given activity depends on completion of preceding activities, and how completion of activity may restrain start of subsequent activities.
C. Illustrate complete sequence of construction by activity, identifying Work of separate phases. Indicate dates for submittals and return of submittals; dates for procurement and delivery of critical products; and dates for installation and provision for testing. Include legend for symbols and abbreviations used.
D. Mathematical Analysis: Tabulate each activity of detailed network diagrams using calendar dates, and identify for each activity:
1. Preceding and following event numbers.
