Dolly Copp Campground Pre-bid Site Showing Questions and Answers 11-23-15 10:00AM to 11:45AM
| Q: | Is there going to be a restriction on work hours? |
| A: | Yes, see the Water and Electrical Renovation Specifications for allowed work hours. No work is allowed on any federal holiday. |
| Q: | What permits are the responsibility of the contractor? |
| A: | The Forest Service has an Alteration of Terrain permit, a Wetlands and Non-Site Specific Permit, a Subdivision permit, a Public Water permit, an Army Corps permit, and Subsurface permits. Any other permits shall be the responsibility of the contractor. This includes, but is not limited to, a Storm Water Pollution Prevention plan. |
| Q: | What are the existing materials of the water lines that need to be coupled to? When was the existing system built? |
| A: | The existing waterlines are of an unknown material and size. It is unknown when the existing system was constructed. |
| Q: | Who will mark out existing utilities in the campground? |
| A: | DigSafe must be contacted. They may not mark all the secondary lines into the campground. The Forest Service will provide any historic documents that can be found. |
| Q: | Plans state that the paved (asphalt) road is to be patched after the utility trench cut is backfilled. Can this area instead be graveled given the poor condition of the current road? |
| A: | Plans have been revised to include complete pavement milling in the first phase. Some areas will be left as graveled/milled surfaces and some will be reconstructed with subgrade gravels and the binder course of asphalt. Pavement reconstruction shall be completed after completing the utility trenching. |
| Q: | Water storage tank bid item includes painting. Is the tank already painted inside? |
| A: | No. The tank is currently plain concrete. |
| Q: | Is there electricity available at the water storage tank area? |
| A: | Yes. It may be seasonal. |
| Q: | To paint and cure the water tank, all water must be shut down. Are there timing restrictions? |
| A: | Yes, we would like the tank to be worked on when the campground is closed. The campground is shut down after Columbus Day weekend, and reopens a week before Memorial Day. Contractor can work on this project as long as conditions (weather) allow from the fall into winter. The campground is not plowed. Start-up can begin in the spring as soon as the contractor is ready, however, any road damage caused by equipment travel on the soft roads must be patched/fixed before the public returns. |
| Q: | How much of an area must be cleared for laying utility lines down across currently forested land? |
| A: | All trees on federal lands are property of the federal government. Tree marking will be done by the contractor. Trees under 5.5” may be removed within reasonable limits. The Forest Service shall approve all marked trees over 5.5”. No cutting of trees shall occur prior to the Forest Service check. Once down, tops and limbs of trees shall be scattered. Logs will be left on-site. A stump dump shall be staked out by the Forest Service. The dump must then be covered with spoil prior to project completion. |
| Q: | Is the bridge OK to take loaded trucks across? |
| A: | The bridge load rating is posted. If the posted rating is too low, the contractor may shore the bridge. The shoring design must be from a Professional Engineer, reviewed by the Forest Service prior to implementation. |
| Q: | Directional boring is called for under Culhane Brook. Are there any other options for these lines? Boring seems like it will be hard given the rocky subgrade. |
| A: | The design calls for directional boring. Test logs (July 2011) indicate directional boring is feasible. The test logs are posted with the announcement documents, Section J. |
| Q: | Is rock excavation a pay item? |
| A: | Yes. The size of rock in the pay item would be found in the specs. |
Other noted items:
· Historic sites are identified on the plans. Instructions for any disturbance to historic site areas are also found in the plans.
· Pinkham B Rd (access) is a state-owned road and does have a seasonal posting.
· Any excavated materials, including old lines, are the responsibility of the contractor to remove from the site. Spoil and rocks will be spread at designated spots close to the campground entrance.
· Due to the proximity of the public, site must be tidied at the end of every work day.
· The length of time between opening the bids and awarding the project will vary based on the dollars that are allocated by the government. There will be an anticipated state date posted.
