DOLLY COPP Q&A 04/15/2016

1. Eversource has been non-responsive. Can you clarify if Eversource is pulling and supplying new wire through conduit and supplying the transformers? If it remains unknown we will carry these items.

-Eversource is supplying and pulling the Primary Power lines shown on the plans. They are also supplying the transformers.

2. We have not found any permit requirements, either with the Town, State, or Utilities. Sheet G-201 Note 1: Permits from Utilities. Can you clarify what permits, if any?

- The Forest Service already has in-hand an Alteration of Terrain permit, a Wetlands permit, a Subdivision permit, a Public Water permit, an Army Corps permit, and Subsurface permits. These permits have been posted to the Solicitation website. Any other permits shall be the responsibility of the contractor. This includes, but is not limited to, a Storm Water Pollution Prevention plan.

3. Is it correct to assume that all permits and inspections are internal via Department of Agriculture?

Is the Forest Service performing any inspection or further oversight? We are happy to comply and are just looking to understand Chain of Command.

-The Forest Service will be inspecting all construction and will be the only entity with direct oversight of the contract. Eversource will also be performing inspections per their regulations and the contractor will work directly with them to schedule those inspections as required. Inspections by State entities may also occur based on the specific permit conditions. Those inspections should be scheduled between the contractor and the necessary agency. For instance, the NH-DES Subsurface permit states that each system must be left uncovered until inspected by an authorized agent of the Department. The Forest Service asks to be informed of other Agency or Entity inspections.

4. Since the bid is due on the 20th, is it acceptable to overnight the bond on the 20th with receipt no later than the 21st with a Fedex tracking number and photocopy proof? Based on our understanding, the bid bond is based on the base bid. Otherwise, this could potentially tie up the total amount of bonding capacity for any small company for up to one to three years without known bid alternatives being accepted. An example would be the pre-cast buildings could be an end of project item, but have a significant dollar value. This would also seem to be in line with “Phase 1”. Lastly since all the “Bid Alt” sheets say “Mobilization and Bond” it seems there is the same relationship of the bid bond being only for the base bid. If this is not correct, can you please clarify?

-The “ORIGINAL” 20% bid bond needs to be delivered to me no later than 04/20/2016 @ 2:00 pm. The bid bond should be based on the base bid only and should not include the optional items.

5. Are we bidding the construction of the new gatehouse? The prints show the design, but we have been unable to locate the language that says to include it.

-No, the gatehouse is not going to be constructed at this time.

6. We count a total of 13 new pre-fabricated toilet buildings are to be constructed inclusive of the new campground area. Is this correct? Additionally is it correct that all building have new concrete base structures with existing to be removed?

-Only 12 toilet buildings are planned for construction at this time. The “new campground area” (the Volunteer Loop) is not an item for construction. That would be the 13th building that you count.

-The CXT buildings come with concrete bases, so no additional concrete is necessary underneath the structures. The only needed component under a bathhouse is 12” of compacted gravel and that is shown on the plans and accounted for the in the bid quantities. Sidewalks are the only concrete work associated with the bathhouses. In regards to the removal of existing structures, yes, any concrete that is not attached to the building itself shall be removed and disposed of properly.

7. The proposal is limited to 20 pages including QC plan. Is it reasonable to assume that these are overviews with key personnel, as the limit is 20 pages? Scheduling submission as an overview; is this the correct approach since it is unknown what bid alts will be awarded which affect the true schedule that has to be developed after conversations with the contractor and the Dept of Ag based on options, approach, restrictions, long lead items, and determination of what needs to be done in preparation.

Therefore is it reasonable to submit an overview schedule and QC plan since there is a limit on pages?

-Yes, it is reasonable to assume that due to the 20 page maximum for the technical proposal.

8. We don’t see specifications on the water tower hatch that is a bid line item.

9. Pages 2 and 3 are missing from the Solicitation. Can you please provide them or identify that they are deleted?

-Pages 1-3 are in the original solicitation. They did not change with Amendment 000001. See attached pages.

10. We see this project falls under NAICS code 237990, Other Heavy and Civil Engineering Construction, with a $36.5 million average annual revenue. Is it correct that any bidder who exceeds this size standard will not be considered as a prime including affiliation (as defined by SBA)?

-Correct any business that does not meet the size standard in the solicitation will be ineligible for any award..
