Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

1. How much or how little of these contracts can I bid on?

Answer: Items are number 1-10 and have numerous Payable Sub-items; you may submit a quote on all Items (1-10) or on some Items. At the bottom of each Item there is a statement on how to show your intent on your quote. The same statement is on page 21:

a. Quotes may be submitted for all or some of the Items listed in the solicitation; all Payable Sub-items under an Item must be quoted on to be considered for that Item. Quoters who are not providing pricing for an Item shall write “NO QUOTE” in the Total Item box.

For example: If you are located near the McKenzie River Ranger District (Item 3) and only wanted to perform work there, you would enter pricing for every Payable Sub-item under Item 3: Willamette National Forest Mckenzie River Ranger District Eugene BLM: Upper Willamette Resource Area. For all other Items (1, 2 and 4-10) you would enter NO QUOTE in the 2015 TOTAL ITEM # block.

2. Since I’m a brand new company, but have been in the industry for 11 years, how would I explain my experience since I was not in control of previous time management or bidding?

Answer: You will explain that you are a new business and show the references of the companies you have performed similar work for with references. It is good for us to see the types of work you have performed as an employee and we do check those references. New companies are rated as neutral, so your performance will not show as less than satisfactory.

3. Is my company required to cover all costs of mobilization etc. or does upon winning a contract, is there a down payment on the job?

Answer: The Government will pay when work is completed satisfactorily. Once we award the Indefinite Delivery, Indefinite Quantity (IDIQ) contract, all work will be ordered and paid against the Task Orders issued against that contract. There is no down payment on a Government contract.

4. I was wondering if I could quote on the Road Maintenance IDIQ if I am going to be renting equipment from someone who also may be on the contract.

Answer: Yes, you may. When you answer the Evaluation question on capability and equipment, provide that information there so it is known that you will be renting equipment. If you intend to subcontracting on some payable sub items, provide that information in the Evaluation section as well.

5. Is there a way to obtain previous contract details on line item pricing?

Answer: No, we only provide the total amount, not the line item amount.

6. We cannot find the specifications on the Vegetation Maintenance on this solicitation Item No. 10, Payable sub item 842(1) and 842 (2): It just says X and Y ... no inches or feet on the maps.

Answer: This is corrected on Amendment 2.

7. Is Bonding required for these Task Orders above a certain dollar amount?

Answer: No, this is a service only IDIQ and no construction items are included.

8. Is there a pre-bid meeting scheduled?

Answer: No. We are using the written question format and answers will be posted to FBO.

9. Bidding on revised Return Packet: Is it possible to just change the original bidders return packet rather than having to start all over with every line item?

Answer: No—there have been too many changes on the line items to clearly indicate the changes. For items that have not changed from the original, or Amendment 1 to Amendment 2, you can use the same pricing schedule. Items 1-8 and 10 have changed too much to change them and have a clear picture of the prices submitted. Be sure to send back the Amendment cover forms signed to indicate you have received and understood the changes.

10. Section 881 Mobilization- How do we determine which pieces of equipment we are mobilizing with this request to provide a fair price?

Answer: Give your best fair and reasonable price based on your knowledge of the work that may be involved.

11. Section 881 Equipment Moving- How do we specify or can you specify which pieces of equipment we need to move at any given time for this pricing detail? With the vast array of different scopes we could be moving several different pieces of equipment, depending on the requirements of a specific scope of service.

12. Section 834 Culverts- Can you assist with how we determine a price per mile?

13. Section 813 Spot Surfacing Gradation- Can you specify which type of material we are using? Where the source will be coming from? Can you assist with how we calculate CY and Ton haul distances if we don’t know where the materials are coming from? The distance could impact the price per CY and Ton.

Answer: Specific gradations and Government borrow locations shall vary per task order and area. If Government furnished, the approximate distances are listed on the payable sub item. If Contractor furnished, available commercial source locations and all the possible haul distances will need to be considered when determining a fixed price per CY and Ton.

14. Section 851-Logging out Maintenance-How do we calculate Per Mile pricing? I assume that the conditions will vary, which will certainly vary the price.

15. Umpqua Section 814-No Description in the Specs but there is a pricing request on the bid sheet.

Answer: This has been updated on Amendment 2.

16. Umpqua 861(6) Install or Maintain Rock/Earth Barrier- It looks as though this will be two different prices from new install vs maintaining. How would you recommend we price this item?

Answer: This will be updated on Amendment 4 to read “Maintain Rock/Earth Barrier”.

17. 811 Surface Maintenance- 811.05 states hauling and spreading of water will be paid under section 891. Schedule of supply and services for Powers and Gold Beach R.D.

does not show 891 as a bid item. If water is called for by the COR will it be incidental?

Answer: Powers Ranger District only—this is corrected on Amendment 2.

18. 832(1) Load, haul, place. Does this include maintaining the waste disposal area?

Answer: Yes, repositioning and stabilizing. i.e., shaped into one mass and sloped to drain typical.

19. 833(2) Remove Culvert – Section 833 Does this item include excavation and backfill or installation of culverts, water bars and cross ditches along with removal.

Answer: This includes excavation and backfill; however, we do not do extensive excavation under a service contract. This will not include installation of a new culvert, Water bars or cross ditches would be ordered under another item.

20. Clarification on the Fremont-Winema Specifications on Amendment 2:

In the -Amendment2-AG-04R4-S-15-003 document, the Fremont-Winema Statement of Work and Specification pages begin on 168 of 198 and run to the end. I apologize for missing the title of the document and the header.

21. Is it possible to summarize somehow the changes that were made to the Items 1-8 and 10?

Item 1-8 and 10 have been changed:

Items 1-4: updated to change the BLM areas which are included—only the ones east of I5 are included now. Correspondingly, the Statement of Work package was updated with this information and more detailed maps.

Items 5-7: Mobilization lines were updated and clarification on hay vs straw on 841.

Also units were updated with decimal points per the engineers. The specifications were incomplete so the missing parts were added and clarification language included.

Item 8: Payable Sub-item for 891 was added to pay for watering on the Powers RD only. No changes to the specifications.

Item 10: 833(1) and 833(2) Culvert Replacement and Removal was removed. 833(7) Drivable cross ditch was removed. Mobilization was changed to a per task order (TO) pricing based on TO amount. The specifications were incomplete so the missing information was added and the removed payable sub-items specifications were removed.

For clarity purposes, all quotes will be returned using the most current amendment version of the Return Package.
