ITEMS 8 - 9: ROGUE RIVER-SISKIYOU DESCRIPTION/SPECIFICATIONS/

STATEMENT OF WORK

SECTION 1—GENERAL

1.1 Scope of contract

The intent of the contract is for the awarded Contractor to provide for yearly road maintenance of forest roads on the Gold Beach Ranger District and the Powers Ranger District (RRS-West and Period of Performance of 01/01/2016 through 12/31/2018) and the High Cascades Ranger District, Siskiyou Mountains Ranger District, and Wild Rivers Ranger District (RRS-East and Period of Performance from date of award through 12/31/2018) of the Rogue River – Siskiyou National Forest. This work includes furnishing labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to provide maintenance in accordance with drawings and specifications of the contract. Contractor may be required to perform work items simultaneously on all three districts. In addition, the contractor may be required to respond to emergency storm events which may consist of removing trees, debris, slides and slough from drainage structures and/or traveled way to provide access to the forest.

The scope of work is not limited to the payment items identified herein. Other payment items within the overall scope of road maintenance may be added by contract modification if an agreeable price and performance time can be established. In the event requirements for work develop that are not pre-priced, the Government will provide a complete description of the specifications and payment items and request a unit price. If mutual agreement is reached on the pricing of additional payment items, they may be added to the contract at any time. If mutual agreement is not reached on proposed additional payment items, the Government reserves the right to contract for such work with others.

1.2 Location and Description

The location of the worksites, access to the areas, methods of work, size of each sub item, and other information pertinent to this contract are contained in the Vicinity and Project Maps, which shall be considered as part of the technical specifications.

Vicinity Maps are attached to this contract. Specific Project Location Maps shall be issued with each Purchase Order as necessary.

The attached road lists for each district may only be a portion of all the roads on the forest; specific roads requiring work will be listed on each Task Order.

The Typical Drawings included with the specifications are representative of work required.

1.3 Accessibility

1.3.1 Work areas may be reached by Forest roads that are accessible by a standard two-wheel drive pickup equipped with snow tires and chains, if needed, during normal operating seasons, unless otherwise indicated on Project Maps.

Vehicles shall not operate off system roads without prior written approval of the Contracting Officer.

1.3.2 Inaccessibility due to snow, fallen trees, slides or washouts on roads may or may not be corrected at the option of the Government. If road access is blocked, the Government may: (1) provide an alternate access route; (2) delete the inaccessible sub items (s) or; (3) substitute similar sub item(s).

1.3.3 Roads shown on unit maps indicate access to units and are not to suggest the roads are open within units or for any further travel.

1.3.4 Use of motorized equipment other than hand held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer or as hereinafter provided.

1.3.5 No vehicle shall by-pass any officially blocked road (barriers, locked gates, posted signs, rock/log/dirt, etc.) without approval of the Contracting Officer.

SECTION 2--DEFINITIONS

Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

1. Agreed or Approved - Official agreement or approval by use of a written document issued by the Government. Agreements also require signature of Contractor's Representative and are dated.

2. Base Course – The layer or layers of specified or selected material of designed thickness placed on a subbase or a subgrade to support a surface course. (See Illustration of Road Maintenance Terms.)

3. Berm –A curb or dike that controls roadway runoff water, or delineates traffic direction.

4. Channel - A natural waterway leading into or away from a culvert or bridge.

5. Contract Amendment - A bilateral written supplemental agreement between the Government and the Contractor, documenting a modification outside the scope of the contract and establishing an equitable adjustment therefore.

6. Contractor - The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract.

5. Culvert - Any structure that provides a passageway, drain, or waterway under a road or embankment.

6. Cross ditch – A shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by full-size pickups or other high clearance vehicles; usually placed diagonal to the centerline.

7. Ditch – A relatively long narrow excavation placed to collect or disperse water.

8. Drainage dip – A drainage structure that was previously constructed within the roadbed surface to form a uniform depression that allows routine passage of vehicles while diverting water from the traveled way.

9. Drainage ditch – A ditch located parallel to and abutting the roadbed.

10. Drainage structure – A term identifying manufactured devices placed to control water movements.

11. Drawings – Illustrations showing detailed maintenance required.

12. Equipment – All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.

13. Excess Material – Material from the roadway in excess to that needed for maintenance of roadway.

14. Foreslope – The slope of the ditch section nearest to the traveled way.

15. Grade – The vertical alignment of the top surface of the road.

16. High Clearance Vehicles – Vehicles such as, pickups, 4x4s, and log trucks.

17. Highway Vehicles – Vehicles such as, passenger cars, High and low high clearance vehicles.

18. Hydrologic Function – Physical properties of the occurrence and movement of water on the earth’s surface and in particular that part which crosses transportation systems.

19. Inspector - The Government's authorized representative designated in writing, assigned to make detailed inspections of contract performance, but not to sign orders to the Contractor.

20. Lead-off ditch – A ditch used to remove water from roadside drainage ditches, the roadway, cattleguards, or drainage structures such as culverts and drainage dips.

21. Low Clearance Vehicles – Vehicles such as passenger cars, non 4x4 pickups, vans and other highway vehicles.

22. Materials – Any substances specified for use in the performance of the work.

23. Measurement – Method of determining and expressing the quantities of work.

24. Nominal Dimensions or Weights – The numerical values shown on the drawings or in the specifications as measurements for the work.

25. Order - A written order by the Government directing fulfillment of work requirements under the terms of the contract.

26. Original Contract Quantities - Those estimated quantities shown in the Schedule of Items as awarded.

27. Patching – Minor repairs.

28. Paved Surface or Pavement - Denotes asphalt, concrete, or other stabilized materials excluding natural aggregates. Dust palliative treatments are not considered as pavement.

29. Reasonably Close Conformity - Means compliance with customary maintenance tolerances where working tolerances are not specified.

30. Right-of-Way - A general term denoting land, property, or interest therein acquired for or devoted to a road.

31. Roadbed – The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade.

32. Road Listing – A preliminary listing of road locations and any established work priorities.

33. Schedule of Items - Schedule containing a listing and description of maintenance items, quantities, units of measure, methods of measurement, unit price, and amount.

34. Shoulder – The portion of the roadway continuous to the traveled way for accommodation of stopped vehicles, emergency use, and lateral support of travel way structure.

35. Slough or Slide – Material deposited on the roadway that may need to be repositioned or removed.

36. Slump – A localized portion of the roadbed that has slipped, or otherwise become lower than the adjacent roadbed, and constitutes a hazard to traffic.

37. Supplemental Specifications - Specifications that detail conditions and requirements peculiar to the individual project.

38. Standard Specifications - Specifications for all divisions of work.

39. Subgrade – Top surface of roadbed upon which subbase, base course, or surface course was constructed.

40. Traveled Way – The portion of the roadway for the movement of vehicles. For purpose of this contract, traveled way includes turnouts and curve widening.

41. Turnouts - A short auxiliary lane on a one-lane road provided for passage of meeting vehicles.

42. Unit of Measure - The unit and fractions of units shown in the Schedule of Items.

43. Unsuitable Material - Material removed during maintenance which must be disposed of in designated locations. Includes material with substantial amounts of vegetation or other objectionable material.

44. Waterbar - A deeper type of cross ditch which is not intended for passage of low clearance passenger vehicles.

45. Work Schedule - The Contractor's current schedule for work progression.

Quantity Measurement Terms

1. U.S. Customary Units of measure are used in conjunction with these specifications.

2. The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.

3. All items, which are measured by the feet, will be measured parallel to its longitudinal centerline, unless otherwise shown on the drawings.

4. A station when used as a definition of term or measurement will be one hundred feet, or a precise location along a survey line.

5. Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or equal substitute operated on the traveled way at or parallel to road centerline.

6. The term "ton" means 2000 pounds. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark. Weigh tickets furnished by the Contractor from certified scales will be used to determine weight measurements.

7. Materials measured by the cubic yard in the hauling vehicle shall be measured therein at the point of delivery. Vehicles may be of any size or type, provided that the box is of such shape that the actual volume may be readily and accurately determined.

8. Measurement by the acre will use the length and width treated. Measurement of width will approximate significant slope breaks, but will not include minor deviations along the slopes. The measured slope distance for the length will multiply width treated and converted to a standard 10,000 square yard or acreage value of the surface area treated.

9. Measure square yard with horizontal longitudinal and traverse measurements.

10. The term "lump sum" when used in the Schedule of Items means the complete unit as required by or described in the contract.

11. Measurement will be made of each item or unit of work, as shown in the Schedule of Items, completed and accepted in accordance with the contract provisions, specifications, and drawings.

SECTION 3--GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES

Specifications governing road maintenance work include Pacific Northwest (Region 6) Standard Specifications (2005 Performance Based Service Contract (PBSC)), and may include Rogue River-Siskiyou National Forest Standard Specifications for Maintenance of Roads and Special Project Specifications which refine, revise, and add to the Standard Specifications. The 2005 PBSC specifications are included in their entirety, but may reference the Standard Specifications for Constructions of Roads and Bridges on Federal Highway Projects FP-03. The Special Project Specifications and Standard Specifications must be read as a whole to gain a full understanding of the work required. In case of discrepancies, however, between these specifications, the Special Project Specifications will take precedence over the Standard Specifications.

Standard Specifications are numbered with three digits and may have an alpha character added. Special Project Specifications are numbered with the corresponding Standard Specification number followed by –1, -2 or other numbering suffix.

SECTION 4--CONTRACTOR FURNISHED CRITICAL ITEMS/SERVICES

Equipment as required to complete the work according to the attached specifications.

Furnishing Of Material

Unless otherwise stated in the Supplemental Specifications, the Contractor shall furnish all material required for performance of the contract. All material shall comply with the specifications. The Contractor shall verify the kind and amount of work that may be necessary in furnishing the material.

The Contractor shall furnish and deliver the material to the site of the work in such a manner that their quality and fitness for the work is preserved.

Measurement and payment for contract work will be made only for “work ordered under” those pay items included in the Schedule of Items. Measurement and payment for work or materials required to complete the project “in accordance with” the drawings and specifications and which are not included as pay items in the Schedule of Items will be considered as incidental to and included in the payment for other pay items shown and separate measurement and payment will not be made.

The Contractor shall be responsible for furnishing warning devices and complying with the safety standards and traffic management procedures as specified in this contract.

SECTION 5--PERFORMANCE WORK STATEMENT TASKS AND CRITICAL

SUBTASKS

All work will be performed in accordance with the attached specifications.

Manage all work areas in accordance with other clauses and specifications in this contract including documents incorporated by reference.

Water sources for Contractor use will be noted on individual task orders as needed.

640 Road Opening and Closure Devices

• Mobilization and equipment move-in included in Section 640(1).

811 Blading & Compaction --

• Grade sags and/or drainage dips shall be maintained in accordance with Section 811 and incidental to Payment Item 811.

813 Spot Surfacing --

• For all Districts location for placement of spot surfacing and source designations will be identified on task orders.

832 Load, Haul, and Place Materials

• Material will be placed at sites designated by the Contracting Officer.

834 Roadway Drainage System Maintenance

• When ordered by the Contracting Officer, excess material generated from ditch and culvert cleaning shall be removed and disposed of in accordance with Section 832. There shall be no side-casting or end dumping. Roads with POC concerns shall be worked in dry weather.

872 Sign Installation and Maintenance --

• Minor vegetation clearing to ensure visibility of the sign or marker is considered incidental to the sign work itself, and shall be treated in accordance with Section 842.

Special Requirements For Water Drafting Equipment Water drafting equipment may be used only at water sources designated on the Vicinity Map, task order, or provided by the Contracting Officer. Such equipment shall include a screen around the intake (foot valve) with openings no larger than 3/32 - inch. An air gap or positive antisiphon device shall be provided between the water source and the vehicle being loaded if the vehicle has been used for other than water haul, if the source is a domestic potable water supply, or the water is used for tank mixing with any other materials. Materials must be readily available and appropriate measures taken to prevent petroleum products from entering the water source.

861 Maintenance of Cattleguards, Traffic Gates and Barriers, Guardrails and Retaining Walls

• Maintain cattle guards at locations as directed by the Contracting Officer.

• Material will be placed at sites designated by the Contracting Officer.

Noxious Weed Mitigation Requirements.

Forest Service will flag and/or stake all known locations of noxious weeds prior to work commencing. Infested sites to be avoided will be marked with florescent orange flagging and labeled “NOXIOUS WEEDS” with black lettering. Forest Service will provide the contractor with a map indicating where the known infestations are located. Contractor will avoid performing road maintenance in the flagged and/or staked areas unless otherwise directed by the COR. If directed to work in an infested area and perform maintenance such as road grading, brushing and ditch maintenance contractor will be required to prevent spreading the infestation into uninfested areas. Contractor will be required to immediately clean vehicles and equipment after working in an invested area.

Special Equipment Cleaning Requirements Port Orford-Cedar Root Disease Port Orford-cedar Root Disease Control - Contractor vehicles and equipment shall be washed by high-pressure washer to remove all loose or dried soil, or mud from surface and underside of vehicles before entering contract area to prevent the spread of Port Orford-cedar root disease. Washing shall also be done any time Contractor equipment, or vehicles that have been operated outside the road travel way, are moved from an infected area, or if removed from the contract area and returned. The CO will inspect equipment prior to its transportation to the Forest. Work shall progress from uninfected sites to infected sites, as shown on the road listings or directed by the CO.

If water is drafted from sources possibly infested with phytophthora lateralis spores (Port Orford - cedar root disease), then Clorox (TM) must be added:

Rate: 1 Liter of Ultra Clorox Bleach in 1000 Liters of water (52.5 ppm sodium hypochlorite).

Treatment Site: Treatment of water to occur only in truck tanks, tankers, trailers, fold-a-tank, water buckets, or other similar water carrying equipment. No treatment to occur in natural or man-made sources, such as streams, lakes, ponds, rivers, sumps or reservoirs. Treated water must be used in forested areas: Water should be used for fire fighting purposes, dust abatement, equipment cleaning and road work.

Restrictions: No direct application of treated water to streams or other bodies of water.

Do not apply treated water in such a manner that allows run-off into bodies of waters such as creeks, streams, ponds, water-containing ditches, etc. Do not use as an irrigation source for plants. Do not use for drinking water.

It is a violation of Federal and State law to use this product inconsistent with it's labeling.Follow all directions, restrictions and precautions on the product label. The below label must be in possession of the user at the time of application.

Provide the Ultra Clorox Bleach Use Report to the CO within 15 days after each use period and at the close of the contract.

Restrict operations in affected areas to dry season. Waivers, at the discreation of the CO, may be issued in the event of extended dry weather.

Contractor shall clean all heavy equipment and vehicles prior to traveling or working in an Unifested area from an Infested area. Equipment and vehicles shall be cleaned and inspected at sites agreed to by the Forest Service. As much as practicable, work in uninfested areas first, then move to infested areas last.

Dispose of fill and debris from potentially infested sites in an approved area.

Roads in infected areas will be identified in the task orders.

SECTION 640F1 – ROAD OPENING AND CLOSURE DEVICES

807 EQUIPMENT RENTAL

807.01 Service Required

Furnishing and operating equipment.

807.02 Performance Standards

A. Equipment will be weed free before it used on National Forest System lands.

B. Make equipment available for inspection and approval before use. Furnish the equipment specified in the table below:

807.03 Location of Work

Location of work is as specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

807.04 Measurement

A. The accepted quantities will be paid at the established hourly rate, rounded to the nearest half (1/2) hour, that the equipment is in operation.

B. Non-operable equipment or equipment dependent on another piece of non-operable equipment will not be paid for.

C. Hours of operation shall be the same as for the Service Provider’s regular work shift, unless otherwise directed in writing by the Contracting Officer.

807.05 Payment

811F1 SURFACE MAINTENANCE

811.01

A. Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections. Reshape or recondition ditches, water bars, and drain dips. Water shall be applied as necessary to prevent segregation and facilitate compaction. When ordered by the Contracting Officer to work in a weed infested area the contractor will be required to prevent spreading the infestation into un-infested areas by cleaning vehicles and equipment. The contractor will use wash stations approved by the Contracting Officer.

B. When roller compaction is required, an 8-10 ton vibratory roller will be operated over the full width of the roadway for a minimum of 3 complete passes and until there is no visible evidence of consolidation. One pass is defined as operating the vibratory roller from the point where blading begins to the point where blading ends.

811.02 Performance Standards

Level 2-4 Roads

A road surface is maintained to standard when: The travel way is logged out, free of washboards, potholes, or other irregularities.

The surface is smooth, compact, crowned or sloped to drain, without segregation of the surfacing materials. Suitable materials have been recovered and incorporated. Unsuitable materials have been removed. Ditches and road surface drainage structures function efficiently. Unpaved shoulders are shaped to provide a smooth transition from the paved surface and drain efficiently.

As specified on roads listed on the road listing, shown on the plans or task orders, marked on the ground, or as ordered by the Contracting Officer. SECTION 834 – ROADWAY DRAINAGE SYSTEM MAINTENANCE
