ITEMS 1 - 4: WILLAMETTE NATIONAL FOREST AND EUGENE AND

SALEM BLM DESCRIPTION/SPECIFICATIONS/STATEMENT OF

WORK

SECTION 1—GENERAL

1.1 Scope of contract

The intent of the contract is for multiple awarded Contractors to provide for yearly road maintenance of Forest Service and Bureau of Land Management roads located on the Willamette, Umpqua, Rogue River-Siskiyou and Fremont-Winema National Forests, and the Salem and Eugene Districts of the BLM. This work includes furnishing labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to provide maintenance in accordance with drawings and specifications of the contract. Contractor may be required to perform work items simultaneously in various Zones if awarded more than one Zone. In addition, the contractor may be required to respond to emergency storm events which may consist of removing trees, debris, slides, and slough from drainage structures and/or traveled way to provide access to the forest.

The scope of work is not limited to the payment items identified herein. Other payment items within the overall scope of road maintenance may be added by contract modification if an agreeable price and performance time can be established. In the event requirements for work develop that are not pre-priced, the Government will provide a complete description of the specifications and payment items and request a unit price. If mutual agreement is reached on the pricing of additional payment items, they may be added to the contract at any time. If mutual agreement is not reached on proposed additional payment items, the Government reserves the right to contract for such work with others.

1.2 Location and Description

The location of the worksites, access to the areas, methods of work, size of each sub item, and other information pertinent to this contract are contained in the Vicinity and Project Maps, which shall be considered as part of the technical specifications.

A Vicinity Map is attached to this contract. Specific Project Location Maps shall be issued with each Purchase Order as necessary.

The attached road lists for each district are only a portion of all the roads on the forest; specific roads requiring work will be listed on each Task Order.

The Typical Drawings included with the specifications are representative of work required.

1.3 Accessibility

1.3.1 Work areas may be reached by Forest roads that are accessible by a standard two-wheel drive pickup equipped with snow tires and chains, if needed, during normal operating seasons, unless otherwise indicated on Project Maps.

Vehicles shall not operate off system roads without prior written approval of the Contracting Officer.

1.3.2 Inaccessibility due to snow, fallen trees, slides or washouts on roads may or may not be corrected at the option of the Government. If road access is blocked, the Government may: (1) provide an alternate access route; (2) delete the inaccessible sub items (s) or; (3) substitute similar sub item(s).

1.3.3 Roads shown on unit maps indicate access to units and are not to suggest the roads are open within units or for any further travel.

1.3.4 Use of motorized equipment other than hand held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer or as hereinafter provided.

1.3.5 No vehicle shall by-pass any officially blocked road (barriers, locked gates, posted signs, rock/log/dirt, etc.) without approval of the Contracting Officer.

SECTION 2--DEFINITIONS

Refer to attached specification 800-F1.

SECTION 3--GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES

The Government may provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

SECTION 4--CONTRACTOR FURNISHED CRITICAL ITEMS/SERVICES

Equipment as required to complete the work according to the attached specifications.

Operating Permits (BLM Only) - Oregon State law requires a permit (Notification of Operation) to operate power driven machinery. This requirement applies to chainsaws and weed eaters. The Contractor shall obtain these permits and shall have them filled out prior to the start work date. Permits are available at the Oregon Department of Forestry Office in Salem, Oregon, or at other local Oregon Department of Forestry Offices.

SECTION 5--PERFORMANCE WORK STATEMENT TASKS AND CRITICAL

SUBTASKS

All work will be performed in accordance with the attached specifications.

SPECIAL PROJECT SPECIFICATION (01/15)

800-F1 DEFINITIONS AND ABREVIATIONS

800.01 Definitions

Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

1. Agreed or Approved - Official agreement or approval by use of a written document issued by the Government. Agreements also require signature of Service Provider's Representative and are dated.

2. Base course - The layer or layers of material placed on a subbase or a subgrade to support a surface course. (See Illustration of Road Maintenance Terms.)

3. Berm - A curb or dike that controls roadway runoff water, or delineates traffic direction.

4. Catch Basin. The area immediately adjacent to inlet invert of the culvert.

5. Channel. A natural waterway leading into or away from a culvert or bridge.

6. Culvert. Any structure that provides a passageway, drain, or waterway under a road or embankment.

7. Lead-off ditch. A ditch used to remove water from roadside drainage ditches, the roadway, cattleguards, or drainage structures such as culverts and drainage dips.

8. Ditch. A relatively long narrow excavation placed to collect or disperse water.

9. Rolling dip. A drainage structure placed within the roadbed surface to form a uniform depression that allows routine passage of vehicles while diverting water from the traveled way.

10. Drainage ditch. A ditch located parallel to and abutting the roadbed.

11. Drainage structure. A term identifying manufactured devices placed to control water movements.

12. Drawings. Illustrations showing details of required work.

13. Equipment. All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.

14. Excess Material. Material from the roadway in excess to that needed for maintenance of roadway.

15. Foreslope. The slope of the ditch section nearest to the traveled way.

16. Grade. The vertical alignment of the top surface of the road.

17. Highway Vehicles. Vehicles such as, passenger cars and high clearance vehicles.

18. High Clearance Vehicles. Vehicles such as, pickups, 4x4s, and log trucks.

19. Materials. Any substances specified for use in the performance of the work.

20. Measurement. The process of identifying the dimensions, quantity, or capacity of an item..

21. Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements for the work.

22. Original Contract Quantities. Those estimated quantities shown in the Schedule of Items as awarded.

23. Patching. Minor repairs.

24. Paved Surface or Pavement. Denotes asphalt, concrete, or other stabilized materials excluding natural aggregates. Dust palliative treatments are not considered as pavement.

25. Right-of-Way. A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private Lands), or (2) real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

26. Roadbed. The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade.

27. Road Listing. A preliminary listing of road locations and any established work priorities.

28. Schedule of Items. A schedule in the contract that contains a listing and description of maintenance items, quantities, units of measure, methods of measurement, unit price, and amount.

29. Shoulder. The portion of the roadway continuous to the traveled way for accommodation of stopped vehicles, emergency use, and lateral support of travel way structure.

30. Slough or Slide. Material deposited on the roadway that may need to be repositioned or removed.

31. Slump. A localized portion of the roadbed that has slipped, or otherwise become lower than the adjacent roadbed, and constitutes a hazard to traffic.

32. Standard Specifications. Specifications for all divisions of work.

33. Subgrade. Top surface of roadbed upon which the pavement structure, shoulders, and curbs are constructed.

34. Traveled Way. The portion of the roadway designated for the movement of vehicles, exclusive of shoulders but including turnouts and curve widening.

35. Turnouts. A short auxiliary lane on a one-lane road provided for passage of meeting vehicles.

36. Unit of Measure. The unit and fractions of units shown in the Schedule of Items.

37. Unsuitable Material. Material removed during maintenance, which must be disposed of in designated locations. Includes material with substantial amounts of vegetation or other objectionable material.

38. Water-bar. A deeper type ditch placed across the roadbed to remove water from the roadbed surface, which is not intended for standard passenger vehicles; usually placed diagonal to the centerline.

39. Work Schedule. The Service Provider's current schedule for work progression.

40. DBH. Tree diameter at breast height.

801-F1 QUANTITY MEASUREMENT TERMS

801.01 Measurement Terms

1. U.S. Customary Units of measure are used in conjunction with these specifications.

2. The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.

3. All items, which are measured by the feet, will be measured parallel to its longitudinal centerline, unless otherwise shown on the drawings.

4. Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or equal substitute operated on the traveled way at or parallel to road centerline.

5. The term "ton" means 2000 pounds. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark. Weigh tickets furnished by the Contractor from certified scales will be used to determine weight measurements.

6. Materials measured by the cubic yard in the hauling vehicle shall be measured therein at the point of delivery. Vehicles may be of any size or type, provided that the box is of such shape that the actual volume may be readily and accurately determined. The exception is spot rock surfacing which is measured as compacted in place.

7. The term "lump sum" when used in the Schedule of Items means the complete unit as required by or described in the contract.

8. Measurement will be made of each item or unit of work, as shown in the

Schedule of Items, completed and accepted in accordance with the contract provisions, specifications, and drawings.

807-F1 EQUIPMENT RENTAL

807.01 Service Required

Furnishing and operating equipment for normal road maintenance.

This section also establishes the basis for the Government to obtain contractors personnel and equipment during a storm, flood or similar emergency when designated on the ROAD LISTING, SHOWN ON THE PLANS, or ordered by the Contracting Officer as EMERGENCY EQUIPMENT RENTAL. Emergency equipment ordered under this section shall be made available at the work site no more than 48 hours after issuance of written order.

807.02 Performance Standards

A. Equipment will be weed free before it is used on National Forest System lands.

B. Make equipment available for inspection and approval before use.

Equipment under this Section shall be provided with a fully qualified operator.

C. Minimum Equipment Specifications:

Excavator:

The excavator shall be a track-mounted hydraulic backhoe Caterpillar 322B or equivalent, which meets the following specifications:

i. Minimum operating weight of 50,000 pounds.

ii. Minimum flywheel horsepower of 150 hp.

iii. Minimum track width of 32” and minimum overall track length of 15’.

iv. Minimum reach at ground level of 30 horizontal feet.

v. 360 degree rotation working ability (stationary tracts).

vi. Include a 24” excavation bucket, with rock teeth.

vii. Include an additional 30”+ muck bucket, with a smooth digging edge

(no teeth).

viii. Fully operational hydraulic “thumb” attachment.

ix. Equipped with hydraulic quick disconnects for installation of buckets and attachment(s).

x. Minimum age 20 years.

Backhoe:

The loader backhoe shall be a wheel-mounted hydraulic backhoe Case 580SN or equivalent, which meets the following specifications:

i. Minimum operating weight of 16,000 pounds.

ii. Minimum flywheel horsepower of 95 hp.

iii. Minimum wheel track length of 7’.

iv. Minimum reach at ground level of 15 horizontal feet.

v. Minimum Loader Bucket capacity of 1 CY.

vi. Include an excavation bucket, industry standard for size of equipment, with rock teeth.

vii. Fully operational hydraulic “thumb” attachment.

viii. Minimum age 20 years.

Bulldozer:

The bulldozer shall be a track-mounted tractor Caterpillar D5K2 or equivalent, which meets the following minimum specifications:

i. Flywheel horsepower of 100 hp

ii. Operating weight of 20,000.

iii. Minimum track width of 20”, minimum ground contact area of 3,500 square inches, and a maximum ground pressure of 4.5 pounds per square inches.

iv. Power angle and tilt blade with minimum capacity of 2.5 cubic yards.

v. Minimum age 20 years.

Motor Grader:

The motor grader shall be a Caterpillar 120H or equivalent, which meets the following specifications:

i. Minimum operating weight of 25,000 pounds.

ii. Minimum flywheel horsepower of 140 hp.

iii. Minimum wheelbase shall be 19 feet. Wheelbase is the distance from front axle to mid tandem.

iv. Maximum length shall be 35 feet. Length from the front of the front tire to the rear of the machine.

v. Maximum width shall be 8 feet 4 inches. Maximum width shall not exceed the greater of either the distance from the outside of the rear tires or the outside of the front tires.

vi. Maximum height shall be 11 feet. Maximum shall be the height from ground to top of the cab.

vii. Minimum nine (9) tooth scarifier, mounted forward of moldboard assembly, with a minimum working width 46 in and maximum digging depth of 11-1/2 in.

viii. Minimum age of 20 years.

Vibratory Steel Wheel Compactor (Single Drum, Smooth):

The single drum, smooth, vibratory steel wheel compactor shall be a Caterpillar CS-533E or equivalent, which meets the following specifications:

i. Minimum operating weight of 20,000 pounds.

ii. Minimum centrifugal force of 25,000 pounds.

iii. Minimum flywheel horsepower of 100 hp.

iv. Equipped with amplitude and frequency controls.

v. Double Drum acceptable upon approval by Contracting Officer.

Dump Truck:

The 10-12 cubic yard capacity dump truck shall meet the following specifications:

i. Heavy duty dump bed.

ii. Dual rear axles.

iii. Minimum age of 25 years.

807.03 Location of Work

Location of work is as specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

807.04 Measurement

A. The accepted quantities will be paid at the established hourly rate, rounded to the nearest half (1/2) hour, that the equipment is in operation.

B. Non-operable equipment or equipment dependent on another piece of non-operable equipment will not be paid for.

C. Hours of operation shall be the same as for the Service Provider’s regular work shift, unless otherwise directed in writing by the Contracting Officer.

D. Moving of equipment shall be paid at the established hourly rate.

807.05 Payment

The accepted quantities will be paid at the contract price per unit of measurement for the Section 807 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.

808-F1 WORK AREA MANAGEMENT

808.01

Contractor requirements for traffic control and equipment requirements in work areas.

808.02

A. Traffic Conditions - Unless otherwise provided in the SPECIAL PROJECT SPECIFICATIONS, roads are open to traffic with not more than fifteen (15) minutes maximum delay time.

B. A plan for satisfactory handling of traffic, approved by the Government, is required prior to initiating or performing work which interferes with use of traveled roadways.

C. Traffic Control Devices

i. Provide signs and other devices complying with National Standards as contained in Part VI of the Manual of Uniform Traffic Control Devices (MUTCD). Provide traffic control for occupied work areas that is in accordance with these specifications. All signs and devices remain the property of the Contractor.

ii. Keep traffic devices current with maintenance operation and remove upon completion.

iii. Use warning signs to control traffic approaching the work area from either direction and also from side accesses having standard Government rectangular or trapezoidal-shaped route markers with horizontal numbering.

iv. Required signs may be mounted on portable or temporary mountings.

Use standard MUTCD shapes, colors, sizes, and legends.

v. Mark hazards incidental to the work within or on the traveled way, shoulders, or turnouts with hazard identification markers, illuminated beacons, and other MUTCD devices to safely guide road users through the area. Mark work segments not completed on a daily basis appropriately for night travel. Obtain authorization before commencing work at night.

vi. Advisory speed plates may be used to control traffic through the work area.

D. Flaggers - Provide properly equipped, trained and certified, flag person(s) where the traffic is required to stop before proceeding. Stop traffic in locations which provide width enough for passage of traffic and reasonable protection for vehicles. When flag control is used, advance warning signs are required.

E. Contractor's Equipment

i. Equip all vehicles and machinery operating on or from the traveled way or road shoulder with flashing lights, strobes, or rotary beacons operated continuously while work is in progress. Use truck headlights at all times while operating. Backup horns are required on all self-propelled equipment in excess of 5 tons gross weight.

ii. Park vehicles and machinery not currently used in the maintenance operation off the traveled way at approved locations to minimize interference with normal use.

808.03

Location of work is as specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

808.04

A. Work Area Management (Flaggers not included):

i. No separate measurement or payment will be made for meeting requirements of this Section. All work and materials are incidental to other paid work in this contract.

B. Flaggers:

i. The accepted quantities will be paid at the established hourly rate, rounded to the nearest half (1/2) hour, that the flaggers are in operation.

ii. A single flagger shall be considered one laborer and all incidentals required for a single flagger operation. Dual flaggers shall be considered two laborers and all incidentals required for a dual flagger operation.

iii. Flagger support vehicles and flagging equipment shall be considered incidental to the established hourly rate.

811-F1 SURFACE MAINTENANCE

811.01

Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections. Reshape or recondition ditches, water bars, and drain dips.

When roller comapaction is required, a minimum of an 7-10 ton vibratory roller will be operated over the full width of the roadway for a minimum of 3 complete passes over the full width until there is no visible evidence of consolidation. One pass is defined as operating the vibratory roller from the point where blading begins to the point where blading ends. Adjust the moisture content to a level suitable for compaction.
