ITEM 10: FREMONT-WINEMA DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SECTION 1—GENERAL
1.1 Scope of contract
The intent of the contract is for multiple awarded Contractors to provide for yearly road maintenance of Forest Service and Bureau of Land Management roads located on the Willamette, Umpqua, Rogue River-Siskiyou and Fremont- Winema National Forests, and the Salem and Eugene Districts of the BLM. This work includes furnishing labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to provide maintenance in accordance with drawings and specifications of the contract. Contractor may be required to perform work items simultaneously in various Zones if awarded more than one Zone. In addition, the contractor may be required to respond to emergency storm events which may consist of removing trees, debris, slides, and slough from drainage structures and/or traveled way to provide access to the forest.
The scope of work is not limited to the payment items identified herein. Other payment items within the overall scope of road maintenance may be added by contract modification if an agreeable price and performance time can be established. In the event requirements for work develop that are not pre-priced, the Government will provide a complete description of the specifications and payment items and request a unit price. If mutual agreement is reached on the pricing of additional payment items, they may be added to the contract at any time. If mutual agreement is not reached on proposed additional payment items, the Government reserves the right to contract for such work with others.
1.2 Location and Description
The location of the worksites, access to the areas, methods of work, size of each sub item, and other information pertinent to this contract are contained in the Vicinity and Project Maps, which shall be considered as part of the technical specifications.
A Vicinity Map is attached to this contract. Specific Project Location Maps shall be issued with each Purchase Order as necessary.
The attached road lists for each district are only a portion of all the roads on the forest; specific roads requiring work will be listed on each Task Order.
The Typical Drawings included with the specifications are representative of work required.

1.3 Accessibility
1.3.1 Work areas may be reached by Forest roads that are accessible by a standard two-wheel drive pickup equipped with snow tires and chains, if needed, during normal operating seasons, unless otherwise indicated on Project Maps.
Vehicles shall not operate off system roads without prior written approval of the Contracting Officer.
1.3.2 Inaccessibility due to snow, fallen trees, slides or washouts on roads may or may not be corrected at the option of the Government. If road access is blocked, the Government may: (1) provide an alternate access route; (2) delete the inaccessible sub items (s) or; (3) substitute similar sub item(s).
1.3.3 Roads shown on unit maps indicate access to units and are not to suggest the roads are open within units or for any further travel.
1.3.4 Use of motorized equipment other than hand held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer or as hereinafter provided.
1.3.5 No vehicle shall by-pass any officially blocked road (barriers, locked gates, posted signs, rock/log/dirt, etc.) without approval of the Contracting Officer.
SECTION 2--DEFINITIONS
Refer to attached specification 800-F1.
SECTION 3--GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES
The Government may provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

Section 800 Definitions and Abbreviations
800.1 Definitions
Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:
1. Agreed or Approved - Official agreement or approval by use of a written document issued by the Government. Agreements also require signature of Service Provider's Representative and are dated.
2. Base course - The layer or layers of material placed on a subbase or a subgrade to support a surface course. (See Illustration of Road Maintenance Terms.)
3. Berm - A curb or dike that controls roadway runoff water, or delineates traffic direction.
4. Broad based dip - A shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by high clearance vehicles; usually placed diagonal to the centerline.
5. Catch Basin. The area immediately adjacent to inlet invert of the culvert.
6. Channel. A natural waterway leading into or away from a culvert or bridge.
7. Cross ditch. A shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by full-size pickups or other high clearance vehicles; usually placed diagonal to the centerline.
8. Culvert. Any structure that provides a passageway, drain, or waterway under a road or embankment.
9. Lead-off ditch. A ditch used to remove water from roadside drainage ditches, the roadway, cattleguards, or drainage structures such as culverts and drainage dips.
10. Ditch. A relatively long narrow excavation placed to collect or disperse water.
11. Drainage dip. A drainage structure that was previously constructed within the roadbed surface to form a uniform depression that allows routine passage of vehicles while diverting water from the traveled way.
12. Drainage ditch. A ditch located parallel to and abutting the roadbed.
13. Drainage structure. A term identifying manufactured devices placed to control water movements.
14. Drawings. Illustrations showing details of required work.

15. Equipment. All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.
16. Excess Material. Material from the roadway in excess to that needed for maintenance of roadway.
17. Foreslope. The slope of the ditch section nearest to the traveled way.
18. Grade. The vertical alignment of the top surface of the road.
19. Highway Vehicles. Vehicles such as, passenger cars and high clearance vehicles.
20. High Clearance Vehicles. Vehicles such as, pickups, 4x4s, and log trucks.
21. Hydrologic Function. Physical properties of the occurrence and movement of water on the earth’s surface and in particular that part which crosses transportation systems.
22. Materials. Any substances specified for use in the performance of the work.
23. Measurement. The process of identifying the dimensions, quantity, or capacity of an item..
24. Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements for the work.
25. Original Contract Quantities. Those estimated quantities shown in the Schedule of Items as awarded.
26. Patching. Minor repairs.
27. Paved Surface or Pavement. Denotes asphalt, concrete, or other stabilized materials excluding natural aggregates. Dust palliative treatments are not considered as pavement.
28. Right-of-Way. A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private Lands), or (2) real property necessary for the project, including roadway, buffer areas, access, and drainage areas.
29. Roadbed. The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade.
30. Road Listing. A preliminary listing of road locations and any established work priorities.
31. Schedule of Items. A schedule in the contract that contains a listing and description of maintenance items, quantities, units of measure, methods of measurement, unit price, and amount.
32. Shoulder. The portion of the roadway continuous to the traveled way for accommodation of stopped vehicles, emergency use, and lateral support of travel way structure.

33. Slough or Slide. Material deposited on the roadway that may need to be repositioned or removed.
34. Slump. A localized portion of the roadbed that has slipped, or otherwise become lower than the adjacent roadbed, and constitutes a hazard to traffic.
35. Standard Specifications. Specifications for all divisions of work.
36. Subgrade. Top surface of roadbed upon which the pavement structure, shoulders, and curbs are constructed.
37. Traveled Way. The portion of the roadway designated for the movement of vehicles, exclusive of shoulders but including turnouts and curve widening.
38. Turnouts. A short auxiliary lane on a one-lane road provided for passage of meeting vehicles.
39. Unit of Measure. The unit and fractions of units shown in the Schedule of Items.
40. Unsuitable Material. Material removed during maintenance, which must be disposed of in designated locations. Includes material with substantial amounts of vegetation or other objectionable material.
41. Waterbar. A deeper type cross ditch, which is not intended for standard passenger vehicles.
42. Work Schedule. The Service Provider's current schedule for work progression.

Section 801 Quantity Measurement Terms
1. U.S. Customary Units of measure are used in conjunction with these specifications.
2. The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.
3. All items, which are measured by the feet, will be measured parallel to its longitudinal centerline, unless otherwise shown on the drawings.
4. A station when used as a definition of term or measurement will be one hundred feet, or a precise location along a survey line.
5. Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or equal substitute operated on the traveled way at or parallel to road centerline.
6. The term "ton" means 2000 pounds. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark. Weigh tickets furnished by the Contractor from certified scales will be used to determine weight measurements.
7. Materials measured by the cubic yard in the hauling vehicle shall be measured therein at the point of delivery. Vehicles may be of any size or type, provided that the box is of such shape that the actual volume may be readily and accurately determined.
8. Measurement by the acre will use the length and width treated. Measurement of width will approximate significant slope breaks, but will not include minor deviations along the slopes. The measured slope distance for the length will multiply width treated and converted to a standard 10,000 square yard or acreage value of the surface area treated.
9. Measure square yard with horizontal longitudinal and traverse measurements.
10. The term "lump sum" when used in the Schedule of Items means the complete unit as required by or described in the contract.
11. Measurement will be made of each item or unit of work, as shown in the Schedule of Items, completed and accepted in accordance with the contract provisions, specifications, and drawings.

R6, Performance Based Service Contract Specifications For Road Maintenance
INTENT AND USE GUIDE
Performance based specifications are appropriate when the intent is to perform recurrent road maintenance activities. They are not intended to provide work that is inherently construction related. They are not intended to replace any material quality standard or procedural process that is appropriately covered in the FP-03, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”. They are not intended to circumvent the Service Provider’s responsibility of paying Davis Bacon Wage rates.
The Service Provider should be allowed to perform the work in a manner that reaches end objectives.
Many work items require a map showing the location of the included work, and a road listing that shows other features like road length, pay items that apply, and scheduling priority. The following sections require a map and road listing; 803, 807, 811, 812, 813, 814, 832, 833, 834, 836, 841, 842, 851, 861, 872, and 881.
Measurement is the method that the Contracting Officer will use to define the quantity of work that is subject to payment.
Work Area Management has been incorporated into all specifications.
Watering and Water Supply are incidental to any specifications requiring water.
Throughout the Acceptable Quality Level (AQL) tables in the specifications, the letter “x” is used as a placeholder for a fill-in number. Remove the letter “x” and insert the number and unit that fits your situation. The unit is not tied to the pay unit; it is related to the type of defect described.
Include Section 800 “Definitions and Abbreviations” and Section 801 “Quantity Measurement Terms” in all contracts.

SECTION 803 – SNOW REMOVAL
Other Related Specifications:
Drawings Required:
803.01 (SERVICE REQUIRED):
The timely ordered removal of snow from designated surfaces; including roads, parking lots, administrative sites, and other project areas.
803.02 (PERFORMANCE STANDARD):
Identify various standards of snow removal in task order or road listing. Base these standards on objectives of motorized travel such as Highway Safety Act roads, joint use roads, and project roads.
Highway Safety Act roads should be free of snow to allow highway vehicles to travel unimpeded.
The width should allow vehicles to pass with a minimum of risk at turnouts, or on 2-lane sections.
If the plowing is for project access only, a Forest Order must be developed and appropriately signed to prevent public use.
803.03 (LOCATION OF WORK):
Provide necessary information clearly showing the location of the work.
803.04 (MEASUREMENT):
Measure “by the mile” pay items by use of calibrated survey odometers, or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles along the road centerline.
803.05 (PAYMENT):
Payment will be made for the actual quantities of service provided and accepted, or materials furnished, according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under section 803.06 Acceptable Quality Levels.
803.06 (ACCEPTABLE QUALITY LEVELS):
Focus Items – Items that need some level of protection for stability, longevity, resource protection, or safety.
Major Defect – An unacceptable level of damage to a focus item requiring the work to be redone, replaced, otherwise corrected, or payment reduction.
Minor Defect – A minor level of damage to a focus item that may require reworking, or may be acceptable as is, with or without a pay reduction.
Allowable Defect – A number or level of defects that are allowable.
Incentives/Consequences – Results of exceeding allowable defects.

SECTION 807 – EQUIPMENT RENTAL
Drawings Required:
807.01 (SERVICE REQUIRED):
Furnish equipment for operation by the hour. This Section provides a way to obtain the Service Provider’s personnel and equipment to perform work that is not covered under existing bid items.
It is not to be used as a replacement for force account crews or competitive bidding of routine work.
807.02 (PERFORMANCE STANDARD):
Identify equipment types and minimum requirements in the table provided in the specification.
807.03 (LOCATION OF WORK):
Provide necessary information clearly showing the location of the work.
807.04 (MEASUREMENT):
Hours of Operation: The Service Provider’s regular working shift may include overtime or be restricted to less than eight actual operating hours. Operations are normally limited to daylight hours in consideration of operator safety and lighting needs not specified in the contract.
Timekeeping: The Contracting Officer is responsible for keeping track of the time for equipment rental. Deduction will not be made for time when the equipment is being held “on standby” by order. The Service Provider’s time will terminate with the Task Order that releases the equipment at the original or otherwise agreed location.
807.05 (PAYMENT):
Payment will be made for the actual quantities of service provided and accepted. No payment will be made for service provided in excess of that ordered or otherwise authorized.
807.06 (ACCEPTABLE QUALITY LEVELS):
Equipment not meeting Acceptable Quality Levels will be released or rejected.

SECTION 808 – WORK AREA MANAGEMENT
No performance-based specification has been prepared for this section. It is intended that this work will be incidental to all other maintenance items.

SECTION 811 – SURFACE MAINTENANCE

811.01 (SERVICE REQUIRED):
For the ordered performance of surface and drainage maintenance
811.02 (PERFORMANCE STANDARD):
Acceptable surface maintenance standards are based on the objective maintenance levels and/or included drawings. Drainage is the main consideration of maintenance of all roads. As the maintenance level increases attention to user comfort and safety should increase accordingly.
811.03 (LOCATION OF WORK):
Provide necessary information clearly showing the location of the work.
811.04 (MEASUREMENT):
Measure “by the mile” pay items with the use of calibrated survey odometers or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles along road centerline.
811.05 (PAYMENT):
Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under Section 811.06 Acceptable Quality Levels.
811.06 (ACCEPTABLE QUALITY LEVELS):
Focus Items – Items that need some level of protection for stability, longevity, resource protection, or safety.
Major Defect – An unacceptable level of damage to a focus item requiring the work to be redone, replaced, otherwise corrected, or payment reduction.

SECTION 812 – SURFACE STABILIZATION

812.01 (SERVICE REQUIRED):
The ordered stabilization and dust control of roads, parking lots, and other designated surfaces.
812.02 (PERFORMANCE STANDARD):
Acceptable surfaces are based on a time objective. Service Provider is expected to provide evidence that product and application rates will meet objectives for the time period ordered.
Forests RFQ’s should address products not allowed for use and may recommend products they wish to use.
If intent is to designate the material and application rates for the Contractor, then Forests should use construction specification FP03 “Federal Highway Construction Specification with Forest Service Supplementals” rather than this performance based specification.
812.03 (LOCATION OF WORK):
Provide necessary information clearly showing the location of the work.
812.04 (MEASUREMENT):
Measure “by the mile” pay items with the use of calibrated survey odometers or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles along the road centerline.
812.05 (PAYMENT):
Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under Section 812.06 Acceptable Quality Levels.
812.06 (ACCEPTABLE QUALITY LEVELS):

SECTION 813 – SPOT SURFACING
Other Related Specifications: Use 811 if processing is required
813.01 (SERVICE REQUIRED):
Load, Haul, and Place ordered surfacing materials.
Crushing is not intended under this specification: material should be available in stockpile or commercial sources. The intent is to provide minor spot surfacing, any more than this should be included in a construction specification, – use FP03 “Federal Highway Construction Specification with Forest Service Supplementals” rather than this performance based specification.
813.02 (PERFORMANCE STANDARD):
Repair and stabilize short segments of road surfaces. Finished work should reasonably match adjacent segments of road. Unless material is government furnished, the specified gradation must be provided. Aggregate gradation should be selected to approximate materials in the roadbed.
813.03 (LOCATION OF WORK):
Provide necessary information clearly showing the location of the work.
813.04 (MEASUREMENT):
Measure by Cubic Yards, Square Yards, or Tons of material placed
813.05 (PAYMENT):
Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under Section 813.06 Acceptable Quality Levels.
813.06 (ACCEPTABLE QUALITY LEVELS):
Focus Items – Items that need some level of protection for stability, longevity, resource protection, or safety.
Major Defect – An unacceptable level of damage to a focus item requiring the work to be redone, replaced, otherwise corrected, or payment reduction.
Minor Defect – A minor level of damage to a focus item that may require rework, or may be acceptable as is, with or without a pay reduction.
Allowable Defect – A number or level of defects that are allowed.

SECTION 814 – ASPHALT SURFACE MAINTENANCE
814.01 (SERVICE REQUIRED):
Provide cleaning and repairing of asphalt surfaces. This specification is to be used to clean and repair asphalt traveled way and shoulders. Patching under the service contract is meant to include normal pothole patching and smaller skin patches, which can be accomplished with the same equipment. Work that is more extensive should be completed by a construction contract – use FP03 “Federal Highway Construction Specifications with Forest Service Supplementals” rather than this performance based specification.
814.02 (PERFORMANCE STANDARD):
Finished work should reasonably match, or exceed, adjacent segments of road. When bituminous mixtures from established sources are used, standard state specifications will be allowed.
814.03 (LOCATION OF WORK):
Provide as much information as necessary to clearly show the location of work.
814.04 (MEASUREMENT):
Measure “by the mile” or “linear feet” pay items with the use of calibrated survey odometers or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles, or linear feet along the road centerline.
Patching is measured by “tons” of material placed.
814.05 (PAYMENT):
Payment will be made for the actual quantities of service provided and accepted according to the contract. No payment will be made for service provided in excess of that staked, ordered, or otherwise authorized. Payment may be subject to adjustments defined under Section 814.06 Acceptable Quality Levels.
814.06 (ACCEPTABLE QUALITY LEVELS):

Work does not include cleaning totally plugged culverts or replacing all or part of the drainage structure.

Provide for reasonably clean drainage structures. There is not an expectation to clean to 100% of end area of drainages. See Section 834.06 for guidance.

851.01 (SERVICE REQUIRED):
Remove and/or stabilize hazards from roads, log-out roads, and remove designated danger trees. (If hazards must be disposed of by hauling, include specification 832 and make payment incidental to 851)
851.02 (PERFORMANCE STANDARD):
Hazards may consist of unstable rocks or stumps that could topple into the roadway, or trees that appear to be rotten or unstable and could hit a structure or road user if toppled by wind. The key is to be reasonable in removing true hazards that will create traffic safety problems. Large volumes of merchantable trees should be handled through salvage sales.
851.03 (LOCATION OF WORK):
The Forests will specify work area dimension(s).
851.04 (MEASUREMENT):
Measure “by the mile” pay items with the use of calibrated survey odometers or measurements between accurate established mileposts to provide a sufficiently accurate measurement of miles along the road centerline. Danger trees and hazards can also be designated by “each”.

811 SURFACE MAINTENANCE
811.01 Service Required
Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections. Reshape or recondition ditches, water bars, and drain dips.
811.02 Performance Standards
A. Maintenance Level 4 and 5 Roads
A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities. The surface is smooth, compact, crowned or sloped to drain, without segregation of the surfacing materials. Suitable materials have been recovered and incorporated. Unsuitable materials have been removed.
Ditches and road surface drainage structures function efficiently. Unpaved shoulders are shaped to provide a smooth transition from the paved surface and drain efficiently.
B. Maintenance Level 3 Roads
A road surface is maintained to standard when the surface is compact, crowned, or sloped to drain, without segregation of the surfacing materials. The road surface has no ruts or rills, suitable materials have been recovered and incorporated.
Unsuitable materials have been removed. Ditches and road surface drainage structures function efficiently.
C. Maintenance Level 2 Roads
A road surface is maintained to standard when the surface is shaped to drain, and where ditches and road surface drainage structures function efficiently. The road surface has no continuous ruts or rills, and no large concentrations of unsuitable materials remain.
D. All Roads
When ordered by the Contracting Officer to work in a weed infested area the contractor will be required to prevent spreading the infestation into un-infested areas by cleaning vehicles and equipment. The contractor will use wash stations approved by the Contracting Officer.
811.03 Location of Work

As specified on roads listed on the road listing, shown on the plans, marked on the ground, or as ordered by the Contracting Officer. Locations of weed infested areas are marked on the ground. Do not operate in the weed infested areas unless ordered to do so by the Contracting Officer.
811.04 Measurement
Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.
A. Single Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Turnouts are incidental. Measurement will be to the nearest one-tenth (0.1) mile.
B. Double Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Measurement will be to the nearest one-tenth (0.1) mile.
C. Road Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.
811.05 Payment
The accepted quantities will be paid at the contract price per unit of measurement for the Section 811 pay items listed in the schedule of items.
Payment will be full compensation for the work prescribed in this Section.
