ITEMS 5 - 7: UMPQUA DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SECTION 1—GENERAL

1.1 Scope of contract

The intent of this contract is for multiple awarded Contractors to provide routine and recurring maintenance of forest roads and administrative use roads on the Cottage Grove Ranger District (Item 5), Diamond Lake Ranger District and North Umpqua Ranger District (Item 6), and Tiller Ranger District (Item 7) on the Umpqua National Forest.

This work includes furnishing labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to provide maintenance in accordance with drawings and specifications of the contract.

Contractor may be required to perform work items simultaneously on all districts if awarded more than one item. In addition, the contractor may be required to respond to emergency storm events which may consist of removing trees, debris, slides and slough from drainage structures and/or traveled way to provide access to the forest.

Danger Tree felling is NOT required. If contractor locates a tree that is considered a danger to current maintenance activities, it shall be reported to the COR or Inspector immediately. After the tree is felled, cleanup of the resulting slash may be required and will be ordered on a separate task order.

Maintenance work consists of a variety of road repair activities including but not limited to the following:

• Blading

• Watering

• Compaction

• Ditch maintenance

• Drainage structure maintenance

• Roadway drainage maintenance

• Drain dip maintenance

• Removal and disposal of materials

• Roadside brushing

• Logging out

• Rock / Earth Barrier and Gate Maintenance

• Sign maintenance

1.2 Location and Description

North Umpqua Ranger Station is located in Glide, Oregon, 20 miles east of Roseburg, OR, District to Wolf Creek Storage Yard approx. 12.25 miles, District to Steamboat Storage Yard

18.1 miles

Cottage Grove Ranger Station is located in Cottage Grove, Oregon, 0.4 miles east of I- 5, travel approximately 21 miles from District to Rujada Work Center

Tiller Ranger Station is located in Tiller, Oregon, 22 miles east of Canyonville, OR

Toketee Ranger Station (Diamond Lake Ranger District) is located 60 miles east of Roseburg, Oregon, off Oregon Hwy 138

The location of the worksites, access to the areas, methods of work, size of each sub item, and other information pertinent to this contract are contained in the Vicinity and Project Maps, which shall be considered as part of the technical specifications.

A Vicinity Map is attached to this contract. Specific Project Location Maps shall be issued with each Purchase Order as necessary.

The attached road lists for each district are only a portion of all the roads on the forest;

specific roads requiring work will be listed on each Task Order.

The Typical Drawings included with the specifications are representative of work required.

1.3 Accessibility

1.3.1 Work areas may be reached by Forest roads that are accessible by a standard two-wheel drive pickup equipped with snow tires and chains, if needed, during normal operating seasons, unless otherwise indicated on Project Maps. Vehicles shall not operate off system roads without prior written approval of the Contracting Officer.

1.3.2 Inaccessibility due to snow, fallen trees, slides or washouts on roads may or may not be corrected at the option of the Government. If road access is blocked, the Government may: (1) provide an alternate access route; (2) delete the inaccessible sub items (s) or; (3) substitute similar sub item(s).

1.3.3 Roads shown on unit maps indicate access to units and are not to suggest the roads are open within units or for any further travel.

1.3.4 Use of motorized equipment other than hand held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer or as hereinafter provided.

1.3.5 No vehicle shall by-pass any officially blocked road (barriers, locked gates, posted signs, rock/log/dirt, etc.) without approval of the Contracting Officer.

SECTION 2--DEFINITIONS

Refer to attached specification 800-F1.

SECTION 3--GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES

The Government may provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

SECTION 4--CONTRACTOR FURNISHED CRITICAL ITEMS/SERVICES

Equipment as required to complete the work according to the attached specifications.

SECTION 5--PERFORMANCE WORK STATEMENT TASKS AND CRITICAL

SUBTASKS

All work will be performed in accordance with the attached specifications and the following special requirements for this forest.

Special Requirements For Water Drafting Equipment

Water drafting equipment may be used only at water sources designated on the Vicinity Map, task order, or provided by the Contracting Officer. Such equipment shall include a screen around the intake (foot valve) with openings no larger than 3/32 - inch. An air gap or positive anti-siphon device shall be provided between the water source and the vehicle being loaded if the vehicle has been used for other than water haul, if the source is a domestic potable water supply, or the water is used for tank mixing with any other materials. Materials must be readily available and appropriate measures taken to prevent petroleum products from entering the water source.

Equipment Cleaning Requirements

All earth moving equipment (loaders, excavators, dump trucks, etc.) moved to the job site shall be cleaned of weeds and their seeds prior to each entrance onto the National Forest lands. Cleaning shall consist of the removal of all dirt, grease, debris, and materials that may harbor noxious weeds and their seeds. This may require the use of a pressure hose.

Equipment shall be made available for visual inspection by the Forest Service prior to entering National Forest lands. The Contractor shall advise of a proposed date for mobilization.

Inspections will take place at mutually agreeable en-route locations in advance of entry onto National Forest lands.

The Contractor shall take special care under this contract to prevent contamination of water at the work sites with any petroleum residues from mechanical equipment operations. This shall include daily inspection and cleaning as appropriate.

SECTION 803 – SNOW REMOVAL

803.01 Service Required

Remove snow from designated surfaces.

803.02 Performance Standard

A. Snow removal is complete when the surface is available and useable for all intended use, safe for the intended users, and will efficiently drain.

B. Perform work in a manner to preserve and protect roads and appurtenances structures, and to prevent erosion damage to roads, streams, and other Forest values.

C. Do not undercut banks or blade gravel or other surfacing material off the road.

D. Keep roadbed drainage ditches, drain dips, and culverts functional when needed during operations and upon completion of operations. Do not plow snow into ditches and culvert inlets, nor pack the existing snow down in those locations.

E. Control snow removal to identify the usable traveled way having roadbed support. Reshape over-width plowing as necessary to define the usable width.

F. Space, construct, and maintain drainage holes in the dike of snow or berm caused by snow removal operations. Place drain holes to obtain surface drainage without discharging on erodible fills. Maximum distance between holes will not exceed 250 linear feet.

G. Remove snow from all of the traveled way, including turnouts, for safe and efficient road use, to reduce water to road interactions, and to protect the road.

Remove intruding windfalls, debris, or slough and slide material for the full width of the traveled way and deposit out of drainage’s at agreed upon locations.

H. Keep berm buildup at the roadsides less than 3 feet to ensure adequate clearance and distribution of snow discharge from the blower exit port.

I. Use of a tractor mounted rotary snow blower may be acceptable upon approval otherwise only approved snow plows, with adjustable depth skids, designed for snow removal, shall be acceptable

J. Construct lead off ditches as required to remove any water standing on the road surface or running down the road surface.

K. Ensure that the plow or snow blower “floats” a minimum of 4” above the road surface. Equip with two height adjustable 12” X 12” skid feet to ensure incidental contact with the road surface leaves a minimum of 4 inches of snow and does not damage road surface.

803.03 Location of Work

As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

803.04 Measurement

Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.

A. Single Lane Roads: Snow removal will be measured along the centerline of the roadway. Turnouts are considered incidental. Measurement will be to the nearest one-tenth (0.1) mile.

803.05 Payment

A. The accepted quantities will be paid at the contract price per unit of measurement for the Section 803 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.

807.03 Location of Work

807.04 Acceptable Quality Levels

A. Equipment shall be clean and free of soil, plant parts, seeds, and other debris.

B. Equipment shall be well maintained, free of leaks, capable of operating at least 90% of the time, and meet all state and federal regulations.

C. Equipment shall be operated by a fully trained, qualified, and competent operator at all times.

807.05 Measurement

A. The accepted quantities will be paid at the established hourly rate, rounded to the nearest half (1/2) hour, that the equipment is in operation.

B. Non-operable equipment or equipment dependent on another piece of non-operable equipment will not be paid for.

C. Hours of operation shall be the same as for the Service Provider’s regular work shift, unless otherwise directed in writing by the Contracting Officer.

D. Moving of equipment will be paid at the established hourly rate.

807.06 Payment

SECTION 808 – FLAGGER OPERATION

808.01

SERVICE REQUIRED:

Contractor requirements for traffic control and equipment requirements in work areas.

808.02

PERFORMANCE STANDARDS:

A. Traffic Conditions - Unless otherwise provided in the SPECIAL PROJECT SPECIFICATIONS, roads are open to traffic with not more than fifteen (15) minutes maximum delay time.

B. A plan for satisfactory handling of traffic, approved by the Government, is required prior to initiating or performing work which interferes with use of traveled roadways.

C. Traffic Control Devices

i. Provide signs and other devices complying with National Standards as contained in Part VI of the Manual of Uniform Traffic Control Devices (MUTCD). Provide traffic control for occupied work areas that is in accordance with these specifications. All signs and devices remain the property of the Contractor.

ii. Keep traffic devices current with maintenance operation and remove upon completion.

iii. Use warning signs to control traffic approaching the work area from either direction and also from side accesses having standard Government rectangular or trapezoidal-shaped route markers with horizontal numbering.

iv. Required signs may be mounted on portable or temporary mountings. Use standard MUTCD shapes, colors, sizes, and legends.

v. Mark hazards incidental to the work within or on the traveled way, shoulders, or turnouts with hazard identification markers, illuminated beacons, and other MUTCD devices to safely guide road users through the area. Mark work segments not completed on a daily basis appropriately for night travel. Obtain authorization before commencing work at night.

vi. Advisory speed plates may be used to control traffic through the work area.

D. Flaggers - Provide properly equipped, trained and certified, flag person(s) where the traffic is required to stop before proceeding. Stop traffic in locations which provide width enough for passage of traffic and reasonable protection for vehicles. When flag control is used, advance warning signs are required.

E. Contractor's Equipment

i. Equip all vehicles and machinery operating on or from the traveled way or road shoulder with flashing lights, strobes, or rotary beacons operated continuously while work is in progress. Use truck headlights at all times while operating.

Backup horns are required on all self- propelled equipment in excess of 5 tons gross weight.

ii. Park vehicles and machinery not currently used in the maintenance operation off the traveled way at approved locations to minimize interference with normal use.

808.03

LOCATION OF WORK:

Location of work is as specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

808.04

MEASUREMENT:

A. Work Area Management (Flaggers not included):

i. No separate measurement or payment will be made for meeting requirements of this Section. All work and materials are incidental to other paid work in this contract.

B. Flaggers:

i. The accepted quantities will be paid at the established hourly rate, rounded to the nearest half (1/2) hour, that the flaggers are in operation.

ii. A single flagger shall be considered one laborer and all incidentals required for a single flagger operation. Dual flaggers shall be considered two laborers and all incidentals required for a dual flagger operation.

iii. Flagger support vehicles and flagging equipment shall be considered incidental to the established hourly rate.

iv. Hours of operation shall be the same as for the Service Provider’s regular

v. Work shift, unless otherwise directed in writing by the Contracting Officer.

vi. Moving of flagging operating stations during work operations shall be paid at the established hourly rate.

808.05

PAYMENT:

SECTION 811 – SURFACE MAINTENANCE

811.01

SERVICE REQUIRED:

Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts and intersections. Surface maintenance includes reshaping the crown or slope of traveled way, berms, and drainage dips. Scarification, compaction, or both may be required when shown on the ROAD LISTING.

811.02

PERFORMANCE STANDARD:

Primary and Secondary Roads

A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities. The surfacing material has been thoroughly loosened to no less than 2-inches depth or the depth of potholes or corrugations. The surface is smooth, and compact, without segregation of the surfacing materials. The surface is crowned or cross-sloped as indicated by the character of the existing subgrade, to at least ½-inch per foot of width, but not more than 1-inch per foot of width. Suitable materials have been recovered and incorporated.

Crowned or insloped road surfaces allow water to flow directly into ditches. Shoulders beyond the edges of the traveled way and turnouts have been shaped to allow drainage off and away from the road surface. Unsuitable materials have been removed from the traveled way and shoulders, placed outside the roadbed without concentrations and without obstructing drainage ways or structures. When specified in the ROAD LISTING, unsuitable materials have been hauled and placed in designated disposal areas.

When specified in the ROAD LISTING, aggregate surfacing has been scarified to a depth of 4-inches to 6-inches prior to final shaping as described above.

When specified in the ROAD LISTING, water has been hauled and incorporated into the surfacing material to reduce segregation and/or to improve required compaction.

When specified in the ROAD LISTING, aggregate surfacing has been roller compacted following final shaping so that no visual displacement occurs from hauling or spreading equipment.

Shoulders along paved roads are maintained to standard when unsuitable material (soil, moss, gravel, and other debris) has been removed from paved surfaces within 3-feet of pavement edges on both sides of the road. Unpaved shoulders adjacent to paved surfaces have been maintained and shaped to provide a smooth transition from the paved surface and to allow drainage off and away from the road surface or into ditches. Shoulders without ditches are shaped for a minimum of 2-feet, up to 6-feet, from the pavement edge as necessary for drainage. Unsuitable materials have been removed from the shoulders. All unsuitable materials removed from paved surfaces and shoulders have been placed outside the roadbed without concentrations, without obstructing drainage ways or structures, and are not located where erosion can allow sediment delivery to streams. When specified in the ROAD LISTING, unsuitable materials have been hauled and placed in designated disposal areas.

Other Roads

A road surface is maintained to standard when the travel way is free of ruts and rills. The surfacing material has been thoroughly loosened to no less than 2-inches depth and crowned or cross-sloped as indicated by the character of the existing subgrade, without segregation of the surfacing materials. Suitable materials have been recovered and incorporated. Crowned or insloped road surfaces allow water to flow directly into ditches. Shoulders beyond the edges of the traveled way and turnouts have been shaped to allow drainage off and away from the road surface. 811.04

C. Road Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.

811.05

A. The accepted quantities will be paid at the contract price per unit of measurement for the Section 811 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section, except payment for hauling and placing of materials will be paid under Section 832 and hauling and spreading of water will be paid under Section 891.

SECTION 834 – ROADWAY DRAINAGE SYSTEM MAINTENANCE

834.01

Clean and recondition roadway drainage systems including culverts, ditches, inlets and outlet channels, catch basins and appurtenances.

834.02

Drainage system maintenance is complete when no obstruction remains in the defined area adjacent to the structure or in ditches which have the potential to block water from entering the structure, back water into the structure (except for structures designed to function in a back-flooded manner), or divert water outside the defined channel. Equipment operation in live streams or hydraulic flushing of drainage structures is not permitted.

Materials produced from drainage system maintenance have been placed outside the roadway without concentrations, without obstructing drainage ways or structures, and are not located where erosion can allow sediment delivery to streams. When specified in the ROAD LISTING, materials have been hauled and placed in designated disposal areas.

834.03

A. As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the contracting Officer and;

SECTION 841 – EROSION CONTROL AND REVEGETATION

Utilize erosion control practices and materials to prevent sediment delivery to streams, lakes, wetlands, to prevent invasive vegetation, and establish native species.

Seed, mulch, or both are evenly distributed on areas designated for treatment. Seed has been applied within +/- fifteen percent of the rate prescribed by the Contracting Officer for the site and species. Apply straw mulch at a rate of 3000 pounds to 4000 pounds per acre (0.62 pounds per square yard to 0.83 pounds per square yard). Where both seed and mulch have been applied, the seed has been separately distributed prior to mulch application. Mulch has been applied without delay following seeding to protect the seed.

SECTION 842 – ROADWAY VEGETATION MAINTENANCE

842.01

Cutting all vegetative growth, including trees and other vegetation less than 5 inches in diameter measured 6 inches above the ground, on roadway surfaces and roadsides.

842.02

A. General

1. Brush, trees and other vegetation are cut within each area treated to a maximum height of 6 inches above the ground surface or obstruction such as rocks or existing stumps. All limbs which extend into the treated area, or over the roadbed, to a height of 14 feet above the traveled way surface elevation have been removed.

2. Items to remain will be DESIGNATED ON THE GROUND.

3. Self-propelled equipment is not allowed on cut and fill slopes or in ditches.

4. Trees within the cutting limits, but outside the roadbed and ditch, which are over 5 inches measured at 6 inches above the ground have been limbed in lieu of cutting.

5. Limbed trees have limbs cut within 4 inches of the trunk.

6. There is minimal or no damage to trunks of remaining trees.

B. Cutting Side Vegetation

1. The treated area includes the road bed measured from the center line to each defined road edge, or to the bottom of the ditch on ditched road segments, plus an additional 4 feet on each side. Where there is no defined road edge or ditch, the treated area extends 12 feet from each side of the road center line.

2. Transitions between differing increments of cutting width have tapered lengths of not less than

50 feet and not more than 70 feet.

C. Debris

1. Materials resulting from the cutting operation in excess of 12 inches in length or 3 inches in diameter do not remain on roadway slopes within the treated area, in ditches, or within water courses.

2. Limbs and chunks in excess of 3 inches in any dimension do not remain on the traveled way or shoulders.

3. For road segments where slash reduction is identified in the ROAD LISTING as not required, materials are scattered beyond the roadbed, outside of the work area and drainages.

4. For road segments where slash reduction is identified in the ROAD LISTING as required, all materials are reduced in size to less than 12 inches in length and 3 inches in diameter by use of a masticator, mechanical chipper, or similar means. Resultant material is placed on cut slopes or outside of the work area but not in ditches or drainages. There are no accumulations of chips on steep cut slopes where the material will ravel into ditches.
