| 15. REMARKS | |||||||
| Non-Recurring/Recurring Definitions: | |||||||
| Refer to the specific definitions and requirements in the CSDR Manual (DoD 5000.04-M-1) and the definitions in the DIDs for the DD Forms 1921, 1921-1 and 1921-2. Any refinements or expansions of these definitions must be agreed to in the pre-contract or post contract award conference between the PM/CWIPT and the reporting contractor and approved by the OSD CAIG Chair before being incorporated into the contract. The contractor will utilize the specific definitions and requirements in the CSDR Manual (DoD 5000.04-M-1) and the definitions in the DIDs for the DD Forms 1921, 1921-1 and 1921-2 to segregate recurring and nonrecurring costs. Refinements or expansions to these definitions are TBD pending the pre-contract or post contract award conference. Recurring cost results from repetitive activities that vary with the quantity being produced. Nonrecurring cost results from non-repetitive activities that do not vary with the quantity being produced. The above definitions apply to any system life cycle phase or appropriation. Further amplification: | |||||||
| Prime Mission Equipment (PME): | |||||||
| In the all phases, recurring hardware costs include fabrication; assembly; procurement of raw materials, purchased parts and equipment, and major and minor subcontracts; integration; installation and checkout; and quality control/assurance/inspection. | |||||||
| Nonrecurring PME activities include design and development effort such as preliminary, critical prototype and test article design activities, and software design and maintenance, regardless of whether the purpose is to correct deficiencies or add capabilities. Hardware components, subassemblies, assemblies with less than 100% complete design are considered nonrecurring developmental items with additional design work required before they can become production representative. Pre-production activities such as production planning and production line maintenance line set-up are nonrecurring. In the development phases, hardware component costs are nonrecurring until such times as those components are no longer prototypical but are protoqual, i.e. ready to be delivered on a recurring basis as production representative. Components, sub-assemblies, assemblies with 100% complete design are considered production representative. Test articles built to an operational configuration are considered production representative. The costs of production representative items are recurring. Subcontractor, vendor, and supplier cost should be obtained and reported in recurring and nonrecurring categories, wherever reasonably possible. (If vendor amortizes their nonrecurring costs across a lot buy resulting in non-visibility of a recurring/nonrecurring split, annotate as such.) | |||||||
| Non-PME | |||||||
| System Test and Evaluation (ST&E) activities are typically nonrecurring such as non-production-representative test articles built for testing purposes only such as test stands, wind tunnel models, bench and coupon test articles; structural development, static, fatigue, software, and ballistics testing; stress analysis; flight, ground, or sea testing of system properties; redesign as a result of testing; and retesting efforts. | |||||||
| System Engineering, Program Management, and Data activities occur throughout the system life cycle and are supportive in nature; as such, these costs take on the characteristics of the underlying activities being performed. | |||||||
| Nonrecurring cost categories include design and development of Support Equipment and Training devices; Support Equipment and Training activity such as initial equipment design and test efforts, test program sets, initial courseware development, and simulator development are nonrecurring. Training and Support Equipment efforts are recurring when they pertain to repetitive activities that vary with the quantity of training devices or support items being produced. | |||||||
| Operational/Site Activation efforts are typically nonrecurring. Consider select Operational/Site Activation as recurring when the activity pertains to a series of sites or organization and those activities repetitively repeat for each site. | |||||||
| Initial Spares and Repair Parts are recurring as they pertain to repetitively producing hardware. | |||||||
| Industrial Facilities are nonrecurring as well as nonrecurring tooling activities such as special test equipment, special tooling, procurement of initial and rate tooling, tool replacement (with exact same tool), and tool modification (to accommodate product configuration changes). For situations not explicitly addressed above, categorize any cost as recurring if it represents repetitive effort that is sensitive to quantity. | |||||||
| Software Systems Engineering and Software Program Management are only to be populated on 1921 reports if Systems Engineering and Program Management are discretely identified on the SRDR. The values on the 1921 reports shall be consistent with the values on the SRDR reports. | |||||||
| Cost Accounting Standards (CAS) Disclosure Statement Differences: | |||||||
| Describe significant accounting changes from previous accounting period in the Remarks section of the reports, if applicable. | |||||||
| 1921-3 Contractor Business Data Report: | |||||||
| The DD Form 1921-3 is a mandatory requirement for all prime contractors and subcontractors performing work on contracts which contain CSDR requirements. As such, the contractor must ensure that its FPR business entity submits a completed DD Form 1921-3 within 60 days subsequent to the end of the contractor’s fiscal year. Only one DD Form 1921-3 submission is required per Rev 5, 20090603 5 FPR business entity, independent of the number of contracts with CSDR requirements held by the business entity. | |||||||
| a. The Contractor Business Data Report is prepared by and for the business entity (e.g., business unit, segment, or site) responsible for submitting the Forward Pricing Rate Proposal (FPRP) representing the basis for Forward Pricing Rate Agreement (FPRA) negotiations with the government. b. Reports are submitted annually at the end of the contractor's fiscal year. c. Data for Future Years should be reflective of the number of years contained in the most current document, i.e., the FPRP or the FPRA. If the document applies to more than three future years, attach additional future year sheets as required. In the absence of these documents, estimates should be provided for three future years. | |||||||
| DD Form 1921-2, Progress Curve Report (If Required): | |||||||
| a. Unit or Lot Reporting: Reporting to be provided by UNIT/LOT. b. Product Characteristics: 1921-2 must include the WEIGHT and POWER. Note on 1921-2 remarks: CWIPT determines Unit or Lot reporting and product characteristics to be collected for Progress Curve report. DCARC Analyst must update comments as applicable. | |||||||
| Final Cost Report to be submitted when final end item has been delivered and accepted by the government (e.g., as evidenced by a completed DD 250) and 95% or more of total contract costs have been incurred | |||||||
| Sustainment: Contractor shall provide the following Quantity information in the Remarks section of the 1921 and 1921-5: number of systems supported by this contract, and number of repairs performed. The Contractor must state the nominal capacity planned for each Delivery Order (e.g., the # of repairs, # of overhauls, # of flight hours, etc.) identified in the plan. This requirement is intended to capture what services are being bought with each effort. | |||||||
