About this file
This is a State of New Hampshire Proposal Transmittal Form Letter for the Managed Security Service Provider (MSSP) RFP DOT 2025-067 submitted to the New Hampshire Department of Transportation. The RFP seeks proposals from qualified vendors to provide managed security services and field network support for NHDOT's TSMO Bureau and TMC operations. The vendor response is due November 17, 2026, at 3:00 PM ET. The selected MSSP will supplement the existing NHDoIT cybersecurity team by delivering specialized cybersecurity expertise and on-site field network support to protect critical Intelligent Transportation Systems infrastructure. Required services include 24/7 security monitoring and incident response, advanced threat detection and prevention, vulnerability assessment and patch management, comprehensive access controls and identity management, and audit logging and compliance reporting. Field technicians must provide specialized equipment including network diagnostics tools, cabling and connectivity supplies, power and electrical tools, and communication equipment. The vendor must guarantee 24/7 system hosting availability with unlimited phone and email support during business hours (6:30 a.m. to 5:00 p.m. Monday through Friday ET) and provide quarterly reporting on uptime, vulnerabilities, and incidents.
The transmittal form requires vendors to attest that they have reviewed and agreed to be bound by all RFP conditions and specifications, that proposal prices were established without collusion, and that they understand the full scope of the RFP. Vendors must also certify compliance with RSA 21-I:11-c, confirming they have not been convicted of bidding violations or antitrust violations within the past two years, have not been debarred from federal or state projects, have not defaulted on contracts, and are not subject to sanctions or penalties from state departments or agencies. The proposal remains effective for 180 days from the RFP closing date or until the effective date of any resulting contract, whichever is later. Pricing shall be quoted on a NOT TO EXCEED basis in Vendor Response Section VIII as specified in the RFP. The authorized representative of the responding vendor must sign the transmittal form, and such signature indicates acceptance of all State of New Hampshire terms and conditions, rendering any additional terms and conditions submitted by the vendor null and void.
