About this file
This document is a Pre-Proposal Vendor Conference presentation slide deck for the New Hampshire Department of Transportation (NHDOT) Managed Security Service Provider (MSSP) RFP 2025-067, supported by consultant VHB. NHDOT is seeking proposals from qualified vendors to provide managed security services and field support for the Transportation Systems Management and Operations (TSMO) Bureau and Transportation Management Center (TMC), which oversee more than 350 intelligent transportation systems (ITS) devices statewide including CCTV cameras, dynamic message signs, radar sensors, and associated communications equipment. The core services include 24/7 continuous monitoring and incident response, technical expertise and field support, compliance with NIST cybersecurity frameworks and federal transportation security policies, documentation and reporting, and secure integration of existing and future ITS devices. Key mandatory and expected requirements encompass continuous network monitoring, ITS-specific threat detection, regular vulnerability scanning, incident response planning with ITS-specific playbooks, field personnel access monitoring, security awareness training support, five-minute alerting latency for critical incidents, scalability for infrastructure expansion, NIST Cybersecurity Framework alignment, clear communication protocols with IT and ITS personnel, and integration with specific ITS components. The RFP utilizes a 500-point evaluation scale with 350 points for technical proposals and 150 points for pricing, requiring a minimum technical score of 50 points before price proposals are opened. The mandatory Pre-Proposal Vendor Conference occurred on August 7, 2026; vendor inquiries were due by September 22, 2026; and final proposals were due October 13, 2026 at 3:00 PM ET. The anticipated contract award date is December 18, 2026, with the Governor and Council approval expected April 21, 2027, and Notice to Proceed anticipated for April 26, 2027. The proposed contract term is five years with options for up to two additional two-year extensions.
The RFP requires technical proposals submitted as one original plus three physical copies plus one USB drive, with price proposals submitted separately as one original plus two physical copies plus one USB drive. Service level agreements mandate fully supported hardware and software components with critical patches applied immediately upon availability and high-vulnerability patches applied within fifteen calendar days. Vendors must provide 24/7 system hosting availability except for scheduled maintenance, unlimited phone and email technical support during business hours (6:30 a.m. to 5:00 p.m. Monday through Friday ET), and quarterly reporting on service uptime, vulnerabilities, incidents, and change requests. Field technicians must be equipped with a comprehensive "Field Services Kit" including power supplies, patch cords, USB cables, CAT 6 cable, fuses, light kits for fiber, and multimeters. Solutions must comply with NIST SP 800-171 Revision 2, obtain either StateRAMP or equivalent authorization, and be hosted on pre-approved FedRAMP or StateRAMP-authorized platforms such as AWS, Azure, Google Services, or Oracle Government Cloud. Web and mobile applications must meet WCAG 2.1 Level AA accessibility standards with a completed VPAT 2.5 assessment. The vendor must support specific state-assigned tasks including transition from Layer 2 to Layer 3 networking, integration of new traffic signal systems, and deployment of connected vehicle infrastructure (V2I/V2X), with liquidated damages of $260 per calendar day for milestone failures and potential liability of 120 percent of financial damages caused by security failures attributed to vendor fault.
