About this file
This is Addendum #1 to RFP DoIT 2025-067 for a Managed Security Service Provider issued by the New Hampshire Department of Transportation in conjunction with the New Hampshire Department of Information Technology. The addendum documents modifications to the original RFP and responses to questions raised at the Mandatory Vendor Conference held on August 7, 2026, at NHDOT Headquarters with remote participation available via Teams. The conference included an RFP overview presentation and vendor Q&A. Key RFP modifications include corrections to Table B-2.3 SLA-13 for typographical accuracy and the addition of a fourth example task to SLA-20. The addendum clarifies that vendor proposals must include both physical and electronic copies as separate submissions on distinct USB flash drives that will not be returned to vendors. At least one member of each vendor team must have attended the Mandatory Vendor Conference to qualify for proposal consideration.
The addendum addresses substantive operational questions including confirmation that NHDOT is not seeking financing solutions, that Layer 2 to Layer 3 network migration has been completed and is no longer required, and that the selected MSSP vendor will have access to existing monitoring systems including WhatsUp Gold, ISE, Catalyst Center, and Cyber Vision. No bid bond is required. The MSSP vendor serves as the primary field response resource during off-hours when NHDOT field technicians are unavailable. The vendor will support future technology integration including connected vehicles and wrong-way driving ITS deployments anticipated during the five to nine-year contract period. The vendor conference attendee roster includes representatives from fourteen vendor organizations and government entities including Apollo Information Systems, Fortinet, Skyline Technology Solutions, TrafInfo, and others, with internal attendees from NHDOT TSMO, NHDoIT, and project support organizations VHB and Jacobs.

RFP DoIT 2025-067 – Managed Security Service Provider (MSSP)
ADDENDUM #1
The Mandatory Vendor Conference was held August 7, 2026 at the NHDOT Headquarters building. A
Teams mee&ng component was included to allow for both in person and remote par&cipa&on. The
Vendor Conference included an overview of the Request for Proposals (RFP). A PDF of the presenta&on slides and a roster of the a.endees is included with this Addendum.
Modifica&ons to the RFP:
1. Table B-2.3, SLA-13: The third bullet has been edited to correct a typographical error. See the highlighted bullet in MSSP RFP Addendum 1 and revised A.achment 4.
2. Table B-2.3, SLA-20: A fourth example task has been added. See the highlighted bullet in MSSP
RFP Addendum 1, Appendix B and revised A.achment 4.
A.achments:
• Addendum 1 – Vendor Conference Materials, including responses to Vendor Conference
Ques&ons and an A.endee Roster
• Addendum 1 – Vendor Conference Presenta&on slides (PDF format)
• Addendum 1 – Revised Appendix B
• Addendum 1 – Revised A.achment 4: Table B-2.2 and Table B-2.3 (XLSX format)
Ques&ons (some ques&ons have been paraphrased for convenience and clarity):
1. Per the RFP requirements, physical and electronic copies are requested – can a Vendor submit either physical or electronic copies, or are Vendors required to submit both?
Response: In accordance with Sec&on 2, physical proposals and electronic proposals are required for a complete proposal submission.
2. Is the State looking for any type of financing solu$on for this opportunity? If yes, what are the terms?
Response: NHDOT is not looking for a financing solu&on for this contract.
3. Are there addi$onal details about the Layer 2 to Layer 3 network migra$on as it relates to the
RFP?
Response: Since the original dra= of the RFP, NHDoIT has completed the transi&on to Layer 3 rou&ng. Further assistance with establishing routed networks is no longer required.
4. Are there exis$ng systems that monitor the status of connected devices (such as signage and dynamic message systems)?
Response: NHDOT previously used SolarWinds but has migrated to using WhatsUp Gold for network monitoring.
5. Will NOC monitoring have access to exis$ng monitoring systems?
Response: Yes, NHDOT would like to leverage our exis&ng tools including WhatsUp Gold, ISE, Catalyst
Center and Cyber Vision. NHDOT and NHDoIT will evaluate the level of access required with the selected Vendor.
6. Will a bid bond be required from the proposing Vendors?
Response: No, Vendors are not required to submit a bid bond with their Technical or Price Proposal.
7. During the Vendor Conference presenta$on, it was men$oned that during weekends, for example, the field response would be by the MSSP Vendor if there was a physical issue in the environment. Please verify that the MSSP Vendor is the primary resource for field services during off-hours.
Response: In a hypothe&cal scenario, the TMC is alerted to an issue, either through their exis&ng channels or through the MSSP Vendor, of a network or cybersecurity issue. NHDOT has an internal process where the TMC Operators first try to contact NHDOT field response personnel to address the issue. If an NHDOT field technician is not available, the TMC Operators will have the authority to direct the MSSP Vendor to respond.
8. The RFP makes note of future trends such as digital highways. Please elaborate on NHDOT’s inten$on and how the MSSP Vendor may be called upon to support these future trends.
Response: NHDOT con&nues to expand our opera&onal capabili&es, especially with object analy&cs.
As new devices and new technologies are integrated into the ITS network, the MSSP Vendor will be tasked with incorpora&ng these devices and technologies into their monitoring and field support responsibili&es. One specific example is connected vehicles (CV) and connected vehicle technologies, such as vehicle to infrastructure (V2I) and cellular vehicle to everything (C-V2X) systems. While
NHDOT does not maintain any current CV deployments, it is conceivable that these devices and technologies will be integrated into the ITS network within the five to nine year period of performance of this contract. Another example is wrong way driving (WWD) ITS deployments. While
NHDOT is currently partnering with the New Hampshire Department of Safety to deploy low cost countermeasures (i.e., signs and pavement markings), it is conceivable that WWD technology solu&ons could be implemented within the five to nine year period of performance of this contract.
9. What network monitoring services does NHDOT and NHDoIT currently use?
Response: NHDOT currently uses WhatsUp Gold, and several Cisco products including ISE, Catalyst
Center, and Cyber Vision.
10. Are separate portable digital media devices (i.e., USB flash drives) required for the Technical
Proposal and the Price Proposal?
Response: Yes, all materials associated with the Technical Proposal and the Price Proposal shall be submi.ed separately, including separate USB flash drives for Physical Proposals. As noted in Sec&on
2, the flash drives will not be returned to the Vendors.
11. Does the prime contractor for a Vendor team have to have a.ended the Mandatory Vendor
Conference if a representa&ve of a subcontractor for the Vendor team a.ended?
Response: The requirement for a qualified Vendor team to submit a proposal is that at least one member of the Vendor team shall have a.ended the Mandatory Vendor Conference. That one representa&ve may be from the lead Vendor company or may be from a subcontractor company teamed with the lead Vendor company. A list of the Vendor Conference a.endees is included with this Addendum. The Vendor’s proposal should indicate the name (or names) of the representa&ve(s) who a.ended the Vendor Conference. A Vendor who does not have a representa&ve that was in a.endance (in person or via Teams) for the Mandatory Vendor Conference will be considered an unqualified Proposer.
