About this file

This is a State of New Hampshire Proposal Transmittal Form Letter for the New Hampshire Department of Transportation's Managed Security Service Provider (MSSP) RFP DOT 2025-067. The form establishes the framework for vendors to submit proposals to provide managed security services and field service support for NHDOT's TSMO Bureau and TMC operations. The MSSP vendor will supplement the current NHDoIT cybersecurity team by delivering specialized cybersecurity expertise, 24/7 security monitoring and incident response, advanced threat detection and prevention, vulnerability assessment and patch management, comprehensive access controls and identity management, and audit logging and compliance reporting. The proposal due date is November 5, 2026, at 3:00 PM ET, and proposals will remain effective for 180 days from the RFP closing date or until the effective date of any resulting contract, whichever is later. Proposals must be submitted to Nicholas King at the New Hampshire Department of Transportation (603-731-5973, Nicholas.H.King@dot.nh.gov) and must include a NOT TO EXCEED price quoted in Vendor Response Section VIII.

Vendors submitting proposals must certify compliance with all RFP conditions, specifications contained in the RFP, and the P-37 State of New Hampshire General Provisions and Exhibits as identified in Appendix I. Vendors must attest that prices were established without collusion and that they have reviewed and understood the RFP in its entirety. Additionally, vendors must certify compliance with RSA 21-I:11-c requirements, including that neither the vendor nor its subsidiaries, affiliates, or principal officers have been convicted of bidding violations or antitrust violations; been debarred from federal or state work; failed to cure defaults on government contracts; or been placed on debarred parties lists within the past year. The transmittal form must be signed by an authorized representative with legal authority to obligate the vendor, and execution of the document signifies acceptance of all State of New Hampshire terms and conditions, with any additional vendor-submitted terms rendered null and void.
