About this file

This addendum document pertains to a Request for Proposal (RFP) issued by the Commonwealth of Kentucky, Finance and Administration Cabinet, on behalf of the Commonwealth Office of Technology (COT), for Microsoft Support Services. The RFP solicits proposals in two categories: Category 1 (Microsoft Support Services - Hourly Rate) and Category 2 (Microsoft Support Services - Enterprise Coverage). The Commonwealth intends to award up to five contracts in each category to qualified Microsoft Certified Partners employing certified professionals to provide support, solutions, and consulting services exclusively for Microsoft environments across all state agencies and eligible political subdivisions. Services include break/fix activities, system health checks, migrations, adoption initiatives, application tuning, and consulting, excluding hardware maintenance. The RFP was released on May 24, 2024, with three addenda issued between June 10 and June 27, 2024. The proposal submission deadline was originally June 25, 2024, extended to July 12, 2024, and further extended to July 19, 2024, at 3:30 PM ET. Vendors may respond to one or both categories with separate submissions. The initial contract term is one year from the effective award date, renewable for five additional one-year periods upon mutual agreement. All vendor personnel must be based in the United States with no offshore resources permitted.

For Category 1, vendors must submit cost proposals using the provided Cost Proposal Form; Category 2 pricing is based on individual agency enterprise coverage needs and requires quotes obtained separately. The Commonwealth is tax-exempt and prohibits inclusion of federal excise tax or Kentucky sales/use tax in pricing. Price increases are not permitted during the first twelve months; thereafter, vendors may request increases based on industry-wide changes with thirty days' written notice and justification. Vendors must be Microsoft Certified Partners with over five years of partner status and demonstrated experience supporting large enterprise organizations exceeding 30,000 staff, preferably in the government sector. Staffing must include appropriately certified professionals (Azure, O365, server, SharePoint certifications as applicable) demonstrating technical and analytical proficiency in secure network environments. Standard support hours are Monday through Friday, 8:00 AM to 5:00 PM EST, with two-hour phone response times; emergency 24/7 support is available for mission-critical systems. Evaluation criteria include technical proposal (1,000 points), cost proposal for Category 1 (400 points), and optional oral presentations (200 points). The Commonwealth reserves the right to conduct negotiations, request best and final offers, and reject any or all proposals.
